- Noting the need to regulate passage of individualls and others into and through the Royal reformed State of Inyo,

- Noting the issues with regulating passage from such a distance,
- Noting the location of the Royal reformed State of Inyo and the natural beauty for which it was annexed,

- Decides to allow all single parties the right to freely move about the Royal reformed State of Inyo without being hindered,
- All parties mush follow all Royal reformed Law,
- All parties may not be upon the Royal reformed State of Inyo for more than ten consecutive days,
- Decides that no fee shall be enforced for passage.
