State Opening of Council, IV Legislature

To the most honourable gathered representatives, and to all who may hear this, greetings.
It is with great pleasure that Our Imperial Majesty hereby declares that the term of the Fourth Legislature of the Ruling Council has officially begun, and shall last from now until July 2017, covering twelve meetings of Council.
In this Council assembled, the five Provinces of the Empire of Adammia are represented by means of their landed noble and their elected Councilor; furthermore, delegates represent our Colonies far from this chamber, and our citizens living abroad in the United Kingdom and elsewhere. These twelve representatives who form the Council during its Fourth Legislature are as follows: present on behalf of the Province of Primoria are the Duke of Primoria, His Imperial Highness Prince Jake, and the Councilor of Primoria, His Imperial Highness Crown Prince Daniel; on behalf of the Province of Maternia are the Duke of Maternia, His Grace Sir Paul McKenna, and the Councilor of Maternia, Her Imperial Highness Emperor Mother Jayne; on behalf of the Province of Tytannia are the Duke of Tytannia, His Grace Sir David Hall, and the Councilor of Tytannia, His Grace Sir Reginald Hall; on behalf of the Province of Watertopia are the Duke of Watertopia, His Grace Sir Matthew Foster, and the Councilor of Watertopia, Her Grace Madam Julie Foster; on behalf of the Province of Myway are the Duke of Myway, His Grace Sir Christopher Hall, and the Councilor of Myway, Madam Debbie Shaw; on behalf of the Colonies is Our Imperial Majesty, and on behalf of our citizens abroad is Lord Sir Andrew Hall.
As dictated to us by our most venerated fundamental law, the Supreme Directive, this legislature oversees an executive government led by a Prime Minister elected by the peoples of the Empire. The Prime Minister for this term was elected in a National Election one week ago. The results of the election are as follows:

23 out of 25 votes were cast giving turnout of 92%. The totals are: Emperor Mother Jayne 11, Sir Paul McKenna 12. His Grace Sir Paul McKenna has been duly elected Prime Minister of the Empire of Adammia.
We have assisted the Prime Minister in the formation of a Cabinet. The ministers of our Imperial Government are to be as follows:

In the past year, ministers representing different political parties were able to work together productively in the Cabinet, and we hope that this tradition continues in the coming year.
I would like to use this moment to consider the state of the Empire at this time. The past year has been perhaps our most difficult yet. The loss of Our Imperial Majesty's esteemed grandmother affected us all personally. From a political perspective, the recent loss of our two greatest colonies – Borealia and Adammic Columbia – in the space of two weeks has been a big blow to Adammic prestige.
The most important change in this coming year will no doubt be the fact that Our Imperial Majesty will be studying at the University of Birmingham. We aim to return to the capital once per month in order to chair the Ruling Council and carry out our other administrative tasks. This will obviously slow down progress to a degree, however, we would encourage our government to be autonomous from us as much as possible so that our day-to-day business continues to run smoothly. However, this change also presents us with opportunities to spread the Empire's influence on a new stage. We intend to establish a colony at the University of Birmingham, and Colonel Sir Will McCracken, the former governor of Borealia, has also stated his intent to establish a colony at the University of Loughborough.
