The following is the full text of the Multiplexing Act, which created an overarching organisation for all state-owned companies in the Free State of Renasia. It became law on 11 August 2014, and resulted in the creation of Multiplex Technical.

  • Multiplex: (v) to link multiple connections in order to have them function as one.

1 PREAMBLE

Recognizing the following statements as correct; the most effective solution to developed and productive technical and scientific industries in the Free State of Renasia would be centralization; that the economic prosperity of the Free State are best served by state ownership and oversight of business; and that the Free State requires provisions for both Federal and Regional functionality; this act seeks to replace the incumbent institutions of the Free State’s respective regions with an over-arching framework. This frame work [sic], to be given the name MULTIPLEX TECHNICAL would thus help to co- ordinate disparate tasks and improve cohesion of industry as a whole with the Free State.

2 ORGANISATION

  1. Organisation of Multiplex Technical (MultiTech for brevity from hereon) will be split into 3 levels of hierarchy: corporate level, organization pertaining to MultiTech as an umbrella covering its administration of regional subsidiaries; subsidiary level, organization pertaining to regional umbrella organisations (such as KleinZav and RenTech Proper); and departmental organization, organization pertaining to individual departments within subsidiaries (generally groups working on one or more closely related projects).
  2. Corporate level administration shall consist of two bodies at minimum: the Guntanu’tl and the President. The Guntanu’tl will function to be the highest authority within the company’s power structure, holding the rights to complete control of the company and its entire domain of produce, equipment and possessions. The President will be vested with the power of the Guntan’utl: they will fulfill the functions of an administrator, overseeing day-to-day work, compiling reports to be delivered to the Guntanu’tl and checking on the progress of subsidiaries.
  3. The organization of both subsidiaries and departments is by and large at the discretion of subsidiaries, all subsidiaries are required to appoint one emissary to act as liaison with the respective corporate level organization. Moreover, subsidiaries will be encouraged to provide a plan of structure to the corporate level for critique and review.

3 THE PRESIDENT

  1. The president has delegated administrative powers from the Guntanu’tl. As such, the Guntanu’tl reserves the right to provide or strip the president of any and all powers by a majority vote. They must advise the president of any such votes, and provide the president the opportunity to defend themselves in the Guntanu’tl before any ballots are cast.
  2. The president is to be appointed by the Guntanu’tl upon the resignation or termination of the incumbent president. The first president will be appointed, by this act, as Jacob Tierney, current president of RenTech.
  3. The president may create or dissolve any corporate level entity (dissolution not including the office of the president or the Guntanu’tl) in order to delegate power to committees, experts or advisors. In doing so, they must give the Guntanu’tl at least 48 hours’ notice.
  4. The president is responsible for creating reports on the progress of any and all subsidiaries or departments at the behest of the Guntanu’tl. These reports will be created on an on-demand basis. All liaison emissaries are required to comply in aiding the president in this task.

4 BUDGETING

  1. Budgeting of MultiTech will be allotted, subject to the wider Federal Budget, by the Guntanu’tl. A budget will be assigned to the corporate level of the organization, with any further budget within the organization being overseen by the president or other appointed agency.
  2. Any and all profits the organization makes are the property of the state. They to be included [sic] in the Federal budgeting process for the following budgeting cycle, or assigned to wherever they are needed or requested within the budget in action at that time.
  3. The funding applications of any entity within the organization should be made to the next higher tier of the organization. Thus, the departments request funding for the subsidiaries, the subsidiaries request funding from the corporate organization and the corporate organization requests funding from the Guntanu’tl and thus the Federal budget.
  4. The salaries of any staff should be included explicitly in funding requests.
  5. Requests for funding submitted by any tier of the organization must include the requests of all lower levels, including salaries of workers. Thus, the corporate funding request to the Guntanu’tl should comprise of all funding requests from all departments, in addition to all subsidiary level requests and in addition to the requests for corporate level funding.

5 SCOPE

  1. MultiTech aims to take of all “technical and scientific industry” within the Free State. Technical industries will be those which require expert knowledge, research and development to complete effectively. Where there is any ambiguity in this definition, the Guntanu’tl holds the final say.
  2. Scientific industries include research and development within the areas of chemistry, biology, physics and engineering: they are thus the extreme case of technical industries, sometimes dealing with advanced subject matters.
  3. The mandate of this act includes all Renasian state-owned industries and businesses. For any and all joint ventures with non-Renasian partners, the Renasia’s share is considered to be under the mandate of this act and thus subject to evaluation and possible integration into MultiTech.

6 CONCLUSION

Multiplex Technical (MultiTech) is designed as a for-profit state-run business, the profits of which feed back into the Free State’s Federal budget. Under the direct control of the Guntanu’tl and the administration of an appointed president, it will amalgamate all current and future technical and scientific industries in the Free State in order to create an integrated and streamlined technical research and development sector in the economy of the Free State. It will penetrate all layers of Renasian economic and political organization in order to be most effective. Structurally, it will consist of mostly self-organized regional subsidiaries and their departments, within the Federal overview of a corporate umbrella system, itself under the watchful eye of the Guntanu’tl.
