Proclamation clause, title and preamble

As proclaimed by the Grand Forum of All Citizens,

Charter 003-005, Charter of Incorporation for the New Winterdown Language Board

Whereas in view of the Beaconite people having the desire to have a national language, in order to promote a national identity, and to design this language such that our culture is developed and represented,
And whereas this duty has previously been carried out by a New Winterdown Language Board, which has since become defunct,
And whereas we believe that it would greatly promote these Objectives and be for the public benefit if a Corporation charged with these duties were created by exercise of a Charter of Incorporation,
It is so that we do by exercise of a Charter of Incorporation give and grant as follows:

Incorporation

  1. The Rector, the Cultural Magistrate, and a Secretary of the New Winterdown Language Board are hereby Incorporated in Beacon City as the New Winterdown Language Board. As a Body Corporate, it is to be capable in law of holding property, filing and facing suit in a Justicial Council, and taking all actions necessary or incidental to a Body Corporate, with exception that any surplus revenue must be applied solely to other projects of the Corporation.
  2. The Secretary of the New Winterdown Language Board is to be elected by the Grand Forum.
  3. The New Winterdown Language Board is to be wholly owned by Our Serene Republic.
  4. The New Winterdown Language Board is to make any decisions by a majority vote of its members, or appointed representatives thereof.

Corporate Objectives

The objectives for which the New Winterdown Language Board is established and Incorporated are—

  1. To design and create a national language for Our Serene Republic.
  2. To release documentation and information on the nature and usage of this language, based on designed features and also the features of the language as used by the Beaconite people.
  3. To encourage the usage of this language in Our Serene Republic.
  4. To do other such things that may seem necessary or incidental to these Corporate Objectives.
