The Royal reformed King Wilary the First Decree Number Five is the fifth Royal reformed Decree signed by His Excellency King Wilary the First of the Royal reformed States of America. It was signed on March 25, 2010. It allows for the free entering of the Royal reformed State of Inyo.

Reasons for Royal reformed King Wilary the First Decree

1. Noting the need to regulate passage of individualls and others into and through the Royal reformed State of Inyo,
2. Noting the distance between the Georgetown Royal reformed Government District and the Royal reformed State of Inyo,
3. Noting the issues with regulating passage from such a distance,
4. Noting the location of the Royal reformed State of Inyo and the natural beauty for which it was annexed,

Therefore...

1. Decides to allow all single parties the right to freely move about the Royal reformed State of Inyo without being hindered,
   1. All parties mush follow all Royal reformed Law,
   2. All parties may not be upon the Royal reformed State of Inyo for more than ten consecutive days,
2. Decides that no fee shall be enforced for passage.
