Representation of the People Act 2020

An Act to provide for the system of election to the institutions of the Kingdom.

SIÂN, drwy Ras Duw Brenhines Morgannwg, At Ein Ffyddlon ac anwylaf aelodau Senedd Morgannwg, Cyfarchion!
Gan ei fod wedi ei basio gan Senedd Morgannwg a chael cysyniad Ei Mawrhydi Awst, deddfir fel a ganlyn—

SIAN, by God’s Grace Queen of Morgannwg, To Our Trusty and well beloved the members of the Parliament of Morgannwg, Greeting!
Having been passed by the Parliament of Morgannwg and having received the assent of Her Most August Majesty, it is enacted as follows—

Article 1. Registration of parties

  1. 'Party’ is understood to refer to a political party as recognised in Morgannwg, and other Abeldane political parties must register as parties in Morgannwg to operate in Morgannwg politics.
  2. A party may be registered to the Reichswahlkommission if it has:
    1. a name in Welsh;
    2. a name in English;
    3. a leader (or person able to represent the party to the Reichswahlkommission);
    4. at least two members that are eligible to vote in Morgannwg elections.
  3. A party is deregistered if it falls below two members that are eligible to vote in Morgannwg elections.

Article 2. Voter eligibility

  1. A person is eligible to vote in a Morgannwg election if:
    1. they are a citizen of Morgannwg;
    2. they are above 14 years of age.
  2. If a person satisfies these conditions, their right to vote may not be restricted for any reason.

Article 3. Election to the Senedd

  1. An election to the Senedd is to begin at 00:00 UTC on the 28th of the month such that at least two full weeks pass between a writ of election and the election itself.
  2. The election is to end at 23:59 UTC on the 29th of the month, or sooner if 100% turnout has been reached.
  3. The election is to take place under a party-list system in a single nationwide constituency, with the seats being apportioned by the Sainte-Laguë method.
  4. Each party leader must submit their list of candidates to the Reichswahlkommission by the 25th of the month.
  5. Independent candidates must submit their candidacy to the Reichswahlkommission by the 25th of the month.
  6. All candidates must be eligible to vote in a Morgannwg election.
  7. The ballot released to voters is to include;
    1. the name of each party in Welsh;
    2. the name of each party in English;
    3. a full list of all candidates on each party list;
    4. each party’s logo, if one exists.

Article 4. By-election to the Senedd

  1. A by-election to the Senedd is to begin at 00:00 UTC on the 28th of the month such that at least two full weeks pass between the opening of a vacancy in the Senedd and the election itself.
  2. By-elections are to be run in the same way as regular elections to the Senedd.

Article 5. Election for the Prif Weinidog

  1. An election for the Prif Weinidog is to begin at 00:00 UTC on the 28th of the month such that at least two full weeks pass between a writ of election and the election itself.
  2. The election is to end at 23:59 UTC on the 29th of the month, or sooner if 100% turnout has been reached.
  3. The election is to take place using a Supplementary Vote system.
  4. Candidates must submit their candidacy to the Reichswahlkommission by the 25th of the month.
  5. Candidates standing under a party must also confirm their party affiliation, and the party leader must confirm that the candidate is the official party nominee.
  6. All candidates must be eligible to vote in a Morgannwg election.
  7. The ballot released to voters is to include;
    1. the name of each candidate;
    2. the name of each candidate’s party in Welsh;
    3. the name of each candidate’s party in English;
    4. each candidate’s party logo, if one exists.

Article 6. Coming into force

  1. This Act comes into force immediately following Royal Assent.
