To Create the State and Territory System

The Royal reformed King Wilary the First Decree Number Ten is the tenth Royal reformed Decree signed by His Excellency King Wilary the First of the Royal reformed States of America. It was signed on April 27, 2010. It sets up a system of deciding how to declare and claim states and territories.

Reasons for Royal reformed King Wilary the First Decree

  1. Noting the need to regulate how states are created,
  2. Noting the need to regulate how territories are created,
  3. Noting that some areas have not been officially claimed as part of the Royal reformed States of America,
  4. Noting that some areas may be officially claimed on a later date,
  5. Noting the need to place aside areas that will become part of the Royal reformed States of America,
  6. Noting the need to allow for a greater extent of influence,
  7. Noting the existence of two states already in the Royal reformed States of America,

Therefore...

  1. Decides to create a State and Territory System,
  2. Decides that such a system shall control the creation and claiming of states and territories,
  3. Decides that such a system will work as follows:
    1. Territory Phase:
      1. Claimed land for the Royal reformed States of America shall start off as a territory,
      2. Territories shall be run by the king,
      3. Territories will be considered an unincorporated part of the Royal reformed States of America and will be considered possessions only,
      4. Territories shall be considered to be under the jurisdiction of the Royal reformed States of America and be treated as such,
    2. State Phase:
      1. A territory shall become a state of the Royal reformed States of America once it meets all the requirements for becoming a state,
      2. The requirements for becoming a state are as follows:
        1. A territory must have been visited by a formally appointed representative of the Royal reformed States of America,
        2. A territory must have been a territory for at leat one month,
        3. A territory must have been marked with a symbol of the Royal reformed States of America AND/OR had a structure built upon it,
      3. Once these requirements are met, the territory will become a state and be treated as such,
      4. Once a territory becomes a state, a state government shall be set up for that state,
  4. Decides that all current states may ignore these requirements and keep their current status.
