The Scynn Constitution
On the thirty-first of October of two-thousand-and-twenty-one, we have been gifted a right to proclaim the city of Rockledge, for eternity, as the new seat of government of the newly formed Kingdom. For the King, Džözyp I, hath brought upon the People, a Nation. A Nation where People can feel safe from harassment, and where People can go to Escape the Reality that is the Macropolitical World.
Article I
This Article shall outline the three Branches of Government of the Nation, and what their basic functions are.
Section I
The absolute Authority shall be His/Her High Royal Majesty. They have the power to approve or deny all passed Laws. His/Her High Royal Majesty, similarly to the Consulate, has the power to create Laws, however these Laws do not have to be approved by the Consulate first, however His/Her High Royal Majesty may present the Laws to the Consulate and ask for them to be Reviewed.
Section II
The Consulate shall be the body to make and pass Laws and other Legislation; however any and all passed Legislation may at any time be revoked by His/Her High Royal Majesty. There is to be a maximum of five Consuls, who are Appointed by both His/Her High Royal Majesty and the head of the Consulate, the Prime Minister. Anyone within the Consulate may propose Laws to then be Voted on by the rest of the Consulate. The Prime Minister is to be Voted into Power by the People every two Years.
Section III
The High Court shall work in maintaining order and peace within our nation. It is the supreme law enforcement body, who enforces these rules in the form of Policemen. The head of the High Court shall be the High Judge (also known as the “Chief Judge”), who keeps the Courtroom in order. Associate Judges are to review Evidence delivered by both the Defense and the Prosecution, and then Vote on a Verdict that the High Judge then carries out. Associate Judges are Appointed by the High Judge, and one of the Associate Judges is Appointed to take over the position of the High Judge temporarily when the High Judge cannot work a case.
Article II
This Article shall outline the most vile of offences, the Class S and Class A offences.
Section I
Our nation shall set up a set of special Laws that must be followed; failure to cooperate shall result in Expulsion from the Country for as long as they live, or life-long Imprisonment first offense. These Laws are as follows:
- No violent/armed protests.
- No violating/exploiting the Basic Human Rights (rights to life, liberty, and justice).
- No murder/physical harm of yourself or other persons.
- No rape.
- No illegal selling (“black marketing”) of any material, animals, or persons.
Section II
Other important laws that, when violated, could result in temporary Expulsion or temporary Imprisonment first offense are as follows:
- No disruption of state symbols.
- No firearms in large, public communal areas without a special license.
- No counterfeiting State Currency.
- No taking items without Paying the required amount of Money. Underpaid items may be reflected in the Offenders’ next purchase from the shop.
- No skipping School; the Child is fully Responsible for what happens in their School life, and therefore are held Responsible if they are not going to School without a valid Reason.
- No identity theft of another person.
- No smoking, vaping, or recreational use of Drugs.
- No electoral corruption.
Section III
All the Laws stated in Sections I and II also apply to non-Citizens living within the Nation, as well as all Citizens not living within the Nation.
Article III
This Article shall outline the State Symbols and officialize them.
Section I
Any State Symbols listed in the next Section are official and thus are to not be changed unless an Amendment is installed that specifically requests the Change of State Symbols.
Section II
The State Symbols of Ščynja are as follows:
- The Flag of Ščynja shall consist of a white background with a crimson cross centred on the flag, with a silhouette of a Cat in the top-left hand corner.
- The Coat of Arms of Ščynja shall consist of a golden base with a centre Crest of the Flag of Ščynja, Flags of Ščynja on jutting out the sides of the base, and Cats on either side holding up the Crest.
- The National Anthem of Ščynja is to be a poem written by the first High King, with a Musical Composition yet to be Decided.
- The Army Flag of Scynja is to be a red Flag with the Battle Emblem, a white circle encasing two crossed Swords, in the centre-right of the Flag, with the Flag of Scynja in the top-left corner of the Flag.
- The Navy Flag of Scynja is to be a blue Flag with the Naval Emblem, a white circle encasing an Anchor, in the centre-right of the Flag, with the Flag of Scynja in the top-left corner of the Flag.
Section III
Disruption of any of the Symbols listed in the previous Section is a Class A Crime, and the Accused, if found Guilty, shall be banned from the Nation, and will be forced into temporary Imprisonment or a temporary Blacklist.
Article IV
This Article shall outline the Amendment creating process, for both His/Her High Royal Majesty and the Consulate.
Section I
The Amendment creating process for His/Her High Royal Majesty shall be as follows:
- The Amendment must follow the format:
"Amendment [ROMAN NUMERAL]
[LIST OF POLICIES IN THE AMENDMENT]
-Signature of His/Her Royal Majesty." - The Amendment, at the bottom, must have His/Her High Royal Majesty’s signature stated, in order for it to be ratified.
- The Amendment may be overridden or Voided by any future Amendment, unless the Amendment specifically Voids an override or Void.
Section II
The Amendment creating process for the Consulate is as follows:
- The Amendment must follow the format:
"Amendment [ROMAN NUMERAL]
[LIST OF POLICIES IN THE AMENDMENT]
-Signature of Prime Minister + all Signatures of each of the five or less Consuls.” - The Amendment must pass via a majority Vote in the Consulate.
- The Amendment must contain the Signatures of all Consuls in order for it to be ratified.
- The Amendment may be Overridden by any future Amendment, unless the Amendment specifically Nullifies an override or Void.
Article V
This Article shall list all acceptable circumstances in which Militaristic procedures are allowed to be enacted by His/Her High Royal Majesty and by the High Commander.
Section I
The privileges given to His/Her High Royal Majesty and to the High Commander are as follows:
- Both His/Her High Royal Majesty and the High Commander can send out forces for offensive and defensive purposes.
- Both His/Her High Royal Majesty and the High Commander can command the entire force. His/Her High Royal Majesty only has to command if the High Commander is:
- Out ill or injured.
- Vacant.
- Only His/Her High Royal Majesty has the authority to enact Martial Law.
Section II
These terms apply to the Army of Scynja, the Navy of Scynja, and the Cyber-army of Scynja, as well as any future Military/Paramilitary Branches.
Article VI
This Article shall explain the Voting Process for Government Officials, such as the Prime Minister or for Provincial Leaders (“Governors”).
Section I
The Vote shall be calculated by the greatest number of Popular Votes for a Candidate, conducted in Rounds based on the amount of people. For example, a filled 32 person Election shall be narrowed down to 16, then to 8, then to 4, then to 2, and then a winner shall be Elected by the People. If there is an odd number, or an even number not a multiple of Eight, of candidates, then the first Round will eliminate all the People who got the least Votes until a multiple of Eight is reached.
Section II
Government officials may not vote in Elections. This includes but is not limited to: the Prime Minister, His/Her High Royal Majesty, and the Chief Justice. Excluded from this are the Consulate and the High Commander.
Article VII
This Article shall house the Amendments to the Constitution, and shall serve as the absolute final Article in the Constitution.
Amendment Null
Any Amendments from this Amendment up to Amendment X shall not be able to be Voided under any circumstances, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment I
All Citizens, regardless of Race, Age, Gender, Sexuality, Religion, Ethnicity, and Disabilities shall have access to all Human Rights, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment II
All Citizens, regardless of Race, Age, Gender, Sexuality, Religion, Ethnicity, and Disabilities (excluding violent mental Disabilities) shall have the right to bear Arms, and shall only need an official License to bear Arms in a Community. Rural Areas are completely Exempt from the need of a License, as there are little to no People around, and thus less Risk of Murder, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment III
Children shall not be allowed to hold Romantic relationships until the age of Eighteen, and the legal Age of Consent shall be Twenty-One, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment IV
All Citizens, regardless of Race, Age, Gender, Sexuality, Religion, Ethnicity, and Disabilities shall have the Right to Publicly Assemble in a Peaceful manner, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment V
Public Displays of Affection (“PDAs”), such as making out, flirtatious speech, etc., are to be Illegal, and both Parties may be required to Pay a Fine of Đ300, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment VI
School Systems shall contain the Subjects of Mathematics, English, Ščynn, Ščynn History, World History, and Science. Any other Classes are Extra Credit, and are not required, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment VII
A man and a woman may not have Sex unless both Parties consent, they are of Legal Age, and they are Married, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment VIII
All Citizens, regardless of Race, Gender, Sexuality, Religion, Ethnicity, and Disabilities shall have the Right to bear Children if able to, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment IX
All Citizens, regardless of Race, Age, Gender, Sexuality, Religion, Ethnicity, and Disabilities shall have the Right to a Legal Trial regarding any Crimes they may have been Accused of, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment X
Any Rights not listed in these Ten Amendments or in any future Amendments are to be Protected, and any future Amendments attempting to override or Void this Amendment shall be Voided.

Amendment XI
The High King is Prohibited to Join or Create any Political Faction/Party.

Amendment XII
Any Constitutional Crimes committed before and after the Ratification of the specific Amendment shall still be counted as a Crime, and appropriate Charges shall soon follow.

Amendment XIII
From now on, Amendments, whether proposed by His/Her High Royal Majesty or by the Consulate must reach a majority vote within the Consulate in order for the Amendment to be passed.
