The Royal reformed King Wilary the First Decree Number Seven is the seventh Royal reformed Decree signed by His Excellency King Wilary the First of the Royal reformed States of America. It was signed on April 8, 2010. It addresses foreign relations issues that arose in late March and early April 2010.

1. Noting the creation of the Intermicronational Blue Cross and Blue Crescent Movement,
   1. Noting the Intermicronational Blue Cross and Blue Crescent Movement's open admission policy,
   2. Noting the Royal reformed States of America's agreement to the Salaria Convention,
   3. Noting that such an agreement of the Salaria Convention between all nations would be beneficial to the world,
2. Noting the allegations against Marco Rudiger Dresner, Ann-Sophie Myers, Frederic Bayrath and the United Federation of Socialist Micronations,
   1. Noting these allegations may have some or complete truth,
   2. Noting the need to further investigate this issue,
3. Noting the Empire of New Europe's European Nationalism policy,
   1. Noting the findings of racist beliefs in this policy by the Empire of New Europe,
   2. Noting the zero tolerance policy of the Royal reformed States of America against racism,
   3. Noting the extream and unlikely territorial claims of the Empire of New Europe,

Therefore...

1. Decides to join the Intermicronational Blue Cross and Blue Crescent Movement,
   1. Agrees to follow the Salaria Convention and all of its sections,
   2. Will attempt to promote the Intermicronational Blue Cross and Blue Crescent Movement and the Salaria Convention and attempt to increase the number of members to the Intermicronational Blue Cross and Blue Crescent Movement,
2. Decides to suspend foreign relations with Marco Rudiger Dresner, Ann-Sophie Myers, Frederic Bayrath and the United Federation of Socialist Micronations,
   1. The Royal reformed States of America will decide the next action of the Royal reformed States of America in this issue once more information is obtained,
3. Decides to cease recognizing the Empire of New Europe as a separate sovereign nation,
   1. May restore the reconization of the Empire of New Europe once the removal of all racist beliefs,
   2. May restore the reconization of the Empire of New Europe once it removes its extream and unlikely territorial claims.
