Imperial Decree #1: Landsraad

Be it hereby decreed that the Landsraad, the legislative body of Shireroth, is from this moment forth reinstated.

All legislative power is vested in this body by me the Kaiser reserving the right to veto any bill, measure, act, statement or declaretion pasted by this body.

The Landsraad has traditionally consisted of the dukes of Shireroth and shall continue to be so.

Imperial Decree #2: The Constitution.

Be it known, by Imperial Decree the Imperial Republic of Shireroth is hereby subject to the following constitution, and all the bindings their in. (including me)

Constitution of the Land of Shireroth

The Kaiser:
All executive powers of Shireroth shall be vested in the Kaiser. The Kaiser may make any decree regarding the operation, behavior and functions of Shireroth as well as any actions he/she deems fit as long as they do not violate this constitution. The Kaiser shall have Supreme Judiciary power. The Kaiser is the Supreme Commander of the Militia, Military, and/or any other armed force under Shireroth control.
The Kaiser before the end of his/her life reign as Kaiser must pick a successor from among all those eligible by birthright. Should the Kaiser die or abdicate the throne, the Kaisership shall pass to his/her successor. In times when a successor is below twelve years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne.
Landsraad:
The Landsraad shall be vested, through the good grace of the Kaiser, with the legislative powers of Shireroth. The Landsraad may set it’s own rules for voting percentages and procedures. Any bill, act, measure, dictate, statement or order passed or issued by the Landsraad may be vetoed by the Kaiser for any reason.
The Kaiser has the power to dismiss and recall to session the Landsraad at anytime. Should the Kaiser die or abdicate the throne, the Landsraad shall be automatically called to session. The Landsraad is vested with Judiciary powers second only to the Kaiser.
The Landsraad shall consist of the Dukes of Shireroth. Dukes may pick their own successor from among those eligible by birthright. Should no heir be available the Kaiser shall appoint the next Duke. The Kaiser has the power to create new Duchies as he sees fit. Only the Landsraad may remove a duchies’ seat from the Landsraad, thereby disbanding the Duchy completely and redefining the lands as necessary. The Kaiser has the power to reshape the boarders of any duchy as he/she sees fit.

Jason Steffke has deleted history in and disrupted the workings of Tymaria. Both because we wish to avoid a similar incident here, and because we wish to punish him for his misdeeds, he is banned from the Imperial Republic of Shireroth until such time as this decree is lifted or he is tried be the appropriate authorities.

Imperial Decree #15: Philip Locke

Philip Locke has attacked our friends in Delvenus. He has proven that he has gained neither in judgment nor responsibility since he was first banned from Shireroth. Therefore, the original term of one month, which ended last week, is extended to four months, and thus will end in August of this year. Furthermore, Nicolas Raglan is made permanent Duke of Lothlaria for so long as he wishes to hold the position; if and when Mr. Locke joins with us he may choose whether or not he wishes to resign the position in his favor.

Imperial Decree #19: Religion In Shireroth

From this day forth:

The official religion of Shireroth is B0O0/\/\ism. In any event where prayer or religious trapings are used in Shireroth they shall be done to B0O0/\/\ist tradition. All official oaths shall be to the Gods of B0O0/\/\ism.

With this establishment of state religion, the need for protection of religious freedom becomes a requirement. Till now no official religion was set down, and thus it was presumed that all were free to worship as they chose. This shall continue, for now. All citizens of Shireroth, when not in an official state capacity, may, unobtrucively, pay homage to the god(s) that they worship. Or they may choose to worship no god at all. But when in an official state capacity they must obey the tenants of the B0O0/\/\ist religion.

Imperial Decree #20: The Landsraad

Only the Dukes of the land may vote within the Landsraad. Both male and female dukes of the Landsraad have equal voice in its halls and may vote freely.

Outside the Landsraad:

Imperial level. Both males and females may vote in any vote created on the imperial level. Only non-penalized citizens may vote on the Imperial level. A penalized citizen is a citizen subject to penaty under the law for a crime where their voting rights were not granted back to them.

Duchy level and below. The duchy have the right to create their own rules and ordanances for the establishment of voting rights within their realm.

Imperial Decree #21: Praetor

The Prætor of Shireroth shall be elected by the nobility of the land from among the Dukes of the Landsraad. The Prætor of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, and generally manage and keep order within the Landsraad.

Imperial Decree #22: Nobility Rules Within The Landsraad

All ruling Nobles of the land may voice their opinions within the Landsraad. Only Dukes may vote in the Landsraad.

Nobles consist of Citizens with the Noble titles of,

Duke(Duchess)

Baron(Baroness)

Thane

In some cases there appears to be two nobles from one area, such as the current case in the Barony of Schlangen. But in all cases only one of the nobles is the ruling noble. In the above case Baroness Sabriel is the "Ruleing Noble", and the baron is just under her. It is the Baroness that would allowed to speak in the landsraad and not the baron.

Emissaries:

In the case were a Ruleing Noble is unable or unwilling to speak in the landsraad, said noble may elect to send an emissary in their stead to speak. The Prætor of Shireroth must be notifide by any ruleing noble in the case they choose to send an emissary to the Landsraad.

Imperial Decree #24: The Barony of Novi Dalmacija

From here forth the region that was formerly the state of Novi Dalmacija in the UAS before it became Kildare shall be recreated as The Barony of Novi Dalmacija, under the leadership of Stjepan Aracic(For Her Light). As Baron he shall have full citizenship and rights within Shireroth.

Imperial Decree #25: The Steward

In times when a successor is below twelve years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne.

Imperial Decree #27: New Landsraad, New Rules

The Landsraad is hereby reconviened.

The landsraad is now open to all Ruling noble to vote in.

But, to retain the status of the Dukes voting counts shall be altered.

A dukes vote is worth 1. So an Aye or Nay would be counted as 1 aye or Nay vote

Barons' and THanes' will count for only 1/2 so an aye or nay vote will count a 1/2 a aye or nay vote.

2 votes by a thane or baron equals 1 vote from a duke.

The Kaiser has the power to reshape the borders of any Duchy/Barony as he/she sees fit.

Only Ruling Nobles or Emissaries appointed by a Ruling noble may vote within he Landsraad. Ministers of Shireroth may speak within the Landsraad but may not vote on just the merits of their office alone.

Votes:

Each Duchy shall be given six votes to cast within the Landsraad. A Ruling Duke/Duchess may divide these vote up among the nobles of his/her duchy as he/she sees fit, keeping in mind that he/she must control at least half the total votes. The Prætor must be informed of how a Duchy’s votes are distributed before any vote from that duchy may be cast.

The Prætor:

The Prætor of Shireroth shall be elected by the nobility of the land from among the Full—Citizens of the Land. The Prætor of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, and generally manage and keep order within the Landsraad as well as keep records of all bills and resolutions passed during his/her tenure.

Ministries:

The Ministers of Shireroth are answerable to both the Landsraad and the Kaiser, who may both appoint and dismiss ministers at will; and create and destroy ministries at will.

Minister of Information:

The job of the Minister of Information shall be to keep the public of Shireroth informed of all matters of state that have been made public officially. The Minister of Information shall be vested with the power of maintaining all official forms of national communications.

Minister of Military Affairs:

The job of the Minister of Military Affairs shall be to see to the creation, training and general maintenance of the armed forces of Shireroth. All military, militia and/or armed forces within Shireroth are answerable to the Minister of Military Affairs second only to the Kaiser him/herself.

Minister of Trade:

The job of the Minister of Trade shall be to see to all economic affairs within Shireroth, to maintain the currency of Shireroth, and maintain the Imperial Treasury. The currency of the Imperial Republic of Shireroth shall be the €rb.

Minister of Immigration And Naturalization:

The job of the Minister of Immigration and Naturalization shall be to maintain a means by which individuals may immigrate to and become citizens of Shireroth. The minister is vested with the responsibility of maintaining an up to date record of the citizenry of Shireroth. The Ministry of Immigration and Naturalization shall be vested with the duty of maintaining a periodic census of the population of Shireroth.

Ministry of Technology:

The job of the Minister of Technology shall be to see to the technological advancement of Shireroth. The minister shall also be vested with the power and responsibility of establishing and maintaining a national system of education.

Ministry of the Exterior:

The job of the Minister of the Exterior shall be to establish and maintain communications with bodies and/or nations outside the bounds of Shireroth. The Minster shall be vested with the power and responsibility of negotiating with foreign powers, and presenting the outcome of said negotiations to the Kaiser and/or Landsraad.

I hereby decree that a new position, that of the Imperial Advisor on History and Culture, shall be created within the Republic. The Advisor will be appointed upon the wish of the acting Kaiser(ess). The position may remain vacant if the acting Kaiser(ess) wishes so. The Advisor’s duty will be to consult the Kaiser(ess) on matters of national and international history and culture upon his/her request.

I wish to appoint Mr. Scott Siskind, Baron of Hyperborea, Miniser of the Exterior, as the new Imperial Advisor on History and Culture under my rule.

Imperial Decree #56: National Holidays

I hereby decree that Shireroth shall from now on have its own National Holidays’ Calendar. Each of the holidays will be celebrated as stated on the Calendar. Everyone is free to have their own additional parties on the holidays. Duchies and Baronies can have their local holidays added to the calendar if they wish. Working on a national holiday is from now on strictly prohibited. Missing a holiday celebration will result to a mild disapproval from the Kaiser(ess) and probably a verbal condemnation speech expressing that disapproval ;-)

We will have 8 holidays for now, to go with the 8 lines on our flag.

Heroes’ Day - 17 February.

Origins of holiday: This holiday commemorates the battle of Cimmeria – 17 February 2003. Celebration: Military parade to honor of the Heroes occurs. The issuing of governmental and military awards to individuals who managed to distinguish themselves takes place.

National Ladies’ Day – 8 March

Origins of holiday: The growing micronational minority deserves its own holiday! Celebration: Just be nice and creative, flowers and candy work miracles!

Foundation Day – 24 April.

Origins of holiday: In memory of the foundation of Shireroth. Celebration: The whole of Shireroth attends to a massive party with lots of food, drinks, speeches, fireworks, balloons and foreign guests.

Day of Midsummer Madness – 8 June

Origins of holiday: Quixy, the god of madness was born on this day and imposed this holiday Celebration: Crazy parties and silly games, anything goes so long as it’s insane and pleases Quixy.

La Fiesta de la B0O0/\/\ - 26 July.

Origins of holiday: The original B0O0/\/\ist holiday. Celebration: All Shirerithians must attend to a speech by a prophet or priest(ess) in the B0O0/\/\ist temple. The B0O0/\/\ists then proceed to making everything go B0O0/\/\ and sacrificing oxen.

Adieu Day a.k.a. the Day of Forgiveness: 1 September

Origins of holiday: The end of summer arrives as a new beginning. This holiday symbolizes moving on from the past. Celebration: All apologies are accepted on this day. Symbolic burial of the dead souls of Shireroth (i.e. the inactive people) under the supervision B0O0/\/\ist prophets and priests takes place.

Mango Day – 16 November

Origins of holiday: To pay a tribute to the national Shirerithian fruit. Celebration: The Annual Mango Feast!

Day of Peace & Friendship: 19 December

Origins of holiday: This day symbolizes Shireroth friendship and peace with other nations as well as compassion between the Shirerithians themselves. Celebration: Foreign guests attend a banquet in Shirekeep where they exchange olive branches and mangos as symbols of peace.

The Mango-Camel Pact of Non-Aggression, Mutual Defense and Coopeartion between The Kingdom of Babkha and The Imperial Republic of Shireroth

The Government of the Kingdom of Babkha and the Government of the Imperial Republic of Shireroth,

AFFIRMING the spirit of friendship and cooperation on which relations between the two nations are based, and wishing to place their relations on an even closer and more concrete basis;

ACKNOWLEDGING the importance to each nation of the wide-ranging relationship between them and the close and enduring connection between the well-being of their peoples;

WISHING to enhance the valuable contribution to their relations made by the existing agreements between the two nations in various fields;

RESOLVED to provide wider opportunities for their governments and their peoples to work together in a spirit of understanding on matters of mutual interest in the political, economic, trade, commercial, social, and cultural;

DESIRING to foster micronational peace and security within a proper framework, through voluntary arrangements which will further the ability of nations dedicated to peace and prosperity to develop effective measures for individual and collective self-defense in support of those purposes and principles;

REAFFIRMING their belief in the sovereignty of the Imperial Republic of Shierorth and the Kingdom of Babkha, and as sovereign nations possess the inherent right of individual or collective self-defense;

CONVINCED of the importance of strengthening and diversifying their relations on an equitable and mutually advantageous basis in a long-term perspective;

RECOGNIZING that cooperation between the two nations should have in view not only their own mutual benefit but also their common interest in the prosperity and welfare of other nations, including those in the micronational community;

CONVINCED that the conclusion of a Treaty which formally embodies and further advances the friendship and cooperation between the governments and peoples of the two nations will facilitate the further development of their relations;

HAVE RESOLVED to conclude this Pact and for that purpose have appointed as their Plenipotentiaries :

Who, having communicated to each other their full powers, found to be in good and due form, have agreed as follows:

Article I

State of Friendship The basic of relations between the Kingdom of Babkha and the Imperial Republic of Shireroth shall be enduring peace and friendship between the two nations and their peoples.

The objective of the present Pact shall be to extend and strengthen relations between the Contracting Parties, in particular by promoting understanding between the two nations and their peoples and by developing cooperation on matters of mutual interest.

The Contracting Parties, noting that the agreements existing between them are consistent with the objective expressed in paragraph 2 of this Article, may enter into further agreements between them, wherever necessary, on matters dealt with in the present Pact or on other matters, including those not covered by the existing agreements. The Contracting Parties, in order to more effective achieve the objectives of this Pact, separately and jointly by self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack and other evils of the micronational world.

Article II

Mutual Cooperation

The Contracting Parties, recognizing the importance of peaceful and friendly relations among nations in the micronational community, shall cooperate with each other in maintaining and strengthening those relations.

The Contracting Parties agree to pursue understanding in all micronational matters of mutual interest, avoinding use or threat to use force as a valid diplomatic maneuver between them.

The Contracting Parties shall endeavour to facilitate, strengthen and diversify mutual understanding and cooperation in such areas of mutual interest as the political, economic, legal, social, cultural, professional, sporting and environmental fields. To this end, the Contracting Parties shall encourage and promote in these fields, to the fullest extent practicable, appropriate study and research, exchange of information, knowledge, and other suitable activities.

The Contracting Parties shall make available resources for political and educational strategies to counter the negative effects of fascism, bigotry, militarism and other evils of that plague the micronational world.

The Contracting Parties undertake to strengthen their free institutions and to cooperate with each other in the development of economic progress and social well-being and to further their individual and collective efforts toward these ends.

The Contracting Parties shall also develop mutual understanding and cooperation in those micronational organizations of which both Contracting Parties are members and which are concerned with any of the fields referred to in paragraph 1 of this Article.

The Contracting Parties shall collaborate closely with each other in developing the mutual understanding and cooperation referred to in paragraphs 1 and 2 of this Article. To this end, they shall hold consultations, whenever necessary, on matters in the fields referred to in paragraphs 1 and 2 of this Article, making use, where appropriate, of the means provided for in existing agreements or arrangements. The Parties shall contribute toward the further development of peaceful and friendly micronational relations by strengthening their free institutions, by bringing about a better understanding upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their micronational policies and encourage collaboration between both parties.

Article III

Fair Treatment

Each Contracting Party shall accord to the nationals of the other Contracting Party fair and equitable treatment with respect to matters relating to their business and professional activities, provided that in no case shall such treatment be discriminatory between nationals of the other Contracting Party and nationals of any third nation.

The property of nationals of one Contracting Party of the other Contracting Party shall not be compulsorily taken unless for a public purpose and unless prompt, adequate and effective compensation is paid. Without prejudice to the foregoing, with respect to all matters dealt with in this paragraph, the nationals of one Contracting Party shall be accorded of the other Contracting Party treatment which shall in no case be discriminatory between those nationals and nationals of any third nation.

Article IV

Definition of Territory

The Contracting Parties agree, the purposes of bilateral relations, on considering sovereign territory of each other: websites, message boards, mailing lists and other virtual property under direct or indirect control of respective governments, as proclaimed by them as national jurisdiction and as long as respecting others micronations' sovereignty under micronational law and micronational convention. At the invitation of any one of the signatories of this Treaty the Contracting States shall hold consultations whenever there are reasonable grounds for the belief that the territorial integrity, independence, or security of any one of the parties is threatened. In the event of the threat of war or the existence of an micronational emergency, the Contracting States shall immediately proceed to unify their plans and defensive measures, as the situation may demand

Article V

Mutual Protection and Non-Aggression

The Contracting Parties compromise themselves, in foreign and internal affairs, to:

Never facilitate or allow within its borders to be prepared, sponsored or in any way supported rebellions, coups d'état and micronational conspiracies against the other Contracting Party;

Condemn and abstain from recognizing illegal secessions or separatist movements from the other Contracting Party, unless sovereignty of these groups are unquestionable;

Reprehend and abolish promptly practise of paper dolls, also known as paplism, in any circumstances, within national territory, informing the other Contracting Party about revealed paples and convicted paplists;

Inform immediately the other Contracting Party, whenever discovered, about substantial threats to its sovereignty, integrity or reputation within micronational scenario

The Parties agree that an armed attack or threat against one of them shall be considered an aattack or threat against both and consequently they agree that, if such an armed attack or threat occurs, each of them, in exercise of the right of individual or collective self-defense will assist the Party so attacked of threatened by taking forthwith, such actions it deems necessary, including the use of force, to restore and maintain the security of the Contracting Parties.

The Imperial Republic of Shieroth grants, and the Kingdom of Babkha accepts, the right to dispose Babkhan forces in and about the territory of the Imperial Republic as determined by mutual agreement

The Kingdom of Babkha grants, and the Imperial Republic of Shireroth accepts, the right to dispose Shirerithian forces in and about the territory of the Kingdom as determined by mutual agreement

The high contracting parties solemnly declare that they condemn wars of aggression in their mutual relations or in those with other states, and that the settlement of disputes or controversies of any kind that may arise among them shall be effected only by the pacific means which have the sanction of micronational law.

They declare that as between the high contracting parties territorial questions must not be settled by violence, and that they will not recognize any territorial arrangement which is not obtained by pacific means, nor the validity of the occupation or acquisition of territories that may be brought about by force of arms

In case of noncompliance, by any state engaged in a dispute, with the obligations contained in the foregoing articles, the contracting states undertake to make every effort for the maintenance of peace. To that end they will adopt in their character as neutrals a common and solidary attitude; they will exercise the political, juridical, or economic means authorized by micronational law; they will bring the influence of public opinion to bear, but will in no case resort to intervention, either diplomatic or armed; subject to the attitude that may be incumbent on them by virtue of other collective treaties to which such states are signatories.

Article VI

Diplomatic Representation

The Shah of the Kingdom of Babkha, members of the Babkhan Royal Family, the Vizier of Foreign Affairs of said Kingdom and the Ambassador of Babkha before Shirerothshall enjoy full sovereign immunity whilst within the jurisdiction of Shireroth.

The Kaiseress of the Imperial Republic of Shieroth, the Minister of Foreign Affairs of the said Republic and the Ambassador of Shireroth before Babkha shall enjoy full sovereign immunity whilst within the jurisdiction of Babkha.

Upon the ratifying this Pact, there shall be:

Established in Kingdom of Babkha an Embassy of the Imperial Republic of Shireroth, which shall be occupied by an Ambassador appointed by the Kaiseress of Shireroth and accredited by the Shah of Babkha;

Established in the Imperial Republic of Shirerithian Embassy of Kingdom of Babkha, which shall be occupied by an Ambassador appointed by the Shah of Babkha and accredited by the Kaiseress of Shireroth .

Embassies shall be constituted by a webpage or website linked to the national websites and shall be deemed for the purposes of this Pact to be part of the territory of the represented Contracting Party and as such under its sole jurisdiction.

There shall be appointed an Ambassador to act as representative of a Contracting Party in the other. The Ambassadors shall have full citizenship of the Contracting Party of origin and shall have proper credentials approved by competent diplomatic or immigration authorities to be considered empowered.

Each Contracting Party are allowed to demand immediate removal of the Ambassador, at any time since arrival and without notice.

The Contracting Party declare their assent to the Vienna Convention on Diplomatic Relations of 1961 and their affirmation to abide by all and sundry the applicable provisions of the same. Applicable provisions shall be considered all that are not obviously absurd within micronationalism.

Article VII

Extradition

The Contracting Parties agree, the purposes of bilateral relations, on considering extradition as the expelling of an individual from all message boards, mailing lists and national channels of public communication and further symbolic delivery to the other Contracting Party, in the terms of this Article.

The Contracting Parties agree to extradite to each other, subject to the provisions of this Article, people found in the territory of one of the Contracting Parties who have been charged with, are being tried for, or have been found guilty of an extraditable offense in the Requesting State.

The crimes of treason, spionage, terrorism, paplism or any offense that may be punished by banishment under the laws of both Contracting Parties shall be considered extraditable offenses. An offense shall be an extraditable offense wheter or not the laws of the Contracting Parties place the offense within the same category of offenses or denominate the offense by the same terminology.

Extradition shall be granted for an extraditable offense regardless of where the act or acts constituting the offense were committed.

Extradition shall not be granted when, accordingly to the classification of the Requesting State, the individual is persecuted for political offenses or when extradition is being asked solely for political reasons.

Article VIII

Final Provisions

Nothing in the present Pact shall affect the validity of agreements which are in force between the Contracting Parties at the date of signature of the present Pact.

The Contracting Parties shall periodically review, at the departmental level, the general operation of the present Pact with a view to ensuring that the purposes of the present Pact are being fully realized.

This Pact shall last indefinitely and it shall only be revoked by previous advice to the other Contracting Party, altogether with an explanation of reasons.

IN WITNESS THEREOF the above named Plenipotentiaries have signed the present Pact and have affixed thereto their seals.

The Imperial Republic of Shireroth and the Kingdom of Babkha are hence allied under the terms of this treaty.

Imperial Decree #60: Landsraad Efficiency

This Decree Has Been Revoked

Seeing that in its current state the Landsraad cannot properly fulfill its institutional duties, I request that the following rules are applied to the way the Landsraad runs in order to improve its functionality.

1) Voting/debate procedures for any bill, act, measure, dictate, statement or order will last 4 days maximum.

2) For any bill, act, measure, dictate, statement or order to pass, at least 60% (i.e. 6/10) or more nobles will have to take part in the voting procedures. If this amount of participation in the voting procedures is not achieved by the end of the 4 days, the bill, act, measure, dictate, statement or order in question will be considered null/void.

3) Any noble that would have missed 4 or some voting procedures will be considered inactive and will be suspended from their nobility position.

Imperial Decree #61: Krantzler of Shireroth

This Decree Has Been Revoked

A new position, that of the Kantzler (Prime Minister) of Shireroth, shall be created. The duties of the Kantzel will be to monitor the functionality of the ministries and preside over the Landsraad.

The Kantzler of Shireroth shall monitor the functionality of the ministries. He/She should be up to date with everything that is going on in each ministry. Should any minister resign or stay away for unexplained reasons, the Kantzler of Shireroth shall take up the role of said minister until the Kaiser or the Landsraad appoint a new one.

The Kantzler of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, and generally manage and keep order within the Landsraad as well as keep records of all bills and resolutions passed during his/her tenure.

In times when the Kaiser’s successor is below twelve years of age or the Kaiser has passed away without naming an heir, the Kantzler shall fulfill the duties of Kaiser until a suitable heir is found, or the existent one reaches the suitable age. Should the current Kaiser of Shireroth take a temporary leave, the Kantzler shall fulfill the Kaiser’s duty until the Kaiser marks his return.

Only the Kaiser of Shireroth may appoint and/or dismiss a Kantzler.

This position makes the positions of Paetor and Steward null/void.

Constitution of the Land of Shireroth

Article I: The Kaiser.

Section A: Definition of the Kaisers The Kaiser of Shireroth is the Supreme ruler, and noble, of the Lands of Shireroth. The Kaisership may be held by both male and female rulers. A male ruler shall be known as a Kaiser, a female ruler shall be known as a Kaiseress. Kaiser may be used to refer to the Kaisership without regard to gender.

Section B: Powers of the Kaiser All executive powers of Shireroth shall be vested in the Kaiser. The Kaiser may make any decree regarding the operation, behavior and functions of Shireroth as well as any actions he/she deems fit as long as they do not violate this constitution. The Kaiser shall have Supreme Judiciary power. The Kaiser is the Supreme Commander of the Militia, Military, and/or any other armed force under Shireroth control.

Section C: Heir to the Throne The Kaiser before the end of his/her life reign as Kaiser must pick a successor from among all those eligible by birthright. Should the Kaiser die or abdicate the throne, the Kaisership shall pass to his/her successor.

Section D: The Steward In times when a successor is below thirteen years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. Should the Kaiser have no stated heir, the Steward shall become the head of the Empire until an heir can be found. Should no Steward be appointed at this time, the Landsraad shall convene and elect one. The Landsraad may also elect a Steward at anytime they feel one is necessary, with the approval of the Kaiser. The Kaiser may at anytime appoint a Steward.

Section A: Powers of the Landsraad The Landsraad shall be vested, through the good grace of the Kaiser, with the legislative powers of Shireroth. The Landsraad may set its own rules for voting percentages and procedures, without outside interference. Any bill, act, measure, dictate, statement or order passed or issued by the Landsraad may be vetoed by the Kaiser for any reason. The Landsraad is vested with Judiciary powers second only to the Kaiser. The Landsraad may take no action that violates this constitution.

Section B: Sessions of the Landsraad The Kaiser has the power to dismiss and recall to session the Landsraad at anytime. Should the Kaiser die or abdicate the throne, the Landsraad shall be automatically called to session. The Landsraad may dismiss itself from Session at any time, unless there is no Steward or Kaiser in power.

Section C: Members of the Landsraad The Landsraad shall consist of the Nobles of Shireroth. Nobles may pick their own successor from among those eligible by birthright. Should no heir be available the Kaiser shall appoint the next Noble. The Kaiser has the power to create new Duchies and other Sub-Divisions, as he/she sees fit. Only the Landsraad may remove a Duchy’s seat from the Landsraad, thereby disbanding the Duchy completely and redefining the lands as necessary. The Kaiser has the power to reshape the borders of any Duchy, or other Sub-Division, as he/she sees fit. Only Ruling Nobles or Emissaries appointed by a Ruling noble may vote within the Landsraad. Ministers of Shireroth may speak within the Landsraad but may not vote on just the merits of their office alone.

Section D: Votes Each Duchy shall be given six votes to cast within the Landsraad. A Ruling Duke/Duchess may divide these vote up among the nobles of his/her duchy as he/she sees fit, keeping in mind that he/she must control at least half the total votes. The Prætor must be informed of how a Duchy’s votes are distributed before any vote from that duchy may be cast.

Section E: The Prætor The Prætor of Shireroth may only be elected by the nobility of the land from among the Full-Citizens of the Land. The Prætor of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, generally manage and keep order within the Landsraad; as well as keep records of all bills and resolutions passed during his/her tenure.

Article III: Ministries.

The Ministers of Shireroth are answerable to both the Landsraad and the Kaiser, who may both appoint and dismiss ministers at will; and create and destroy ministries at will, with the Kaiser having final say.

Section A: Minister of Information The job of the Minister of Information shall be to keep the public of Shireroth informed of all matters of state that have been made public officially. The Minister of Information shall be vested with the power of maintaining all official forms of national communications.

Section B: Minister of Military Affairs The job of the Minister of Military Affairs shall be to see to the creation, training and general maintenance of the armed forces of Shireroth. All military, militia and/or armed forces within Shireroth are answerable to the Minister of Military Affairs second only to the Kaiser him/herself.

Section C: Minister of Trade The job of the Minister of Trade shall be to see to all economic affairs within Shireroth, to maintain the currency of Shireroth, and maintain the Imperial Treasury. The currency of the Imperial Republic of Shireroth shall be the €rb.

Section D: Minister of Immigration And Naturalization The job of the Minister of Immigration and Naturalization shall be to maintain a means by which individuals may immigrate to and become citizens of Shireroth. The minister is vested with the responsibility of maintaining an up to date record of the citizenry of Shireroth. The Ministry of Immigration and Naturalization shall be vested with the duty of maintaining a periodic census of the population of Shireroth.

Section E: Ministry of Research and Education The job of the Minister of Research and Education shall be to see to the technological advancement of Shireroth. The minister shall also be vested with the power and responsibility of establishing and maintaining a national system of education.

Section F: Ministry of the Exterior The job of the Minister of the Exterior shall be to establish and maintain communications with bodies and/or nations outside the bounds of Shireroth. The Minster shall be vested with the power and responsibility of negotiating with foreign powers, and presenting the outcome of said negotiations to the Kaiser and/or Landsraad.

Imperial Decree #77: Line of Succession

This Decree Has Been Subsequently Revoked For the Majority of the history of the Kaisership of Shireroth. We have worked off a system of Succession. There was a line of Succession. When the throne was given up, or the Kaiser died, the throne would got to the first person on the Line of Succession, If they did not want it, or could not take it, it would go to the next person in the line, and so on. We stopped this for a time, and switched to a System referred to as the Heir System. This System stops now. From this point forth Shireroth is returning to the Line of Succession.

Imperial Decree #80: Reestablishing Tri-Citizenship

No citizen of Shireroth may hold official allegiance to four or more nation while they are a citizen of Shireroth. Citizens of Shireroth are allowed only three national allegiances including Shireroth. When applying for citizenship, an individual must have two or less citizenship, else they will be denied citizenship. If a citizen comes into violation of these requirements he/she must remedy the situation within one Shirerothian week. (14 days). The Kaiser may shorten or extend this period.

The Landsraad may place further restriction upon citizenship as long as they do not counter the spirit or the word of this law. The Landsraad may abolish multi-citizenship within the empire entirely if it deems fit to do so.

  1. In order to hold official positions or titles within a subdivision an individual must be a citizen of Shireroth and meet all Census requirements and regulations set down by the Ministry of Immigration and Naturalization. Individuals cannot hold Citizenship in a subdivision. Individuals are Citizens of the Empire of Shireroth and Residents of a Subdivision.
  2. No citizen may take Military Action outside the borders of Shireroth, against any foreign power without consent from the Imperial Government.
  3. No citizen may retain Dual Citizenship within any nation that the nation of Shireroth has declared War upon.

Imperial Decree #87: The Order of the Griffin

In commemoration of my 100th day on the throne and to honor those foreigners who have in some way aided the Imperial Republic and the Kaiser, and who have built up between us a bond of trust and friendship, I have deemed it fitting that the Order of the Griffin be established so that these individuals may be properly recognized, and so that they may be joined fraternally in their spirit of friendliness and service.


This Order shall be established and governed according the following rules of this Decree:

  1. Admittance to the Order of the Griffin is to be limited to those who are not citizens of the Imperial Republic of Shireroth.
  2. The Kaiser of Shireroth alone shall be allowed the privilege to enroll persons in the Order of the Griffin.
  3. The Kaiser may admit any person who is not a Citizen of Shireroth to the Order if he or she sees it fit to do so, so long as no more than one individual is admitted per month, excepting this, the establishment of the order.
  4. The Kaiser may expel any members from the Order if he or she sees it fit to do so.
  5. Members of the Order of the Griffin shall not be compelled to swear an oath, nor should any oath or pledge be written.
  6. No secret codes or agendas shall be created, followed or permitted.
  7. Admittance shall be secular. No church shall have any pull on the Order

The first to be admitted to the order are the following:

His Majesty, Emperor Jason of Ascalon: Emperor Jason has been instrumental in helping to forge relations between Shireroth and Ascalon and furthering the Shirerothian comprehension of his nation's government.

His Excellency, Minister Erasmo Jacqueras Carrar of Baracão: Minister Carrar has worked to calm former bad blood between Baracão and Shireroth and took the initiative to propose a treaty between our two nations.

His Royal Highness, Duke Thomas Cutterham of Hanover: Duke Cutterham has done much to further communication between Shireroth and Hanover, and also has aided us in the creation of a heraldry system and created for us a Coat of Arms.

His Serene Highness, Emperor Mik'el Tzion of Attera: The leader of a fellow ex-Tymarian nation, Emperor Mik'el Tzion created the Scheheradze Convention to promote peace, and also served time in Iraq.


Thusly, the Order of the Griffin is established.

Upon the signing of this document by my hand, let it be known that I, by my own will, am stripping myself of the titles and privileges inherent of being Kaiser and promptly abdicating the throne of Shireroth. If it is the will of the people that I no longer lead them, then I shall heed their calls.

Do let me say that I am eternally grateful to the international leaders and armies that have come to my aid and to those citizens of this great Nation that have supported me. Sadly, I feel that I can no longer reign over this land, and I hope that my stepping down may alay the turmoil that is tearing apart our nation.

Imperial Decree #95: Promotions

The following people are to be honored with promotions for their excellent service to Shireroth in general and over the last week in particular:

GREG RUSSELL has been unbendingly loyal to the throne and displayed the once again the characteristics that make him so worthy of his leadership of our military. He is to be Steward of Shireroth, in keeping with Kaiser Lacrymosa II's last request.

PHILIP LOCKE has kept Hyperborea safe and running smoothly while I was off trying to get a throne. Effective now, I hereby abdicate my position as Duke of Hyperborea and name him as my successor. I will give him Landsraad access as soon as I am done with this decree. He already knows not to try anything uncalled for.

ARDASHIR OSMANI has helped keep Babkha as one of our foremost allies and was a loyal supporter of Kaiser Wyltheow to the end. Because he has returned to Shireroth, and because Baronness Auraumbre of Cimmeria has apparently disappeared once again, I hereby dissolve the Barony of Cimmeria, recreate the Barony of Elwynn consisting of Ardashir Osmani and Aurefiction Auraumbre, and promote Ardashir to Baron. He, too, will be given Landsraad access.

EOIN DORNAN has been a strong supporter of Shireroth abroad and has been a great help to Hyperborea and myself. Although I previously offered him the stewardship, it seems circumstances have aligned against that, and I apologize to him for that. Instead, I give him the County of Volsaarn, recently vacated by Locke. Further, back in the days of Tymaria Shireroth ended up owning half of Argaal through some dealings in the United Republic - land which is not on the MCS map, not part of any Duchy or Barony, and which I don't believe anyone except me even remembers we have. We may not even have it any more, but I can't find any record of us giving it back - so, Shireroth hereby gives that half of Argaal back to Eoin to complete his fiefdom.

SHASTA RANA WANDERLUST has successfully broken his own record for shortest time as Kaiser. I name him Master of Ceremonies for the Summer Switching Day, and invest in him all the powers needed to make that event a success.

DAVID NORTHWORTHY-BECKFORD has ruled the territory of Lac Glacei wisely and well, remained loyal to Wyltheow, and is apparently destined to become Kiaser within a month. I promote him from Governor of Lac Glacei to Baron of Lac Glacei, with all the privileges that implies. He remains a vassal of Duke Devious of Lothlaria.

ARI RAHIKKALA is, as always, epic in his erudition, coolness, and incomprehensibility. Based on a suggestion by Chimaera, I name him unofficial Minister of Niftiness, and give him moderator privileges in the Off-Topic, as well as the right to choose a new and more interesting name for it should he desire. I also re-confirm his honorary citizen status.

NICK THE YARDISTANI is confirmed as Minister of Research and Education.

ALEXANDRA DECENS is confirmed as Minister of Immigration and Naturalization.

GREG RUSSELL is confirmed as Minister of Military Affairs.

Imperial Decree #96: Line of Succession

If the Kaiserial throne is left vacant for any reason:

I. If the former Kaiser has appointed an heir, either by decree or by an unequivocal statement of intent, the throne passes to that heir. II. If the former Kaiser has not appointed an heir, the throne passes to the highest person on the Line of Succession, which is as follows:


    1. Erik of Brookshire
    2. Nick of Yardistan
    3. Scott of Hyperborea
    4. Jadie of Goldshire
    5. Greg of Amity and Mirioth
    6. Joseph of Kildare

A person on this list may accept the throne only if they are a full citizen of Shireroth. Upon receiving the throne, a person on this list must resign all other citizenships. If a person cannot be contacted within three days, is not a citizen, refuses the throne, or does not wish to resign other citizenships, the throne passes to the next person on the list.

III. If none of these people is able or willing to take the throne, the throne passes to the Steward, if there is one, subject to these same restrictions.

IV. If no one in the Line of Succession is able or willing to take the throne and the Steward either does not exist or is unable or unwilling to take the throne, then any citizen past their period of minorcy may take the throne if they can convince the nation to acknowledge their claim. A Landsraad vote is suggested as one possible way to define acknowledgement, although it is not legally necessary.

V. If there is no one in the nation willing to take the throne, the Landsraad shall immediately appoint a Steward if one does not previously exist, and the Landsraad and Steward shall govern until a Kaiser appears.

Imperial Decree #97: Political Parties and Interest Groups

Political parties are banned from Shireroth.

Political interest groups, or PIGs, will be tolerated for the present time, although the Landsraad has permission to ban them if it ever desires to do so. However, the following restrictions are placed upon PIGs to prevent them from becoming a full-fledged political party:

  1. A PIG may not have a forum, either on Shireroth's boards or elsewhere.
  2. A PIG may not have foreigners as members or supporters, nor may it ally with any foreign organization.
  3. No minor may be part of a PIG in any way.
  4. No PIG may do any activities related to recruitment of new citizens into the nation, nor allow any of its members to recruit for the express purpose of getting people into the PIG.
  5. No PIG may charge membership dues.
  6. If any PIG becomes a threat to the well-being of Shireroth at any time, the Kaiser may dissolve it by decree, or the Landsraad by a simple majority vote.

Imperial Decree #107: Awards

Shireroth will have two types of honors: awards and knighthoods. Awards will generally be given for achievement in specific areas, and knighthoods for general excellence.

All honors will be given by the Kaiser, although the Landsraad may vote to give a recommendation to the Kaiser on who should receive an honor. Note that this overturns the Landsraad law about the Landsraad giving the Celestis Award.

Most of this is a restatement of our current award policy and gathering it into one place; however, I have added three new knightly orders and made a small tweak to the duties of the Order of Kampioens.

Awards are as follows:

The Celestis Award is given for recruitment of new citizens to Shireroth.

The Gold Sword is given to military personnel who distinguish themselves in military actions.

The Silver Sword is given to citizens not in the military who nevertheless distinguish themselves in some way in the defense of Shireroth or in combat.

The Bronze Sword is given to foreigners who aid Shireroth militarily in some way.

Knightships are as follows:

The Order of Kampioens is a military order created to form a fraternal bond between those most committed to protecting the nation. It also serves in some circumstances as an unofficial bodyguard for the Kaiser. The head of the order is the Prime Kampioen, Greg Russell, and he may induct new members whenever he wishes. A member of the order is called a Knight Kampioen.

The Order of the Griffin honors citizens of a foreign micronation who are not also citizens of Shireroth and who have aided Shireroth or the micronational world in some way. The head of the order is the Kaiser, and he may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement. Those inducted into this order may be called Knights of the Griffin.

The Order of the Dragon honors citizens of Shireroth who have been exemplary citizens or done some great act worthy of high praise. The head of the order is the Kaiser, and he may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement. Those inducted into this order may be called a Knight of the Dragon.

The Order of the Chimera honors those who are not and never have been citizens of any micronation, but are nevertheless deserving of praise. It may be given either to people who have helped Shireroth despite not being part of it or to macronational politicians and celebrities of whose work Shireroth strongly approves. The head of the order is the Kaiser, and he may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement. Those inducted into this order may be called a Knight of the Chimera.

The Order of the Phoenix honors those who were once part of micronationalism but have gone on to other things, and has nothing whatsoever to do with Harry Potter. It may be given either to former Shirerithians or to former foreigners, and may be a present from the Kaiser to a citizen who emigrates after a distinguished career. The head of the order is the Kaiser, and he may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement. Those inducted into this order may be called a Knight of the Phoenix, although unofficially, due to their status as micronationally "dead" but with a legacy that lives on, they may be called a Knight of the Living Dead.

Imperial Decree #109: Official Position On Black Ops

Recently, the Feianovans and others have questioned our policy on espionage and weaponry development. We hope that this document will bring out into the open our views on these issues and prevent any confusion or accusations of hypocrisy.

The government of Shireroth currently engages in small-scale espionage for primarily defensive reasons. It does not and will not engage in any activities to sabotage foreign countries from within or to attempt to use agents to alter foreign policies or threaten the smooth operations of foreign governments. Shireroth recognizes the right of foreign countries to engage in espionage, though it reserves the right to be understandably upset if it catches a foreign country engaging in espionage against itself or its allies. It does not recognize the right to engage in offensive espionage - that is, using agents to sabotage and direct foreign governments - and will be severely offended if it catches someone engaging in such.
Shireroth is not currently researching forum destroying weapons or any weapons that violate micronational law. We have a small defensive arsenal of weaponry that has been obtained from other sources and which we feel no need to get rid of. We are in compliance with all Scheheradze Convention rules on such matters.

Imperial Decree #112: Dissolving the Landsraad

This session of the Landsraad is hereby dissolved. The next session will open one week from today.

All acts currently before the Landsraad fail except for the Appointing Nobles Act, which passes. If anyone objects to this, they may put the acts before the next session of the Landsraad - however, they were all failing pretty badly anyway.

The purposes of this recess are to provide everyone with a short break, to see if the theory that less Landsraad equals more culture and national activity is correct, to provide a brief holiday in which we can celebrate Glorious Founder Day and Foundation Day, and to allow me to tweak some Landsraad rules a bit for the next session.

The next session of the Landsraad will be different in a number of ways. Since some of these will change the charter slightly, they will be listed in a new decree.

Imperial Decree #117: Kaiserial Absence

If the Kaiser is absent for over a month, with absence being defined as failure to post to Shireroth or answer any queries, such as email, telephone, or IM about zir status, and has not declared a reason for zir absence such as LOA or vacation, the Kaiser is officially declared dead by Shirerithian law, and the succession process shall take place in the same manner as if the Kaiser had officially abdicated.

If there is no Kaiser, and a Steward is ruling Shireroth, then after one month of absence, the Steward will be officially declared dead by Shirerithian law and the Landsraad will have the right and duty to choose a new Steward.

If the Kaiser or Steward later returns, ze will not automatically regain zir position.

The town of Rohnert Park, California, is hereby named the meatspace capital of Shireroth.

This decree does not contradict but rather expands upon the status of Shirekeep as cyberspace capital. While Shirekeep may continue to be used as a capital on the Micronational Cartography Society map, in fictional accounts, and in any other capacity in which a cyberspace capital is needed, Rohnert Park shall be considered capital for more tangible functions of government. Such functions include the storage and exhibition of the Imperial Regalia, these being the Crown of Raynor and the Sword of Vengeance, insofar as such storage and exhibition is not inconsistent with the practical considerations of their ownership, and the safekeeping of the Imperial Treasury.

In no way does this decree decrease the status of any Shirerithians living outside Rohnert Park, nor is it intended to grant any additional rights to those Shirerithians residing within it.

This decree shall remain in effect until revoked or contradicted by a future Kaiserial decree, regardless of who is the Kaiser of Shireroth, or where the Kaiser of Shireroth physically resides.

Imperial Decree #123: New Charter

Imperial Charter of the Land of Shireroth

Article I: The Kaiser.

Section A: Definition of the Kaisership. The Kaiser of Shireroth is the Supreme ruler, and noble, of the Lands of Shireroth. The Kaisership may be held by both male and female rulers. A male ruler shall be known as a Kaiser, a female ruler shall be known as a Kaiseress. The term "Kaiser" may be used to refer to the Kaisership without regard to gender.

Section B: Powers of the Kaiser. All supreme Executive and Legislative powers of Shireroth shall be vested in the Kaiser. The Kaiser may make any decree regarding the operation, behavior, functions or policy of Shireroth, as well as any actions he/she deems fit as long as they do not violate this Charter. The Kaiser shall have Supreme Judiciary power. The Kaiser is the Supreme Commander of all Militia, Military, and/or any other armed forces within Shireroth and/or under Shireroth control.

Section C: Heir to the Throne. The Kaiser before the end of his/her life reign as Kaiser must pick a successor from among all those eligible by birthright. Should the Kaiser die or abdicate the throne, the Kaisership shall pass to his/her successor. Should no heir have been chosen, the successor shall be the closest related, living individual eligible by birthright.

Section D: The Steward. In times when a successor is below thirteen years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. Should the Kaiser have no stated heir, the Steward shall become the head of the Empire until a successor can be found. Should no Steward be appointed at this time, the Landsraad shall convene and elect one. The Landsraad may also elect a Steward at anytime they feel one is necessary, with the approval of the Kaiser. The Kaiser may at anytime appoint or dismiss a Steward. The Steward of Shireroth shall be vested with all the executive powers of the Kaiser but may not repeal or amend Imperial Decrees of the Kaiser nor this Charter.

Article II: Landsraad.

Section A: Powers of the Landsraad. The Landsraad shall be vested, through the good grace of the Kaiser, with the legislative powers of Shireroth. The Landsraad may set its own rules for voting percentages and procedures without outside interference. Any bill, act, measure, dictate, statement or order passed, issued by, or put before the Landsraad may be vetoed by the Kaiser for any reason at any time. The Landsraad is vested with Judiciary powers second only to the Kaiser. The Landsraad may take no action that violates this charter or Imperial Decrees of the Kaiser. Neither the Landsraad, nor any body it creates, has authority or jurisdiction over the Kaiser or this Charter.

Section B: Sessions of the Landsraad. The Kaiser has the power to dismiss and recall to session the Landsraad at anytime. Should the Kaiser die or abdicate the throne, the Landsraad shall be automatically called to session. The Landsraad may dismiss itself from Session at any time, unless there is no Steward or Kaiser in power.

Section C: Members of the Landsraad. The Landsraad shall consist of the Nobles of Shireroth. Nobles may pick their own successor from among those eligible by birthright. Should no heir be available the Kaiser shall appoint the next Noble. The Kaiser has the power to create new Duchies and other Sub-Divisions, as he/she sees fit. The Landsraad may remove a Duchy’s seat from the Landsraad, thereby disbanding the Duchy completely and redefining the lands as necessary. The Kaiser has the power to reshape the borders of any Duchy, or other Sub-Division, as he/she sees fit. Only Ruling Nobles, Honorary Nobles, or Emissaries appointed by a Ruling noble may vote within the Landsraad. Ministers of Shireroth may speak within the Landsraad but may not vote on just the merits of their office alone. Nobles of Shireroth may not violate this Charter, Imperial Decree or the Lawbook.

Imperial Decree #125: Mandatory Landsraad Recesses

Starting the first week of October, the Landsraad will take a mandatory 7 day (one week) recess on the first week of ever 2nd month.

All current bill on the floor shall be frozen as is till the recess is over, at which point they pick up where they left off. The Landsraad may make precedure that alters how bills are dealt with during Mandatory Recess, which I encourage.

In case of emergancy, such as attack or the like, the chain of command shall be as follows:

  2. Steward of Shireroth.
  3. Minister of Military Affairs.

  6. Duke of Yardistan.
  7. Minister of the Exterior.
  8. Highest available military officer.
  9. First available minister.

This means should the Kaiser not be available the Steward would be in charge until the Kaiser was, if the Steward was not available either the MoMA would be in charge.. and so on...

Imperial Decree #127: Brookshire (REVOKED)

I have just ordered the end of the state of rebellion in Brookshire. Further more, I have come to a conclusion regarding the situation, and future situations.

  1. Rakesh of Brookshire is hereby removed as Duke of Brookshire. I have spoken to many people and read many posts that lead me to believe that Rakesh has neither the support of his citizens nor of his fellow Dukes. Rakesh is removed from the Throne of Brookshire without dishonor or disgrace and shall have no punitive actions taken against him by ANY noble or citizen of the land. Rakesh is an honorable man, and although many may not agree with ideals or methods, he has almost always been completely civil and respectful to others.
  2. Alexandra Decens, being the leader of the rebellion of Alexandretta shall be instated as the Duchess of Brookshire. This shall take immediate effect and she should announce vote distrobution to the Prætor immediately.
  3. However, I recognize that an act of unauthorized rebellion cannot go over looked. Therefor, as a punitive measure for her technically illegal action and to the fact she is now a Duchess of the Land; I hereby strip Duchess Alexandra of all her powers as Kaiseress of Shireroth—as she receives the honorary title of Kaiseress through her marriage with myself under Shirerithian Law. No further punitive measures shall be taken against her.
  4. After seeing the situation that insued from this rebellion I have decided that I cannot simply remain nuetral to these events, nor can I turn a blind eye. Therefore, in the future, any barony in a state of rebellion against its rightful duchy without the consent of its Duke/Duchess will face punitive measures. Any Baron(ess) involved in an unauthorized state of rebellion against against his/her rightful Duke will be automatically removed from that position under my authority as Kaiser (or future Kaisers) and be subject to punishment under the Judex System. Any citizen involved in such a rebellion will also be subject to punishment under the Judex System.
  5. I believe Rakesh of Brookshire is an honorable and valuable asset to this nation and feel that his talents for legisature should not go untapped. Therefore I, as Kaiser, bestow upon Rakesh of Brookshire the title of Baron of Alexandretta. The Current duchess is not to remove him without my consent.

This is my current word, And now your current law. I will hear no more of this matter. I may change this decree slightly later if I deam it necessary or should I have left something out..

Imperial Decree #128: Brookshire Revisited.

  1. Rakesh of Brookshire has fallen into disfavor with this Kaiser for creating a Bill of Rights for the Duchy of Brookshire, (which prompted the creation of 2 other bills of right) as well as various other activities.
  2. Rakesh of Brookshire shall be removed as Duke of Brookshire.
  3. The Barony of Alexandretta shall be reduced in status from a barony to a county within Brookshire for its rebellious and illegal behavior.
  4. Alexandra of Brookshire shall be reduced in status from Baroness to Countess of the County of Alexandretta.
  5. Shyriath of Brookshire is the stated heir to the Duchy of Brookshire, as such I hereby recognize him as Duke of Brookshire.
  6. Rakesh of Brookshire shall be given the title of Baron within Brookshire. As such he shall be landed by the Duke of Brookshire with adequite land to make up a Barony. Rakesh, Shyriath and Sabrial of Brookshire shall reside in this new Barony. The borders of this Barony shall be created to allow for this without the uprooting of these individuals. Rakesh as Baron may choose the name for his Barony with the approval of his Duke. Upon selection of a name the Minister of Interior shall create a new forum for the barony and archive the Barony of Alexandretta.
  7. In case of future rebellions of Barons against their lawful Duke without permission from said Duke, the Minister of Military Affairs and Minister of Interior shall be immediately called upon to render assistance to the besieged Duke.
  8. As I do not wish to create an all out ban on rights within Shireroth as of this date, I will not be penalizing the Dukes of Goldshire or Hyperborea for their Bills of Rights. Though these Dukes are warned that this may change at a future date but will proly be limited to the ordering of the removal of these Bills of Right.
  9. All Dukes of Shireroth, subordinate nobles and the Landsraad shall recognize Shyriath of Brookshire as the lawful and rightful Duke of Brookshire.

Imperial Decree #129: Internal Treaty Ban.

  1. All Duchies of Shireroth are allied under the Imperial Government and the Kaiser.
  2. Duchies cannot make a treaty or alliance with any other subdivision that is not subordinate to them.
  3. No barony may make a treaty or alliance with any other subdivision except the with the duchy to which they are subordinate.
  4. No subdivision may make a treaty of alliance with any power outside of Shireroth.
  5. Cultural and Economic agreements are allowed between subdivisions.
  6. All treaties that are in place and violate these terms are hereby null and void.

I have had this plan in waiting for several weeks now, and now is better than any other time to implement this plan.

The Imperial Advisory Council shall consist of 3 individuals who I believe together will be able to advise me wisely. Only these three people and myself will be allowed to post in the Council hall.

These three people will be able to advise me on what they think of any decree of action I take. If they think I'm being an idiot...they can say so.. As long as they can back up their words. Even if I don't agree with them, nothing said within the Council will be taken outside the Council in a spiteful manner. I will however not brook petter arguments or propaganda or grandious rhetoric filled speeches. I want to see logical thoughtful discussion.

But I am sure the 3 I have chosen for the Council will have no problem with these stipulations.

The Council shall consist of the following people

1. Nick of Yardistan. Although Nick and I don't agree on EVERYTHING, we are pretty like minded on issues and often he has advised me on matters in an intelligent manner.

2. Joseph of Kildare. I would have to describe Joseph as a rather, middle of the road person in Shirerothian Politics. Sometimes we agree, sometimes we don't.

3. Rakesh of Brookshire. Rakesh and are pretty opposite in our thinking and what we think is needed for Shireroth, as such he makes for a perfect advisor. When other might just go with my ideas, I know Rakesh will be right there to say I'm being idiotic. Yet, I know Rakesh can maintain civility and respect for others of differing opinion.

These are my choices. They shall continue to be my advisors until I remove them, they quite or I disband the Council.

The Council shall last for as long as I reign as Raynor XI. Should the next Kaiser wish to maintain this council, so be it.

Due to the recent controversies over the relationship between the Landsraad and the Ministries, it is believed that a slight clarification of the situation is required, to prevent further squabbles.

From this point forward, the Landsraad may propose and pass legislation that will prohibit a Ministry from a specific practice or procedure in which it has already engaged. However, the Landsraad may not pre-emptively prohibit any procedure in which a Ministry has not already engaged.

In no event, of course, shall the decisions of the Landsraad on the Ministries go against the will of the Kaiser, and as always the Kaiser may veto any such decisions.

I do not have the Authority to Establish Vote distrobution for the Landsraad, as this is a Voting Precedure matter. This section of the Decreebook used to be in the Charter, I removed it from the charter and put it in the decreebook so that the law existed but could be dealt with, without Charter edit. I HAD expected the Landsraad to realize that vote distrobution is under THEIR jurisdiction not mine, but wanted to let them realize that, and come before me about the matter. No one ever did. Much to my displeasure.

Thus, because I don't feel like being in violation of my own laws, I am removing this section from the Decreebook.

Imperial Decree #169: Praetor Elections

Eoin Dornan is fired from the position of Praetor for inactivity.

Because of editing of the constitution and the Landsraad never getting around to dealing with it, the rules for electing a Praetor do not officially exist at the moment. Therefore, I am reinstating the old rules, as best I remember them.

Three days will be allotted for candidates to be determined. A candidate (who may be noble or commoner, but not the Kaiser) may nominate himself or be nominated by someone else. If a candidate is both nominated and seconded, they are officially in the running. All nobles, ruling or honorary, Duke or Baron, get exactly one vote. If anyone gets a majority before four days, the voting will be closed and that candidate declared the winner; otherwise, the leader after four days will get the position.

I hereby declare the Praetorial elections having begun. I will take care of the Landsraad in the interim.

Imperial Decree #170: Secession of Arminy

The Crown officially recognizes Arminy as having seceded legally as per the Treaty of Arminsbur3. The lands of Arminy and Hurmu are no longer recognized as a Duchy and Barony of Shireroth.

The land pact between Hyperborea and Arminy is hereby revoked. Elwynn is returned to the control of Hyperborea, and the Vaan Aujoen Islands are returned to the control of independent Arminy.

Those citizens of Arminy who have remained in Shireroth are currently considered in Shirekeep, but may switch to a new subdivision whenever they wish to do so.

Imperial Decree #174: Heir to the Throne

Today is a bad day. We all regret the loss of Kaiser Ari i. And none regret it more than myself, because, as punishment for what sin I do not know, I was given the task of choosing an heir.

I was hoping for him to declare me heir, but now that it's my decision I can't give the position to myself or it would be deeply dodgy, especially when I have already held it twice. And I tried to take Erik's advice and make Shyriath heir but Shyriath would have none of it. I know that Joseph wants to be Kaiser, and I would have loved to pick him, but at this point, when everything is up in the air and a lot of the usual voices of moderation are gone, having an ultra-strong Kaiser who will definitely be reformist scares me. To him, and to everyone else who might have wanted to be Kaiser, I apologize.

So instead, I will listen to the voices of some of my most trusted friends and advisors, and appoint someone who has proven his loyalty, his versatility, and his ability - the only person to have stayed in Shireroth from its birthday in 2000 until the present. I hereby decree that Gregory Russell is Kaiser of Shireroth, and step down from the position of Steward.

Imperial Decree #175: Coronation Speech and Appointments

My dearest Shirerithians,

I have been chosen to lead the nation during this difficult time, and for this honor I thank each and every one of you that vouched for me. To be honest i'm not quite sure WHY people vouched for me, but i'm not complaining. I was a little shocked that I was chosen, considering the current status of the nation, and my status as a "virgin kaiser...", and as such I have come to the conclusion that I need an experienced Council of advisors. I need councilers that best represent the nation as a whole, therefore with the greatest respect and thank you's for your service, you are hereby dismissed from your positions. Again, thank you! So now to this end I will now appoint new advisors. I know not who the current advisors are, so if you are already in this position than ignore this section. :kaiser


1) Baronial-Steward Gyrphon Avocatio of Straylight. He best represents, in my mind, the traditionalist of this nation.

2) To counterbalance the former advisor, and to represent the interests of the progressive movement, I have chosen Harvey the Blue of Shirekeep. He best represents, in my mind, the balance of passion and logic that is needed to "objectively" represent something without it degrading into a fight.

3) My final advisor is someone who I find to be a balance of new ideas and old. Someone with immense experience at logical logic-ness of a logical sort. And for this, I have chosen Duke Scott Alexander of Hyperborea.


Of course, you may refuse these appointments if you wish, but I will be severely "dissapointed". :smashy


I would also like to appoint a steward of Shireroth immediately. It's highly unorthadox I know, and don't worry, im not going anywhere. I simply need someone with experience to pick up my slack, and I can think of no one better than the eternal kaiser Shyriath Bukulos.


Next on the agenda, are some previous titles I can hold, but feel should be freed up for anyone who wants them (with exceptions).

My first title as Duke of Yardistan, I feel, has come to a glorious end. I leave her in the capable hands of Baron osmose of Amity and Mirioth. I will, for the time being, be moving to Brookshire. Specifically Muab'dib. My reasoning will be explained below. Good luck DUKE Osmose, and may the gods grant you a good reign.

My next position is the MoMA-ship. I will post a separate thread in the General Discussion forum to see who is interested in this position. Good luck to whoever gets it!


For now, those are all the appointments and shuffling I will do. So for the remainder of this speech I will attempt to outline what my initial fears and hopes are, as well as any ideas or future actions I might take.

Let it be known, Ministers, Dukes, and barons, that sooner or later I will conducting a review and conducting and "Oustfest" of sorts. I don't feel I really need to, but I feel it would be best if I started a precedent of each new Kaiser reviewing the board (in fact, I proly wont even oust anyone). I would also like to see a fully updated website with a page for each ministry and duchy. Duke Osmose, this task falls to you, and will not be easy. I am counting on you!

This will undoubtably be the most controversial of my ideas, but I wish to see warmer relations with our good friends at the MCS, and with our ever faithfull allies, Babkha. Some citizens have recently (and terribly vocally) made known their extreme disdain for both. Let it be known this is *not* the official position of the government. When that changes we will let you know, trust me (:p ). As for the citizens of which I speak of, PLEASE don't misconstrue this as "picking on you" or belitting an effort you obviously believe is worth everything. I simply wish *ahem* to see calmer debates, and less mud-slinging. Of all the people in micronationalism, I can safely say I am one of the most pathologically addicted to this hobby (as Duke Alexander stated so eloquently), so don't think I don't know what it is like to be attached to something. PLEASE keep in mind though, that this is only a hobby we use as an escape from the crushing burden of reality. Take up your cause with respect and give them their due dignity, and i'm quite certain they will be much more likely to listen to your concerns and act on them.

This is one of my fears, that Shireroth will alienate itself from the world. This cannot happen! I know Shirerothians for the most part have no dealing with anyone else on Micras, and that's fine (though I would like to see more people become involved internationally, including myself). The government though, cannot be allowed to slip blinders onto itself.

Finally, my greatest fear though, is the loss of our coherency. For five years we have stood as one nation, under a kaiser, working for the greater good and glory of our nation. What has kept us around? Not culture (though that is very important) nor the political simulation of an imperial republic (thought that is also very important). What has kept us around so long has been the comradery we have here. The bonds we make and the friendships that form. The self-sacrifice of ones time to let another indulge in their fantasy. We must not get so caught up in our own cultures that we forget there is much we can do in the existing cultures. This is one of the reasons "I" am moving to Muab'dib (this is taking a bit of role-playing liberty, but I will be officially moving to Muab'dib, but using a different persona, much in the vein of Shyriath). We must tighten our bonds of frienship, and never let this noble light extinguish! I want to see Shireroth on its 10th anniversary. Or perhaps even it's 20th?! Who knows what we can do with this great place if we stick together and always remember that any problems we have can be solved with love, and not with bitter arguments or the feuds of the past. I am calling on all Shirerothians to forget past feuds, and start anew. I want to see a new golden age of Shireroth, where our activity cannot be matched by any nation, and where our love for each other is so great that no one can tear us apart.

I leave for a week! A SINGLE WEEK, and this place goes straight to PRH. I am extremely vexed that you guys couldn't even get along for this short period of time I was gone. This is my judgement, and I don't care (right now) who it pisses off. Im sick of this.


1) Each new Duke will choose for themselves whether they want their own fora back or whether they want a new fora. I don't care about the wording of the law. I HAVE SPOKEN!


2) The new Duke of Brookshire is Citizen James Raine. May you rule with the wisdom of Shyriath, and the strength of Erik.

3) The new Dutchess of Kildare is Citizen and Praetor Hypatia Agnesi. Congrats. You've earned it.

4) The new, old Duke of Yardistan is Citizen Osmose. This has not changed because I feel he is still active enough to deserve it.

Imperial Decree #180: Our Temporary Stance

I have been away from Shireroth this weekend. It was an undeclared leave of absence yes, but it was short, and I had a Steward to take care of any minor issues. I thought: "Nothing bad could happen in two days..."


Now I know nothing is further from the truth. I come back to find the GC and this newly formed SPEAR at each other's throats, and both desperately trying to get US involved.

WHAT'S MORE, I FIND OUT WE'VE BEEN INCLUDED INTO A TREATY (SPEAR) WITHOUT MY PRIOR KNOWLEDGE!

Yes. That's right. The leader of Shireroth had been given ~NO~ prior knowledge of this, nor was he asked if indeed he WANTED Shireroth to be involved. To this end I am EXTREMELY insulted. I don't have any solid proof as to who included us, and I would like a SPEAR representative to come forward and tell me who was acting on Shireroth's behalf without our consent.

TO THIS END, after much debate with my advisors and my Steward, I have decided to veto both the Mango-Camel treaty AND the SPEAR ratification treaty until I find out more information as to why on Micras we should care about either of you. This is our official temporary statement of neutrality, don't take it personally GC or SPEAR or any nations involved.

Any statements, questions, or general weirdness may be posted below, but if it degrades into a flame war, or anything similar, then I will close this thread.

Imperial Decree #181: A New MiniEx

In order to avoid further controversy, the services of Iain de Vembria are no longer required in the position of Minister of the Exterior. In consequence, I hereby appoint Harvey the Blue as Minister of the Exterior. Iain should not have been put into a position that could have potentially put him into the position he now finds himself in. And what's further more, the position of the Minister of the Exterior shall only be held henceforth by a citizen who holds no other citizenships in any other country.

Imperial Decree #181: Granting Access to Cranda

I tried to get the nobles to debate on this in the Landsraad, but since their apparently to busy, I decided to just decree it.

Cranda and Stormark are hereby granted access to the waters in the Gulf of Ghawlama and the Jaris/Cognito Straight. The two conditions being thusly stated.


1) Only non-military ships will be allowed. All other ships carrying weapons of any kind will be viewed as an act of war.

2) Shireroth reserves the power to revoke this privilege for any reason whatsoever.

Imperial Decree #182: Heir to the Throne

Date: The second Hasanday of Biternionsmoon Place: Imperial palace, throne room. Time: 10:32pm Reason: Official imperial celebration of La Fiesta de la Bo0o/\/\!

As the nobles of the land began to show up one by one, they were quickly greeted by the imperial servants, and ushered into the throne room. They were all here for the celebration of the Boom. Cedrism's most sacred holiday. It was unknown to any and all why this day was chosen to celebrate it instead of the second Freemanday, but many suspected it to have been delayed because of the problem over rights of passage with Cranda and Stormark over the jaris/Cognito straight and the Gulf of Ghawlama.

From his private chamber above, Kaiser Alejian Grifos I watched the guests arrive one by one from all parts of the empire. This would be a meeting none would soon forget. Alejian sat deep in his chair as he looked. The room was dark, lit only by candles. Alejian had not been feeling well lately. He barely had the strength to finish his business tonight. That was why he decided tonight would be the night for this. He stood up, slowly, like a fawn first learning to walk. He called for an attendant to steady him. Indeed was the life flowing from him fast. With help, he made his way to the doorway of his throneroom. His throneroom. Such an odd thought to still think of it that way. No, it was not his anymore. He was simply using it one last time. He nodded to a waiting servant, and she quickly gave him a potion to drink. It would give him the temporary strength he needed to still appear strong. With his vitality restored, however temporarily, the door was opened and he made his way to the platform. With many waves, and handshakes, and cheering and applauding to dodge, he tried to make his way as fast as he could to the stage. With lifted arms, he prepared to make his speech.


Let me tell you a story.

Once an upon a time, a land was in turmoil. The king had abdicated, and left no heir. It looked like this poor country was going to break up and splinter. Finally though, it was decided that a certain man would choose a successor. No matter how many people he looked at, including himself, he couldn't find the right man. Too radical, not enough interest, too much political conflict, too many choices that didn't fit the mood of the country. Finally it was decided that someone who would uphold the status quo needed to be chosen.


This person was me.


From my coronation ceremony to this present speech, I feel all I have ever done was uphold the way things were, never helping nor hindering. At the time of my coronation I can see that this was needed, but now things are different. We stand at the dawn of a new era. Once again Shireroth begins to thrive, like a mighty phoenix in its rebirth. I feel that now I no longer have the ability to properly hold the sword of vengeance. Someone with more vision then I hold is needed. I have consulted my council, I have sought the people, I have prayed to my gods, I have seen the signs, and I have listened to the mighty sword. It has chosen someone new to wield it.

Imperial Decree #183: ShireCon '05

The 2005 Shireroth Convention will be held in New York City on Saturday October 15 and Sunday October 16.

Although these are the official days events will be held, anyone who can get there a day or two early or stay a day or two late is encouraged to do so and we can go around and see stuff on an unofficial basis. I will probably be staying late myself as that week is my fall break from school.

No one lives in New York, so we will have to stay at a youth hostel. I expect prices of about $10 to $20 a night.

The schedule looks like this right now:

Afternoon: Go to New Rochelle and meet the Anticans (pending their agreement)

Sunday:

Morning: Go to UN; ask for recognition

The Republic of Shireroth signs its name to the agreement presented by Benjamin Gray of Treithar and the Anglophone Sector in general to Danny Wallace.

AFFIRMING the spirit of friendship and cooperation on which relations between the following nations are based, and wishing to place their relations on an even closer and more solid foundation;
AFFIRMING that all nations formally recognise and respect each other as independent and sovereign nations.
ACKNOWLEDGING the importance to each nation of the relationship and the close connection between them;
RESOLVED to evaluate and pursue opportunities for their governments and their peoples to work even closer together in a spirit of understanding on matters of mutual interest;
CONVINCED of the importance of creating, developing and maintaining relations on an equitable and mutually advantageous basis in a long-term perspective;
RECOGNISING that cooperation between the nations should have their common interest in the prosperity and welfare of both nations;
BE IT RESOLVED THAT:

Imperial Decree #185: Awards for August

The Order of the Dragon is given to James Raine for his work in the Ministry of Immigration, Naturalization, and Tourism, his support of the Wikipedia, and his general level of activity and patriotism.

The Order of the Griffin is given to Benjamin Gray for his work in bringing the Anglophone Sector of micronations to the attention of BBC viewers.

The Order of the Chimera is given to James Kerr of EZBoard for his very generous compensation for the attack on our forum, for continued support during the attack, and for in general making it possible to have this wonderful place to conduct business.

Red Dragon awards, which I will rename sometime very soon, go to Osmose (for the Wiki) and Shyriath (for paying for the ad). Osmose, you were definitely up there with Fax for OoD, but I couldn't remember whether you had got one already and you weren't around to ask, so that made my choice easier.

The Order of the Phoenix is now dissolved as a Knightly Order and replaced by the Phoenix Award, which sounds less Harry Potterish. dStryker gets the Phoenix Award for his return to the land of the living.

I would like to maintain control of the Department of Tourism within the MINT, but if that's impossible I'll understand.

Tentative appointment to the position of MINT goes to VA Foghorn, unless he doesn't want the job, in which case I'll find someone else.

Imperial Decree #187: Baronets

The rank of Baronet is hereby established as a non-noble title within the Imperial Republic of Shireroth.

A baronetcy will be given to any worthy commoner who promises to train a group of new citizens assigned to them by the Kaiser in the ways of Shireroth, and to convince them to stay in the Republic. Along with the title of Baronet, the Kaiser will assign a group of citizens and set a deadline.

If the Baronet has kept at least two of the citizens assigned to him by the deadline, he will be promoted to a full Baron with the citizens assigned to him as the subjects of his Barony. The Barony will be fit into the existing feudal hierarchy wherever it is convenient to the Baron, the existing Dukes, and the Kaiser, at the Kaiser's discretion. The creation of such Baronies will be by Imperial Decree.

Baronetcies will not be located in any particular subdivision before their promotion to baronies. They are more discussion groups and centers for learning than actual land-based subdivisions. As such, they will not be represented on the map or expected to develop a culture, or even given names.

Any new immigrant who disapproves of zir baronet can leave the group at any time. Any new immigrant who has an interest in joining a particular baronetcy can do so also. No one who been in Shireroth for more than a month can join a baronetcy.

The first baronet will be Bill Dusch, and new citizens Shacia Seliny, Darth Miho, and Linky DeVir will be under his tutelage.

The Order of the Dragon is given to Mike Kelly, for his work on the Wiki, on graphics, his role in negotiating a peaceful solution to the Wiki wars with the Grand Commonwealth, and for his intelligent advice on a number of issues.

The Order of the Griffin is given to Nathan Shepard. Natopia has consistently aided Shireroth in projects like SNARL and the MicroWiki, came up with the idea that will form the foundation of our own DiploCorps, and is just generally a nifty country.

The Order of the Chimera is given to Greg Dean of Real Life and toHoward Tayler of Schlock Mercenary for helping with our highly successful advertising campaign over the last month. A special bonus Order of the Chimera is theferrett, who has kept the Shireroth LiveJournal community entertained and intrigued for many years.

Imperial Decree #189: New Charter

Imperial Charter of the Land of Shireroth

Article I: The Kaiser.

Section A: Definition of the Kaisership.
The Kaiser of Shireroth is the Supreme ruler, and noble, of the Lands of Shireroth. The Kaisership may be held by both male and female rulers. A male ruler shall be known as a Kaiser, a female ruler shall be known as a Kaiseress. The term "Kaiser" may be used to refer to the Kaisership without regard to gender.

Section B: Powers of the Kaiser.
All supreme Executive and Legislative powers of Shireroth shall be vested in the Kaiser. The Kaiser may make any decree regarding the operation, behavior, functions or policy of Shireroth, as well as any actions he/she deems fit as long as they do not violate this Charter. The Kaiser shall have Supreme Judiciary power. The Kaiser is the Supreme Commander of all Militia, Military, and/or any other armed forces within Shireroth and/or under Shireroth control.

Section C: Heir to the Throne.
The Kaiser before the end of his/her life reign as Kaiser must pick a successor from among all those eligible by birthright. Should the Kaiser die or abdicate the throne, the Kaisership shall pass to his/her successor. Should no heir have been chosen, the successor shall be the closest related, living individual eligible by birthright.

Section D: The Steward.
In times when a successor is below thirteen years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. Should the Kaiser have no stated heir, the Steward shall become the head of the Empire until a successor can be found. Should no Steward be appointed at this time, the Landsraad shall convene and elect one. The Landsraad may also elect a Steward at anytime they feel one is necessary, with the approval of the Kaiser. The Kaiser may at anytime appoint or dismiss a Steward. The Steward of Shireroth shall be vested with all the executive powers of the Kaiser but may not repeal or amend Imperial Decrees of the Kaiser nor this Charter.

Article II: Landsraad.

Section A: Powers of the Landsraad.
The Landsraad shall be vested, through the good grace of the Kaiser, with the legislative powers of Shireroth. The Landsraad may set its own rules for voting percentages and procedures without outside interference. Any bill, act, measure, dictate, statement or order passed, issued by, or put before the Landsraad may be vetoed by the Kaiser for any reason at any time. The Landsraad is vested with Judiciary powers second only to the Kaiser. The Landsraad may take no action that violates this charter or Imperial Decrees of the Kaiser. Neither the Landsraad, nor any body it creates, has authority or jurisdiction over the Kaiser or this Charter.

Section B: Sessions of the Landsraad.
The Kaiser has the power to dismiss and recall to session the Landsraad at anytime. Should the Kaiser die or abdicate the throne, the Landsraad shall be automatically called to session. The Landsraad may dismiss itself from Session at any time, unless there is no Steward or Kaiser in power.

Section C: Members of the Landsraad.
The members of the Landsraad shall consist of the Nobles of Shireroth. Nobles may pick their own successor from among those eligible by birthright. Should no heir be available the Kaiser shall appoint the next Noble. The Kaiser has the power to create new Duchies and other Sub-Divisions, as he/she sees fit. The Landsraad may remove a Duchy's seat from the Landsraad, thereby disbanding the Duchy completely and redefining the lands as necessary. The Kaiser has the power to reshape the borders of any Duchy, or other Sub-Division, as he/she sees fit.
Only members of the Landsraad have the unfettered right to speak, propose bills, or vote within the limits of the Landsraad procedures in any circumstances. Non-members of the Landsraad may only speak, propose bills, or vote in the Landsraad when permitted to do so by law.

Imperial Decree #190: Heir and Abdication

Well, this should not come as a surprise to anyone. It has been a good month and a half, but due to a lack of time, a lack of patience, and a drying up of the wellspring of ideas, it is time for me to leave the throne of Shireroth.

In my speech upon ascending the throne, I said I wanted to accomplish four things. I wanted to give the Ministry of Research and Education new purpose via a secret project, I wanted to give us a meaningful military, I wanted to revitalize our religion, and I wanted an economy.

I have successfully overseen the development of the MicroWiki, with the vital contribution of Moose and others. Currently, the Ministry of Research and Education has little to do with Wiki management, but I hope that in the future that can change.

Although the SNARL recwar was not a complete success, I trust it has at least shown that this paradigm is possible and restored the military to its place as an important arm of our government. It remains to fine-tune the wars to make them more enjoyable; I hope, however, that I have proven that the attempt is worthwhile.

With no thanks due to myself, Shyriath has made our religion interesting again with his Treatise. I look forward to continuing developments in this area.

The economy has not been a highlight. After talking with many people, I believe that a good number of Shirerithians want a simulated commodity economy, which I am not prepared to work with. Therefore, I resign as Minister of Trade, and urge my successor to appoint someone who will be qualified to create a good commodity economy. After they fail, it is my hope that more people will be interested in working with me on my proposal. I regret that I was not able to do more here, but I do not think that the current mood of the Shirerithian people combined with my own proclivities make great advances possible on this front at the present.

Among the other failures I feel that I have suffered over the past fifty days is the breakup of Antica. I wish for it to be recorded that I tried my best to prevent this from trying to happen, but that as a foreigner struggling against the tide of historical forces, I could only admit it was beyond my power. Nevertheless, it is my hope that after the situation settles down, Shireroth will be able to continue a constructive relationship with whatever arises out of the ashes.

We are currently the largest, most active, and most creative country in our sector. But as we have learned so many times before, basking in our laurels is the easiest way to lose the initiative and collapse back to nothing. We need to learn how to keep and integrate those new citizens who have stayed with us. We need to use our friendly rivalry with the Grand Commonwealth as an incentive to outshine them without it getting nasty. We need to navigate the murky waters of the Atteran and Antican coups to get a firm grasp on what we want to do with each situation. We need to flesh out the foundations of our internal culture further. And to do it, we need someone with the typically Shirerithian qualities of affability, dedication, and an ability to think outside the box.

Choosing an heir was not easy. I found myself wishing at various points that I could give all of the people who asked the position, contrary to, for example, the US presidential election in which I frequently wished there was some way none of them could end up winning. I know that I have passed over several very deserving people. However, I had excellent advisors, both official and unofficial, who helped me to make my choice. I thank them, for in the end, I am satisfied I have chosen rightly.

Eoin Adrian Aaron Dornan, you are now Kaiser of Shireroth. May Death spare you long.

Many candidates sent me excellent lists of Kaiser ideas. With your permission, I would like to make them public, so that the new Kaiser and the people can enact any that they like from the list. If you do not want to see other people mangling your ideas, and would prefer to wait for a chance to enact them as Kaiser yourself, that is all right also. Please either post here or PM me with your choice.

I now lay down my crown and scepter. I will be taking not quite an LOA, but a leave from active political life for a while (though I would be happy to have a position as Advisor, if it is the new Kaiser's will) I have some projects I want to work on and hope to at last have a bit of peace in which to do so. You have all been the best subjects a monarch could ever desire, and I look forward to working with you as equals once again. Long live Shireroth! Long live the new Kaiser! May death spare you all!

Scott Alexander of Yardistan is appointed leader of the Shirerithian Expedition to Nua Eabharc, known to the natives as New York, and is empowered as a CorpNeg of the Diplomatic Corps to make contact and negotiate freely with the local governing organisation which goes under the name of the "United Nations". He is also allotted an honour guard of the choicest Shirerithian citizens, and our foreign allies are requested to lend support to his cause as well. May the gods smile upon them all.

Imperial Decree #195: Shifts

On this day, Semisaday the 21st of Anandjan, it is hereby decreed:

  • The territory of Brookshire, including Goldshire, Lunaris, Alexandretta, Amarr but excluding the Barony of Naudia’Diva, Benacia and the Barony of Elwynn, and the County of Shirekeep are now united. Together they shall form the Kaiserial Realm of Brookshire, for all subsequent Kaisers to hold and rule over into the future. The Kaiser will now also be known as the Thane of the Shirelands, in addition to any titles zie possesses at present. Brookshire Proper will always form part of the Kaiserial Realm. The other territories may be taken out as seen fit by the Kaiser.
  • The Barony of Elwynn will be promoted to Duchy status, with Ric Lyon as Duke, providing that Ric forfeit one of his micronational citizenships (apart, obviously, from his Shirerithian one), bringing him into compliance with the new restrictions on dual citizenship for nobles.
  • The Barony of Naudia’Diva and the County of Benacia shall be given to the Duchy of Yardistan. The constituent citizens, being Fax Celestis, Darth Miho and Shyriath Bukolos, are also respectfully asked to make clear their intentions to move to Yardistan, or whatever other intentions they have for the future, in this thread.

May the gods look favourably upon this exchange of peoples and territories. Congratulations to the Elwynnese, your hard work and activity have paid off excellently. Darth, Fax and Shyriath, I hope you will be happy wherever you all end up. I’m off back to my newly extended estates.

Andelarion, Duke of Elwynn, and Lady Gudrun Vesteralen of Elwynn are wed, under the sight of all the gods and of us, the Shirerithian people. May their union sow bountiful fruit, like a metaphorical mango of joy.

The Lady Gudrun is now entitled to all the privileges allowed to spouses of Nobles, and is very welcome to them.

The following treaty, after undergoing ratification by the vast majority of voting nobles at the time of its Landsraad consideration, is now extant between the Imperial Republic of Shireroth and the Kingdom of Gotzborg:

Gotzborg-Shireroth Treaty of Recognition and Friendship
ARTICLE 1
There shall be a Perpetual State of mutual recognition and friendship between the Imperial Republic of Shireroth and the Royal Kingdom of Gotzborg. The two aforementioned nations shall be commited to a peaceful resolution of any and all issues that may occur to estrange and otherwise alienate them one from the other.
ARTICLE 2
Both Nations shall refrain from any aggressive, belligerent, or hostile act or policy, either overtly or covertly, directed against the other.
ARTICLE 3
The signatory parties shall respect the diplomatic envoys of each other, their diplomatic correspondence and their offices, as well as all other government structures of each other.
ARTICLE 4
The signatory Nations shall recognise any titles and other honors granted by their respective Leaders to their citizens and to other persons, and vice versa.
ARTICLE 5
This Treaty may only be amended, revised, enlarged and expanded upon the concurrence of both signatory Nations. Any contrary action or measure shall be null and void.
ARTICLE 6
This Treaty shall enter into force upon ratification by both signatory Nations' governments

Imperial Decree #200: A New Feudal System For Shireroth

On this day, Morsday the 14th of Vanchauslurk, upon which we celebrate the birth of Istvanistan and that of our most cherished and beloved (disclaimer) citizen, Scott Alexander of Yardistan (but really Hyperborea), it is hereby decreed:

- That the new feudal system is hereby in place in accordance with the following proposal:
Fiefdoms and Nobles:
a) Fiefdoms of Shireroth shall consist of Counties, Baronies, Duchies and Thanedoms, as described in the following sections.
b) Nobles of Shireroth shall consist of the Minor Nobility, the Lesser Nobility, and the Greater Nobility, as described in the following sections.
Lesser Nobility and Commoners:
a) At entry level into Shireroth, citizens will be granted the rank of Commoner.
b) Once a new citizen proves themselves as a citizen in Shireroth, they will be granted the rank of Count by the Kaiser.
c) Counts shall be considered members of the Minor Nobility, and as such cannot vote in the Landsraad.
d) Minor Nobility shall each be granted a plot of land by the Kaiser, known as a County.
Greater Nobility:
a) The Lesser Nobility of Shireroth shall consist of Barons and Dukes.
b) A Baron shall be a Count of Shireroth who, in contract with at least one other Count, up to a maximum of three other Counts, is granted the authority to rule over the Counties constituent to the contract. Zir rule shall be deemed a Barony.
c) A Duke shall be a Baron of Shireroth who, in contract with at least one other Baron, is granted the authority to rule over the Baronies, Counties, and Manors constituent to the contract or a Count who, in contract with at least four other Counts, is granted the authority to rule over the Baronies and Counties constituent to the contract. Zir rule shall be deemed a Duchy.
Landsraad Votes:
a) The Landsraad shall consist of the Lesser Nobility of Shireroth
b) A non-subservient Baron receives one vote for each County within Zir fiefdom (including zir own County) and one extra vote for owning the title of Baron. This is to a maximum of five votes per independent Baron.
c) A Duke receives one vote for every County within zir Duchy, one vote for every subservient Barony within zir Duchy (not counting zir own), an extra two votes for being a Duke, and also receives the pre-alliance votes of zir subservient Barons. These last votes may be leased or gifted back to the subservient Baron according to the contract written up between the two Nobles upon allying.
d) Counts are not permitted to speak unless authority is granted because of a position of theirs such as Minister.
Marriage and Joint Nobility
a) Joint Nobility shall be established with the contractual Marriage of Nobles.
b) Nobles who share Joint Nobility may act as Nobles of each others' Fiefdoms, with restrictions as defined within their Marriage contract.
- That the Imperial Charter be changed by the Kaiser to conform with these new changes.
- That a new forum called the Noble Commons be created to fulfill the purpose of an arena for intra-nobility alliances, dalliances, communication and as a place for unallied Counts to hang out in.
- That all existing fiefdoms have three days to provide an alliance contract either to the Noble Commons, or face forced dissolution by the Kaiser.
- That all unclaimed land (ie. a land that does not have a Count ruling it within three days) will be subsumed into the Shirelands, and therefore become the demesne of the Kaiser, to be allotted to Counts as the Kaiser wishes.
- That the most current edition of the Map of Shireroth as compiled by Lord Bill of Antya, Imperial Cartographer, will be used in determining the amount of territory available for allotment to new Counties, and the votes that fiefdoms may receive.
- That this is not the end. Watch for the storm.

By request of Prince Vasroixe, the Principality of Byzantia is annexed into the Imperial Republic of Shireroth. It will become a County, with Vasroixe receiving the title of Count, and will act according to the laws and regulations concerning all territories of the same stature. It shall be marked as Shirerithian territory on all relevant maps.

We are grateful to our newest citizen for the great gift he has given to our nation, and hope our reward is gladly received. We wish him happiness and success in his new County, one of the first virgin territories to partake in the revamped feudal system, and take this opportunity to wish all Counts, Barons and Dukes luck in their endeavours.

Imperial Decree #202: Abdication and Heir

Two months ago yesterday, the gods gifted me with a great boon. I became the Kaiser of Shireroth. This is an honour that I had never received before, and before recently had not hoped to receive. I attribute my accession to the throne to meeting the wonderful and interesting Scott of Hyperborea in the past year and also attribute my new-found interest in Shireroth to him and his reign as Kaiser.

As Kaiser, I hoped to do a number of things. I hoped to keep up with the cultural and religious renaissance that Los III's time in the throne had given us, to bring the website up to the present time, and to advance the Diplomatic Corps. I achieved very little of all this, in my opinion. Instead, I did something which I had not planned to: I reformed the feudal system. And I feel that it is a very good and potentially very effective reform, and thank everyone who had an input in it.

There were a number of things that discouraged me. Mainly, being Kaiser is far more draining than being even a very dedicated ordinary citizen. As well as the duties and work associated with the post, one must endure tremendous guilt and feelings of responsibility when things go wrong, even if they're not specifically because of you, and especially if they are. Both Osmore and Joseph leaving within a week of each other (or so it seemed) just took a lot of the wind out of my sails. I recovered, but I began to give thought to the end of my rule.

When I gained the throne, I gave a longish speech about "facing a storm", asking whether we Shirerithians would face the challenges that lay ahead of us. To be honest, with a more capable leader, and more challenges to face, we could've done very well in this task. We did well enough for having a Kaiser with less time than he thought he'd have and a quiet few weeks. Thank you all for a worthwhile and enjoyable experience. Maybe I'll be back here in the coming months and/or years, ya never know. Thanks to everyone who sent in admissions of interest for the Kaisership, I hope you will make these plans and ideas known to my successor.

And this leads on to the part you've all been waiting for. As my successor, I name Duke James of Naudia'Diva, to rule in the wisdom of the gods and the acclaim of the Shirerithian people for as long as they all shall see fit. Hail Kaiser.

Imperial Decree #203: Imperial Judex Activation

The Imperial Judex is now activated. As of this point in time, the position has the following powers:

  1. Maintaining the Lands of Shireroth. Bill, your volunteered services have been appreciated, and I'll ask you to continue them for now. However, upon the ascention of a Judex, your responsibilities of maintaining the list of active contracts, feudal relations, and land holdings shall pass to them.
  2. Parceling Land. Unless expressly granted by the Kaiser, the Imperial Judex is now in charge of who gets what land. Incoming citizens are required to maintain a minority period, length determined at the discretion of the Judex but not less than a Shirithian Week (14 days Gregorian).
  3. Moderating Feudal Contracts. This includes violations of contracts, early withdrawals, changes in contract, contracts involving parties not present, contracts involving parties who do not currently hold land, rewriting contracts which no longer function, and contracts wishing to be voluntarily broken by all parties involved.

Imperial Decree #204: Lac Glacei

The Kaiseress realizes that the situation regarding the Shirerithian County of Lac Glacei is tense right now. Although we are willing to discuss the matter with Treesia and the Grand Commonwealth, and to consider possible compromises, we are determined that—until such negotiations conclude—Lac Glacei will remain in Shirerithian hands.

The current Count of Lac Glacei is also the current Chairman of the Sovereign Order of Treesia, and the Kaiseress feels this may present a conflict of interest in the future. Therefore, the County of Lac Glacei is hereby placed under the direct control of the Kaiseress, and incorporated into the Shirelands.

As Count Iain has served well in his position, and as we bear him no grudge, he is granted the larger and more prosperous County of Loralia, natural capital of the land of Lothlaria. If he prefers another County, he is welcome to choose that one instead, as long as it presents no political problems.

Imperial Decree #205: Treaty of Aquilaria

ARTICLE ONE: The Dinarchy of Antica cedes sovereignty to the Imperial Republic of Shireroth. All Antican citizens are immediately naturalized as citizens of Shireroth.

ARTICLE TWO: The Antican-owned areas marked on the Micronational Cartography Society map as Skiron, Mesoun, Phedodah, and Platea pass into Shirerithian control as Counties. The Antican-owned area marked as Kaikias is ceded to the Republic of Antica as a gesture of good-will.

ARTICLE THREE: The Kaiser of Shireroth grants feudal rights to three of the four counties thereby created to the three citizens of the Dinarchy of Antica according to their wishes and preferences. The fourth will be given to an individual approved by the Anticans at a later date.

SUB-ARTICLE A: "An individual approved by the Anticans" counts as any person who Delphi Augustus, Dinarch of Antica at the time of the signing of this treaty, accepts. The Kaiser may not give this County to an individual without the Dinarch's approval, or else this treaty is void.
SUB-ARTICLE B: The Kaiser may not remove counts from native Antican counties, except in cases of treason, without the consent of Delphi Augustus, or, should Delphi Augustus leave Shireroth, his successor as Count of Aquilaria. Such an action on the part of the Kaiser would void this treaty.

ARTICLE FOUR: The Kaiser of Shireroth supports in principle the creation of an Antican political unit within Shireroth, either at the Barony or the Duchy level and according to standard Shirerithian feudal law. The Kaiser also agrees to do his best within reasonable limits to allow Antica to fulfill the legal qualifications for full Duchy-hood as quickly as possible.

SUB-ARTICLE A: If the counties of Antica at some future point decide they do not wish to be associated with one another, and wish to remain part of Shireroth, they have the right to form other feudal alliances with native Shirerithian counties in accordance with normal Shirerithian feudal law. This does not remove their status as Antican counties for the purposes of Article Five.

ARTICLE FIVE: If at any point in the future, any Antican wishes to become independent from Shireroth, a referendum will be held. If a simple majority of Anticans vote in favor of independence, then Shireroth will relinquish control of the territory gained by this treaty.

SUB-ARTICLE A: Shireroth will take no side in any questions of what the future Antican government will be if this occurs.
SUB-ARTICLE B: For purposes of this referendum, an Antican is defined as any count of any of the counties granted to Shireroth in this treaty who was a citizen of the Dinarchy of Antica at some point before this treaty was signed.

ARTICLE SIX: Shireroth acknowledges that this treaty does not give it sole rights to the name "Antica", any power over the entity called "the Republic of Antica", or control of the island of Nafticon. It does however maintain an equal claim to the Antican legacy based on the history and primacy of the Dinarchy.

ARTICLE SEVEN: Should all Anticans, as defined in Article Five, Sub-Article B, leave Shireroth without having chosen to exercise their right to secede as listed in Article Five, Antican territory will become fully Shirerithian, and all restrictions placed upon the Kaiser in this treaty will be void. Should there be an irreconcileable conflict between the Antican counties and the Kaiser of Shireroth that does not or cannot result in Antican secession, the matter will be referred to a neutral arbiter, preferably UAI if they still exist, and their decisions will override the text of this treaty.

Imperial Decree #206: Centerflying Treaty

WHEREAS the Imperial Republic of Shireroth claims Lac Glacei through Article Nine of the Southsailing Treaty, through direct grant in the Tymarian era, and through the right of years of continuous occupation,

BUT WHEREAS Ryan Caruso has a competing claim, a strong cultural tie to the land, a commitment to develop it further, and the diplomatic and political skill to resolve its many difficulties,

AND WHEREAS both parties are willing to act in concord for the protection and betterment of Lac Glacei,

THEREFORE, the Kaiser of Shireroth and Ryan Caruso agree to the following:

FIRST, that Lac Glacei will become a sovereign Grand Duchy under Grand Duke Ryan Caruso.

SECOND, that the Grand Duchy of Lac Glacei will become a protectorate of Shireroth, under the following terms:

  • That it acknowledge the Kaiser as a ceremonial head of state.
  • That it share the foreign policy of Shireroth
  • That it share the currency and economy of Shireroth, and present no barrier to the free flow of Shirerithian goods
  • That it does not cede its sovereignty to or become vassal of any third party
  • That it not be subject to the laws of the Landsraad of Shireroth.
  • That it not be subject to any Kaiserial decrees save those which expressly mention it.
  • That it have a separate immigration policy from Shireroth, that citizens of one not be citizens of the other unless they specifically join both nations, and that the Tri-Citizenship policy of Shireroth not apply to it.
  • That Shireroth is obligated to defend it if attacked
  • That the Grand Duke and the Kaiser periodically meet and discuss common issues and common goals at their convenience

THIRD, that any perceived violation in this treaty will be arbitrated by UAI, or, if UAI is unavailable, a similar company or mutually agreed upon neutral party, and that their words will be binding.

Imperial Decree #208: Dissolution of the Landsraad

REVOKED

Since my recent attempts of creating activity within the Landsraad have gone unheeded, I feel I am forced to take this course of action.

As of this moment, the Landsraad—as you know it—is no more. The Landsraad no longer has any governing procedures for itself, nor does it hold any official power. In three days time, the Landsraad will be recreated as a new political body, and shall be rebuilt from the ground up.

I fully expect a proposal from each subdivision (Elwynn, Kildare, Naudia'Diva, and the soon to be created subdivisions—there are two of you) as to how the Landsraad should be recreated. These proposals should be sent to my email at shasta#shireroth,org . Individual proposals (which are independent of the subdivision proposals) should be posted in the Front Gate for discussion.

Proposals will not be accepted after 2pm PST (which is GMT-8) in three days' time (that is to say: 2pm PST on December 14).

Subdivisions that do not have a proposal to my email address within three days' time shall not be allowed a part in the restructuring of the Landsraad, as they shall have been deemed "uncaring". Likewise, those who are not Greater Nobility but still show some interest in the rebirth of the Landsraad shall be granted say (but not voting power) in the recreation.

And for those of you who are democratically inclined, I would remind you now that this is a feudal society, not a democratic one: we have nobles for a reason, and the Landsraad should be a means for their use. "Everyone gets a vote" proposals will be promptly ignored, as will "Let's just not have a Landsraad" proposals. We are recreating a voting body within noble Shireroth, which is the only way to get around the Kaiser's absolute power, not starting up a revolution. I expect maturity, logic, and reason to be within the recreation process, and anyone displaying otherwise will be promptly removed from the process.

Yes, this is harsh, but I feel that it needs to be done for the betterment of Shireroth's future.

I will personally be presiding over the restructure, and I will also eventually do the final recreation of the Landsraad myself, through Imperial Decree. All powers vested in the Landsraad are thereby mine in the interim, and I will wield them as I feel necessary.

Now, hop to it. You've got a lot of work ahead of you.

Imperial Decree #209: Revocation and Restructure

As of the time of this writing, Imperial Decree #208 (Dissolution of the Landsraad) is no longer in effect.

However, also at the time of this writing, the Landsraad is hopelessly defunct, and all efforts I have made to fix it—from propositions to threats—have been fruitless.

Therefore: the Imposed Legislative Mode—that of restructuring the Landsraad from within itself—will remain in effect until further notice.

In addition, I will point out that the Landsraad is only vested power through the "good graces of the Kaiser." If things do not start changing soon, the Landsraad will not be in my good graces and bad things will start happening.

This is your warning.

Now, go forth and bring me a legislative body worthy of great Shireroth.

Imperial Decree #212: Winter Awards For The New Year

I hereby grant the following citizens a number of honors:

Count Greg Dean of Florencia is hereby inducted into the Order of the Dragon for his efforts in moving us to phpBB as Knight-Errant of the Dragon.

Sir Liam Sinclair, for his work intermicronatially with RIMA, is hereby inducted into the Order of the Griffin as Knight-Protector of the Griffin.

Count John Sager of Comstokia, for a truimphant return after three years of absence, is hereby inducted into the Order of the Phoenix as Knight of the Living Dead.

Count-In-Absence Nick Leghorn's parents, for hosting during a ShireCon, are hereby inducted into the Order of the Chimaera as Knight-Protectors of the Chimaera.

In addition, honorary citizenship is hereby bestowed upon Ryan Caruso for his work with the Grand Duchy of Lac Glacei.

Seeing as the Landsraad is currently in a state of disarray and could desperately use a hand; and seeing as Scott of Hyperborea has volunteered for the position; and seeing as the Landsraad couldn't elect a Praetor right now if they wanted to as they have no voting procedure, I hereby appoint Count Scott of Hyperborea to be Praetor to the Landsraad.

Imperial Decree #214: A Great Many Things

The first thing I have in mind is that we should hold an auction on eBay or the like, and use the money from that to fund a second advertising campaign and the website. I know you all got things you don't particularly like for Christmas; perhaps you can put them to good use now.

Second is that we are all doing wonderfully with the new fora and the New Feudalism. Continue to do so! Some people have been tossed around a bit more than others, but none more so than Scott Alexander, who has been an immense help during the whole process. He is hereby stripped of his powers as Praetor—a job he never really asked for anyway but was in the wrong place at the wrong time—and given the Ministry of the Exterior, the job I know he does best. He is also promoted from a Knight of the Dragon to a Knight-Errant of the Dragon. Yes, yes, I promised a description of the changes to the Orders, and it is yet forthcoming. Patience is a virtue.

Third, I hereby commission Count Greg Dean—provided he has the will and the time—to do a map similar to the one he has created for Florencia for each county that requests it. Of course, he is limited as we all are, so a request thread should be started within the Ministry of the Interior for that purpose.

Fourth, I hereby commission Count Scott Alexander to take any means necessary to implement his gift economy. Both Scott Alexander and Greg Dean are to be compensated by the Throne when such an economy is in place, based on their efforts in the paragraphs above. I also request (but do not demand) that the post-based economy be intermingled with the gift economy if at all possible, at a rate of one erb per post, to ensure that no one may ever be bankrupt.

Fifth, I commission Duke Delphi Augustus to implement a modification to the forums, allowing us to put "wiki" or "mwiki" in brackets around an item, and have it link to an article in the Wikipedia or the MicroWiki, respectively. He too shall be compensated by the Throne for his efforts.

Imperial Decree #215: Concerning Knightships

The following will now come into being, as it is what I will for the Knights within Shireroth.

The Order of the Dragon shall now have the following hierarchy, from highest to lowest:

  1. Paladin
  2. Knight-Magistrate
  3. Knight-Champion
  4. Knight-Commander
  5. Knight-Protector
  6. Knight-Errant
  7. Knight

Knights may be inducted into the order by the Throne of Shireroth as Knights, Knight-Errants, or Knight-Protectors. After such inductment, a Knight's position may only be promoted by the Throne or by the Landsraad, and only by one level per month.

Knight-Magistrates are granted access to speak, but not vote, in the Landsraad, even if they are not members of the voting nobility. Paladins are granted one vote in the Landsraad even if they are not members of the voting nobility, by order of virtue, servitude to the nation, and devotion to the greater good. Paladins who are part of the voting nobility are not granted an extra vote: the vote granted by the Throne only applies if they do not already have voting powers.

As of the time of writing, unless your level of Knightship within the Order of the Dragon has been qualified, you are a simple Knight.

The same hierarchy applies to the Orders of the Griffin and Chimaera, though they are never granted Landsraad access.

For the Order of Kampioens, the following hierarchy applies:

  1. Prime Kampioen
  2. Kampioen Magistrate
  3. Kampioen Commandant
  4. Kampioen Guardinal
  5. Kampioen Guardian
  6. Kampioen Protector
  7. Kampioen

The Kampioens are to be an elite group, selected by the Kaiser. Only the Kaiser may induct Kampioens into the Order, and only the Kaiser may promote a Kampioen from one level to the next, and only one level per month.

Kampioen Magistrates (of which there may only be two at any given time) are given leave to speak on the Kaiser's behalf within the Landsraad. In addition, they are granted one vote for use within the Landsraad, unless they are already part of the voting nobility. In the latter case, their place as voting nobility supersedes; they do not receive an additional vote. Similarly, the Prime Kampioen (of which there may only be one at any given time) is given leave to speak on the Kaiser's behalf within the Landsraad. They are granted two votes, unless they are part of the voting nobility, in which case they are granted an additional vote.

Unfortunately, all current Kampioens are removed from their positions. They may be reinstated at a later date, as determined by the Kaisers.

As a note to Kaisers after me, let me say this: the highest tiers of the Knightships should be reserved for only the most dedicated and devoted citizens of the nation, and should only be granted to those who do something great for the nation.

Imperial Decree #216: New Charter

Imperial Charter of the Land of Shireroth

Article I: The Kaiser

Section A: Definition of the Kaisership The Kaiser of Shireroth is the Supreme ruler, and noble, of the Lands of Shireroth. The Kaisership may be held by both male and female rulers. A male ruler shall be known as a Kaiser, a female ruler shall be known as a Kaiseress. The term "Kaiser" may be used to refer to the Kaisership without regard to gender.

Section B: Powers of the Kaiser All supreme Executive and Legislative powers of Shireroth shall be vested in the Kaiser. The Kaiser may make any decree regarding the operation, behavior, functions or policy of Shireroth, as well as any actions he/she deems fit as long as they do not violate this Charter. The Kaiser shall have Supreme Judiciary power. The Kaiser is the Supreme Commander of all Militia, Military, and/or any other armed forces within Shireroth and/or under Shireroth control.

Section C: Heir to the Throne The Kaiser before the end of his/her life reign as Kaiser must pick a successor from among all those eligible by birthright. Should the Kaiser die or abdicate the throne, the Kaisership shall pass to his/her successor. Should no heir have been chosen, the successor shall be the closest related, living individual eligible by birthright.

Section D: The Steward In times when a successor is below thirteen years of age, a Steward shall be appointed by the abdicating Kaiser or a majority of the Landsraad. A Steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. Should the Kaiser have no stated heir, the Steward shall become the head of the Empire until a successor can be found. Should no Steward be appointed at this time, the Landsraad shall convene and elect one. The Landsraad may also elect a Steward at any time they feel one is necessary, with the approval of the Kaiser. The Kaiser may at any time appoint or dismiss a Steward. The Steward of Shireroth shall be vested with all the executive powers of the Kaiser but may not repeal or amend Imperial Decrees of the Kaiser nor this Charter—unless the Steward is reigning in the stead of an underage successor.

Article II: Landsraad

Section A: Powers of the Landsraad. The Landsraad shall be vested, through the good grace of the Kaiser, with the legislative powers of Shireroth. The Landsraad may set its own rules for voting percentages and procedures without outside interference. Any bill, act, measure, dictate, statement or order passed, issued by, or put before the Landsraad may be vetoed by the Kaiser for any reason at any time. The Landsraad is vested with Judiciary powers second only to the Kaiser. The Landsraad may take no action that violates this charter or Imperial Decrees of the Kaiser. Neither the Landsraad, nor any body it creates, has authority or jurisdiction over the Kaiser or this Charter.

Section B: Sessions of the Landsraad. The Kaiser has the power to dismiss and recall to session the Landsraad at anytime. Should the Kaiser die or abdicate the throne, the Landsraad shall be automatically called to session. The Landsraad may dismiss itself from Session at any time, unless there is no Steward or Kaiser in power.

Section C: Members of the Landsraad. The members of the Landsraad shall consist of the Nobles of Shireroth. Nobles may pick their own successor from among those eligible by birthright. Should no heir be available the Kaiser shall appoint the next Noble. The Kaiser has the power to create new Duchies and other Sub-Divisions, as he/she sees fit. The Landsraad may remove a Duchy's seat from the Landsraad, thereby disbanding the Duchy completely and redefining the lands as necessary. The Kaiser has the power to reshape the borders of any Duchy, or other Sub-Division, as he/she sees fit. Only members of the Landsraad have the unfettered right to speak, propose bills, or vote within the limits of the Landsraad procedures in any circumstances. Non-members of the Landsraad may only speak, propose bills, or vote in the Landsraad when permitted to do so by law.

Imperial Decree #217: Fare Thee Well

I hereby proclaim the following:

First- I name my newborn daughter, Semisa II, to be my heir. Seeing as she is not yet of the required age, Erik Mortis Brookshire shall serve as her Steward until she reaches the age of eight. At that age Nick Foghorn Leghorn shall take the Steward's position until she is sixteen years of age. She will reign as Kaiseress once she is sixteen, until a time of her choosing.

Second- The post-based economy will come into being as soon as possible with the following regulations, to be changed as needed by the Kaiser, the Landsraad, and the Minister of Trade:

  • Ministers and employees of the state (such as the Praetor) shall receive 3 Unit of currency per post.
  • Dukes shall receive 2 Unit of currency per post.
  • All other positions shall receive 1 Unit of currency per post.

Fiefdoms are to be taxed at the following rates:

  • Duchies: 30 Unit of currency per week plust 5 Unit of currency for each County over 5.
  • Baronies: 15 Unit of currency per week while within a Duchy; 2- Unit of currency per week while outside a Duchy.
  • Independent counties: 5 Unit of currency per week.


Taxes are due to the Minister of Trade on Fridays, prior to midnight PST. Taxes will be waived for the first two weeks of the new economy.

Third- The following citizens are inducted into the Order of Kampioens at the lowest rank:

  • Greg Russell
  • Rakesh Ackbar
  • Scott Alexander
  • Delphi Augustus
  • Eoin Dornan


Fourth- A number of halls shall be created within the Sir John Metzler III University:

  • Sorto Hall: History
  • Shakespeare Hall: Performance Arts
  • Escher Hall: Studio Arts
  • Tolkien Hall: Literary Arts


Fifth- A tourism campaign shall be run within the next two weeks, in an effort to bring in new citizens. I hereby commission the Ministry of Immigration, Naturalization, and Tourism to take all steps needed to do so, up to and including the assistance of the populous.

Sixth- A new Ministry shall be created: the Ministry of Cartography. It is responsible for maintaining relations with the MCS, commissioning maps of the Lands of Shireroth (including maps of individual Counties), and maintaining the Map of the Fiefdoms. Its first Minister shall be Bill Dusch.

Seventh- I hereby step down from the Imperial Throne of Shireroth. Erik Mortis Brookshire Mortis, Nick Foghorn Leghorn, reign in the stead of my newborn daughter and make my nation great.

I hereby appoint Hypatia Agnesi as Provost of the Imperial Judex.

Further, the Provost shall hence forth be known as the Arbiter. All relevant references in the Lawbook and Decreebook should be changed.
