Government Ministries Act 2013

This Act of Council hereby establishes the departments of the National Government of the Empire of Adammia as outlined in Article IX of the Supreme Directive.

All governmental departments shall be known as Ministries. The head of a Ministry shall be known as the “Minister of (Ministry name)” and shall be chosen by the Prime Minister out of the Ministers and Nobles of the Ruling Council. In addition, the Prime Minister may nominate a citizen who is not a member of the Ruling Council to be the Minister of a Ministry to the Council. The members of the Council must then vote whether or not they shall allow the non-member to become a Minister. If the vote passes with at least 60% support, the citizen shall become the Minister and shall have a place on the Council to report on their Ministry, however, they shall not have the power to vote in the Council – they shall be an observer member.

The Ministry of Finance is hereby formed. This governmental department is responsible for overseeing government spending in all other Ministries, for managing taxation and managing economic policies. The Ministry of Finance assumes control over the Treasury of Adammia from the Office of the Emperor.

The Ministry of Defence is hereby formed. This governmental department is responsible for overseeing the defence of the Empire's borders and territory, and ensuring the integrity of the state if needed. The Ministry of Defence assumes full administrative control over the Military of Adammia from the Office of the Emperor in accordance with Imperial Decree XI.

The Ministry of Foreign Affairs is hereby formed. This governmental department is responsible for overseeing the Empire's diplomatic relations with other micronations, and if necessary macronations. It shall appoint ambassadors and look after embassies.

The Ministry of Citizenship is hereby formed. This governmental department is responsible for overseeing the keeping of records for all citizens, births, deaths, marriages, migration, and anything else relating to citizenship.

The Ministry of Information is hereby formed. This governmental department is responsible for keeping records of history, geography, and politics within the Empire of Adammia, and is responsible for providing this information where it is needed. This Ministry shall be responsible for the Empire of Adammia website at adammia.webs.com and for the Empire's pages on MicroWiki at microwiki.org.uk. This Ministry shall also be responsible for education in the Empire.

The Ministry of Culture is hereby formed. This governmental department is responsible for the propagation of culture in the Empire. It shall assume control over state media such as the Adammic Express and Adammic Online Television, with the exception of the @empireofadammia Twitter account, which shall continue to ran by the Emperor. The Emperor, being the owner of the state media, shall continue to run them as before.

The Ministry of Science and Technology is hereby formed. This governmental department is responsible for the advancement of scientific and technological research and development in the Empire.

The Ministry of the Environment is hereby formed. This governmental department is responsible for ensuring that the state limits its impact on the environment where possible, and protecting notable natural areas in the Empire.

This Act also hereby creates the Office of State, a body responsible for ensuring that the Supreme Directive is upheld, for ensuring that all citizens are fairly represented, for organising elections and referendums, for keeping records of Ruling Council meetings, and for maintaining the Monarchy and its Line of Succession. The head of the Office of State is the Lord/Lady (Lord used therein to simplify) Chancellor and shall hold the title of Lord/Lady Chancellor of the State of Adammia. The Lord Chancellor is chosen by the Monarch out of all the members of the Ruling Council; the Council must then vote on whether this member shall become the Lord Chancellor, needing at least 50% support to gain the position. The Lord Chancellor serves for life, until the Monarch removes them from office, or until the Council moves to remove him with another vote gaining at least 50% support. To aid the Office of State, it shall assume control over the Office of Colonial and Non-Local Citizen Liaison and the Office of Local Citizen Liaison in accordance with the Foreign Citizen and Colony Liaison Act 2013. The Office of State will also assume control over the Political Party Register from the Office of the Emperor.
