Enactment clause, short and long titles

Be it enacted by the Grand Forum of All Citizens, as follows—

Proposition 002-007, Culture Act 2020

An Act to establish a Magistracy for Culture, to promote the identity of the Beaconite nation and people.

Chapter I: On the Magistracy for Culture

Section A: Establishment of the Magistracy

  1. There is to be a Magistracy for Culture (‘the Magistracy’).
  2. The Magistracy is to be led by a Cultural Magistrate, elected by the Grand Forum.
  3. The Magistracy is mandated to manage the following areas of policy:
    1. Promotion of the Beaconite national identity;
    2. Encouraging participation in the Beaconite culture;
    3. Protecting the Beaconite culture.
  4. The Cultural Magistrate may appoint a Deputy Cultural Magistrate.

Chapter II: On the Undermagistracy for Events

Section A: Establishment of the Undermagistracy for Events

  1. Within the Magistracy there is to be an Undermagistracy for Events (within this Chapter, ‘the Undermagistracy’).
  2. The Undermagistracy is to be led by an Events Undermagistrate, named by the Magistrate.
  3. The Undermagistracy is mandated to manage the following areas of policy:
    1. Organising events to celebrate Beaconite culture;
    2. Promoting independent events to celebrate Beaconite culture.

Section B: Organisation of events

  1. The Undermagistracy is to, where necessary and feasible, organise events to celebrate Beaconite culture.
  2. The Undermagistracy is to encourage and promote the organisation of independent events celebrating Beaconite culture.
  3. The Undermagistracy is to prefer the encouragement of independent events over organising its own, where possible.
  4. The Undermagistracy may fund the organisation of independent events.

Chapter III: On the Undermagistracy for Creativity

Section A: Establishment of the Undermagistracy for Creativity

  1. Within the Magistracy there is to be an Undermagistracy for Creativity (within this Chapter, ‘the Undermagistracy’).
  2. The Undermagistracy is to be led by a Creative Undermagistrate, named by the Magistrate.
  3. The Undermagistracy is mandated to manage the following areas of policy:
    1. Encouragement of arts, media, and the creative industries;
    2. Encouragement of those arts, media, and creative industries, that represent Beaconite culture.

Section B: Encouragement of creatives

  1. The Undermagistracy is to encourage the development of the creative industries in Our Serene Republic.
  2. To this end, the Undermagistracy may:
    1. Fund the creative industries;
    2. Promote the works of the creative industries;
    3. Reward particularly impressive and notable creations.
  3. The Undermagistracy may give particular encouragement to those works that best represent or develop the Beaconite culture.

Chapter IV: On the Undermagistracy for National Heritage

Section A: Establishment of the Undermagistracy for National Heritage

  1. Within the Magistracy there is to be an Undermagistracy for National Heritage (within this Chapter, ‘the Undermagistracy’).
  2. The Undermagistracy is to be led by a National Heritage Undermagistrate, named by the Magistrate.
  3. The Undermagistracy is mandated to manage the following areas of policy:
    1. Protecting sites of historical importance.

Section B: The Heritage Register

  1. The Undermagistracy is to protect those sites that are of historical importance.
  2. To this end, the Undermagistracy is to name such sites to a Heritage Register.
  3. Those sites on the Heritage Register are to be protected by the Undermagistracy from damage or destruction, and maintained.
  4. Those sites that are fit for visiting, the Undermagistracy is to allow and encourage such visits to raise awareness of the history of the site.
