Second Amendment

to the

Supreme Directive of the Empire of Adammia

In accordance with Article II, Section 2 of the Supreme Directive, entrenched as the fundamental law of the Empire of Adammia since the 30th of June 2013, the changes to the Supreme Directive outlined in this Amendment shall take effect upon the Supreme Directive if this Amendment gains the support of at least 50% of the voters in a fair public referendum open to all full citizens of the Empire of Adammia. If this Amendment takes effect, any violations of the Supreme Directive prior to this Amendment which would now be legal following this Amendment shall be considered to have been legal at the time.

1. Article IV Section 1 is to be removed.

2. Article IV Section 2 is to be amended to the following: “The Empire of Adammia claims sovereignty (to the extent set out in the article above) over land given to it in Treaties of Annexation, Imperial Decrees and Acts of Council. This land is collectively referred to as the Empire's territory.”

3. Article IV Section 3 is to be amended to the following:

  • “a) The Empire of Adammia's territory is made up of the Country, its Colonies, and any miscellaneous Territories.
  • b) The Country of Adammia includes all territorial divisions from which a representative could theoretically reach the meeting place of the Ruling Council with relative ease. The Monarch has the power to decide whether or not a territorial division meets this criteria.
  • c) The Colonies of Adammia are inhabited territorial divisions beyond the range of the Country of Adammia which have been granted their own governments with a degree of autonomy.
  • d) Provinces are those territorial divisions of the Country of Adammia which are inhabited. Provinces should form a single contiguous area of land, though this is not necessary.
  • e) Territories are territorial divisions which are not Provinces or Colonies. Territories may or may not be a part of the Country of Adammia. Any uninhabited territorial divisions must be Territories.
  • f) Provinces and Territories within the Country of Adammia may be grouped together into Regions. Regions correspond to a particular geographic area.
  • g) All territorial divisions can be further divided into subdivisions. Subdivisions of Provinces or Colonies can also be Territories. This should be the case with subdivisions which are not under the direct control of the government of the Province or Colony.”

4. Article IV Section 4 is to be amended to the following:

  • “a) All of the Empire's territory is subject to the laws contained within this Supreme Directive.
  • b) By default, laws created by Imperial Decrees and Acts of Council will hold effect over all the Provinces of the Empire, except for subdivisions of Provinces which are Territories; by default they will not hold effect over Colonies or Territories. This may be overridden by the legislation in question, however, since it is recognised that the Empire's sovereignty is more limited over Territories than it is over Provinces and Colonies, care should be taken that any legislation specifically affecting a Territory can be effectively enforced.”

5. Article VII Subsection 3a) is to be amended to the following: “The Monarch also holds the position of the head of the Office of the Emperor(if male)/Empress(if female), the political entity responsible for issuing Imperial Decrees.”

6. Article VII Subsection 3c) is to be removed.

7. Article VII Subsection 6c) is to be amended to the following: “When the Heir is needed to take up the position of Monarch, they should be asked by the Prime Minister as soon as possible if they want to become Monarch. If they refuse, then the next person on the Line of Succession is asked, and so on. If the Prime Minister and their Deputy are not available or these positions are vacant, the Lord/Lady Chancellor can assume their role. The Heir or appropriate member of the Line of Succession immediately becomes Monarch upon accepting the invitation.”

8. Article VII Subsection 6e) is to be amended to the following: “A male member of the Line of Succession who is not the Heir or the Monarch's spouse holds the title of Prince and the style of His Imperial Highness. A female member of the Line of Succession who is not the Heir or the Monarch's spouse holds the title of Princess and the style of Her Imperial Highness.”

9. Article VIII Subsection 1b) is to be amended to the following: “It is the responsibility of the Office of State to organise all elections and referendums. The Office of State must ensure that all votes in elections and referendums are kept anonymous.”

10. Article VIII Subsection 5a) is to be amended to the following: “Any member of the Ruling Council who is not the Monarch and who is older than twelve years old can nominate themselves as a candidate for Prime Minister.”

11. Article VIII Subsection 5c) is to be removed.

12. Article VIII Subsection 5e) is to be amended to the following: “National Elections take place once per year on a date specified by the Monarch. They cannot take place more than two years apart and they cannot take place less than six months apart.”

13. Article VIII Subsection 6a) is to be amended to the following: “The Delegate of the Colonies represents all the Colonies of the Empire as well as its citizens who live abroad outside what could be the Country of Adammia.”

14. Article VIII Subsection 7b) is to be amended to the following: “In order for a meeting of the Council to take place, three members must be present, including the Monarch, Prime Minister, Deputy Prime Minister, or Lord/Lady Chancellor.”

15. Article VIII Subsection 7c) is to be amended to the following: “Meetings of the Ruling Council are started and ended by the Chair, or one of the Vice-Chairs if the Chair is not available.”

16. Article VIII Subsection 7d) is to be removed.

17. Article VIII Section 11 is to be added, which will be the following: “The Ruling Council has the power to, through a vote, grant or remove full or honourary citizenship to any person.”

18. Article IX is to be renamed “Imperial Government”.

19. All references to the “Government” within Article IX are to be changed to “Imperial Government”.

20. Article IX Section 6 is be added, which will be the following: “The Imperial Government has the power to grant or remove full or honourary citizenship to any person.”

21. A full stop shall be added at the end of Article XIII Section 2.

Referendum held 2nd August 2015
Turnout: 16 of 29 eligible voters (55.17%)
FOR: 15 (93.75%)
AGAINST: 1 (6.25%)
and hence proclaimed.
