Terminology

The Treaty hereby referring to the Sough Convention on Global Climate Change of 2020 Volume II,

The Convention hereby referring to the Sough2020 International E-Summit in decree from the 9th day of October 2020 to the 22nd day of November 2020,

The Signatory nations hereby referring to all sovereign states who have signed and ratified the Sough Convention on Global Climate Change of 2020 Volume II,

The Parties hereby referring to all sovereign states who have actively engaged in the Sough2020 International E-Summit and subsequently the creation of the Sough Convention on Global Climate Change of 2020 Volume II,


Introduction

The Human race is currently facing its biggest challenge yet in the form of climate change. Across the world the effects of climate change can be seen and for while companies and Governments are creating compromises to lower greenhouse emissions amongst other things these actions cannot come soon enough. As a direct response to this, we undersigned on the twenty-seventh day of November in the year 2020 A.D. hereby come together to sign and ratify the Sough Convention on Global Climate Change Volume II.

The Sough Convention on Global Climate Change Volume II serves not only as a continuation of the Convention of the NADU Climate Summit 2019, but as an independent Convention and Treaty directed towards the wider Micronational community. This was initially created in New Aberdare on 25th September 2019 and entered into force on 1st October 2019. This Convention is the continuation of the Sough Convention on Global Climate Change of 2019,

Like other treaties in the micronational community such as the Wrythe Convention, signatories do not simply by signing the Convention and Treaty extend any recognition to co-signatories, due to the "collective desire to ensure the survival of the natural world, and consequently, the human race" transcending any diplomatic differences between micronations.


Subjects of the Convention:

Article I:

All Parties for whom have ratified this charter fully understand the causes and dangers of Climate Change, and stand up against it for the benefit of the human race and Earth as a whole. All Parties also recognise species and areas which have been affected by Climate Change in one way or another, such as the extinction of a species.

Article II:

It is hereby decreed that an Intermicronational Environmental Ministry is formed with the sole objective of administering and overseeing environmental protection and management within signatory nations. Said organisation shall be open applications from all micronations. (See Charter of the Sough Environmental Union.)

Article III:

Signatory nations shall be encouraged to stimulate their local ecosystems via planting and harbouring of trees, fruiting plants and other plant life. As part of this, states should also create natural habitats such as animal nests. Leaders of signatory states shall also be encouraged to ceremoniously plant a tree sapling within their territory as a symbolic gesture after the signing of this Convention. Signatory nations and their representatives shall be encouraged to partake in a convention-wide Plant Development Initiative to grow and nurture plants, of whatever shape or size, as possible. The plants in question may be of any species, and the representatives are further encouraged to educate themselves on the plant(s) they are growing, so that they may know how to look after their plants. Non-Signatories and others may also participate in the exercise of this article. Additionally, signatory nations and their representatives may partake in a convention-wide "Team Trees" initiative to plant a predetermined number of tree saplings over a timeframe.

Article IV

Signatory nations may be encouraged (however this is not mandatory) to introduce a ban on single use plastics and non-reusable packaging. This may include a complete ban of the commercial consumption and usage of anything deemed to be single-use by the year 2023 A.D. Single-use plastics are defined as anything used for plastic packaging and include items intended to be used only once before they are thrown away or recycled. These may include, among other items, grocery bags, food packaging, bottles, straws, containers, cups and cutlery. As part of this optional ban on single-use plastics, Signatory nations and their representatives shall be encouraged to educate their populations about the resulting ban and environmentally sustainable ways to circumvent this such as using reusable containers or recycling their plastics via macronational services. One usage of single-use plastics which is connected to Article II (C) is the usage of single use containers such as cups and packaging as pots for plants.

Article V

Signatory nations shall be encouraged to adopt Earth Day on the 22nd day of April annually as a national holiday and as an exercise for public education in environmental concerns and stewardship. The Sough2020 Convention formally invites all signatory governments to encourage their citizens to celebrate Earth Day by halting (or, if absolutely essential, at least reducing) the usage of electricity on the aforementioned day. Furthermore, the Sough2020 Convention invites all signatory governments to raise awareness to their citizens about the importance of stewardship and caring for the environment.

Article VI

A conservation area system shall hereby be implemented for Signatory states into the associated organisation. This system would allow nations to fulfil applications for natural parts of their nation to be classified as a conservation area in order to encourage the growth and sustained survival of the local ecosystem and environment. Signatory states shall be encouraged to encourage the growth of this ecosystem in a similar manner as Article III via means such as cleaning up litter regularly, planting flowers/bushes/trees which may be native to the local system and prohibiting negative human interactions including the partial or complete destruction of said conservation area and the health of the conservation area. Conservation areas shall be chosen based on numerous factors such as: National importance Beauty of area Ecological importance Other features which may deem the location as important.

Article VII

Signatory states and their governing body(s) are encouraged to encourage members of their populace to exchange high-carbon emitting modes of transportation with greener alternatives. Members of the populace should be encouraged to take public transportation such as bus or train if applicable or appropriate instead of taking potentially high-carbon emitting forms of transportation such as plane or car. Awareness about the benefits of taking low carbon-emitting forms of transport such as walking or bicycle should also be encouraged.

Article VIII

Following the signing of this treaty, a formal environmental surveying agency will be formed which will conduct surveys in partnership with signatory nations to record information regarding factors about the local environment and national statistics regarding the environment. This data would then subsequently be compiled and published in the form of a formal report.

Article IX

Signatory states should endeavour to adhere to the contents of the Sough2020 treaty wherever possible, in order to ensure that signatory states are fulfilling their part in decreasing the effects of Climate change. However, if a Signatory state cannot fulfil an article with good reason, the contents of said article shall not be enforced upon the associated state.

Article X

It is hereby decreed that signatory states can determine their own national contributions to Sough2020 and the subsequent fight against Climate Change. These commitments would not be treaty-wide, however would be enacted by individual delegates and their associated nations. This allows signatory states to enact their own contributions post-Convention in regards to their own requirements and limitations.

Article XI

A virtual international environmental summit will be held on the date of the publishing of the Sough Convention on Global Climate Change Volume II treaty annually. This will be hosted by the chair of the Sough2020 convention unless specified and will discuss topics and conduct talks and speeches related to micronational and macronational environmentalism. The summit would be conducted in a similar manner to the Rio+20 Conference on Sustainable Development and would be available to all micronations within the Microwiki community.

If possible and appropriate, this summit may be held in a physical location where nations will be permitted to conduct the summit as part of the virtual summit. This would also include amendments to the Sough treaty if deemed necessary. 

Article XII

The original of this Agreement, of which the Welsh, Mandarin (traditional), English, French, Hindi, Swedish, Afrikaans, Spanish, Romanian and Russian texts are equally authentic, shall be deposited within the city of New Aberdare of the Empire of Aenopia, however copies can be produced by Signatory states of this agreement. DONE internationally this Twenty-Ninth Day of November Two Thousand and Twenty. IN WITNESS WHEREOF, the undersigned, being duly authorized to that effect, have signed this Agreement.
