Free Marriage Act 2018

This Act of Council hereby officially recognises the rights of citizens of the Empire of Adammia to marry whomever they so desire, without prejudice to their sex or sexuality, in order to uphold the liberal values promoted by the Empire:

Section 1: This Act recognises that the marriage between citizens of any sex, sexuality or identity is lawful provided that the marriage:

  • a) Occurs between two individuals;
  • b) Who are citizens or honorary citizens;
  • c) Who are over the age of 18;
  • d) Who consent to being so joined in marriage.

Section 2: For such a marriage to be successful, an application must be made to the Ministry of Citizenship and Information with a signature from the Engaged Parties. Upon receiving this application, the Minister of Citizenship and Information (Henceforth, ‘the Minister’) will:

  • a) Take reasonable measures to ensure that the individuals being married fulfil the requires set out in Section 1 of this Act;
  • b) Once this is completed, will within a reasonable time frame inform the engaged parties that their application has been successful;
  • c) The Minister will then give the engaged parties the options of either:
    • i. Serving a Marriage Certificate to confirm that their Union is lawful and recognised, effective upon receipt of the Certificate; or
    • ii. Allowing a Marriage Ceremony where the Marriage Certificate will be presented to the parties in person where the Union will be lawful and recognised upon completion of this ceremony.
  • d) Once a Marriage Certificate has been successfully served and the Union lawfully recognised, the Marriage shall be entered on to the Imperial Marriage Registry.
  • e) If the measures set out in Section 1 of this Act are not met the Minister must reject the application for Marriage and the Engaged Parties must submit a new application for marriage;
  • f) The Minister may at their discretion reject an application for a Marriage Ceremony on the grounds of;
    • i. Being logistically unfeasible; and
    • ii. Placing unreasonable burdens on the officiating parties.

Section 3: Marriages shall confer upon individuals the right to share in their partners’ landed titles, but shall provide no political nor particular economic benefit.

Section 4: This Act shall create the official Imperial Marriage Registry, the responsibility for the creation and maintenance of which shall fall under the Ministry of Citizenship and Information and the Office of the Emperor.

Section 5: The Imperial Marriage Registry shall contain:

  • a) Records of all Marriages of citizens and honorary citizens;
  • b) A copy of the application submitted by Engaging Parties;
  • c) A copy of each Marriage Certificate.

Section 6: For a Marriage Certificate to be lawful, it must:

  • a) Contain the names of the Engaged Parties; and
  • b) Be signed by the Engaged Parties; and
  • c) Be signed by the Minister of Citizenship and Information; and
  • d) May be signed by the Monarch at their discretion.
  • e) Copies of the Marriage Certificate must be made available to the Engaged Parties.

Section 7: To be considered lawful, a Marriage Ceremony:

  • a) Must be officiated by either the Minister of Citizenship and Information or the Monarch;
  • b) Must include the presentation of a printed copy of the Marriage Certificate, where it shall be signed by the Engaged Parties;
  • c) Must be conducted within the Empire of Adammia’s territory.

Section 8: For the purposes of this Act, the following terms shall take the meanings of:

  • a) ‘Engaged Parties’ shall mean the two individuals who are applying to be married.
  • b) ‘Union’ shall take the same meaning as ‘Marriage’.
