Ruling Council
Act 10
This Act of the Ruling Council hereby reforms the National Government of the Empire in the interests of making it more efficient and active.
Section 1
- a) The National Government of the Empire of Adammia is hereby placed under the direct authority of the Office of the Emperor. HIM Emperor Adam I is responsible for the policy of the National Government and co-ordinating the government departments.
- b) The Ruling Council is to supervise the Monarchy's control over the National Government. By vote, the Council may overrule any order of the Office of the Emperor sent to the National Government. By vote, it may also immediately end this period of control, returning the National Government to its status before the passing of this Act.
- c) The Prime Minister retains executive control over the National Government and may overrule any instructions sent to it by the Office of the Emperor. However, after doing this, the Council must review the instructions and vote in favour of the Office of the Emperor's instructions or the Prime Minister's decision.
- d) This changed state of the National Government shall last for a period of 1 year. On the 8th of February 2015, Section 1 of this Act of Council will be considered null and void.
Section 2
- a) The Prime Minister, Deputy PM, the Ministers of the government departments and the PM's Director of Communications are hereby collectively known as the Cabinet.
- b) The Cabinet may hold meetings to determine the course and policy of the National Government.
Section 3
- a) The Prime Minister is hereby given the executive right to determine the location of the Headquarters of the National Government. The Headquarters of the National Government is where meetings of the Cabinet should take place. However, in special circumstances, the Cabinet may meet elsewhere.
- b) The Prime Minister is given the executive right to determine the location of the Office of the Prime Minister.
- c) The Deputy Prime Minister is given the executive right to determine the location of the Office of the Deputy Prime Minister.
- d) The Minister of any Ministry is given the executive right to determine the location of that Ministry.
- e) All offices prescribed in subsections a, b, c and d above may be changed no more than 4 times per year.
- f) The Imperial Institute of Geography is to recognise the locations determined by officials of the government in its maps.
Section 4
- a) The city of Imperial City is hereby founded within the Province of Tytannia. Its exact location and size is to be determined by the Local Government of Tytannia.
- b) The location referred to unofficially as 1 East Road, Sapientia is now named as White Gold Palace.
- c) Imperial City is hereby named the official capital city of the Empire of Adammia.
- d) The official chambers of the Ruling Council are hereby declared to be inside the White Gold Palace.
