Fifth Amendment

to the

Supreme Directive of the Empire of Adammia

In accordance with Article II, Section 2 of the Supreme Directive, entrenched as the fundamental law of the Empire of Adammia since the 30th of June 2013, the changes to the Supreme Directive outlined in this Amendment shall take effect upon the Supreme Directive if this Amendment gains the support of at least 50% of the voters in a fair public referendum open to all full citizens of the Empire of Adammia.

1. In Article VIII, Section 4, subsection f), “for a candidate” shall be removed.

2. In Article VIII, Section 4, subsection j) shall be inserted as follows: j) If only one candidate nominates themselves for Councilor, that candidate shall automatically win the Local Election, and no voting shall take place.

3. In Article VIII, Section 5, subsection i), “Councilors” shall be replaced with “Council members”.

4. In Article VIII Section 5, subsections l) and m) shall be inserted as follows:

  • l) If no candidate nominates themselves for Prime Minister, the previous Prime Minister shall continue to serve as Prime Minister until the next National Election, which shall be held as soon as possible.
  • m) If only one candidate nominates themselves for Prime Minister, the National Election shall be held with the options on the ballot being the candidate and Re-Open Nominations (RON). In the event that RON wins the election, a new National Election shall be held as soon as possible, with the previous Prime Minister serving during the interim.

5. In Article VIII, Section 6, subsection c), after “citizens of Adammia”, “living abroad” shall be inserted.

6. In Article VIII, Section 10 shall be inserted as follows:

  • 10. Elections
    • a) This section describes the instant-runoff voting system, also known as the alternative vote, which is to be used for National Elections, Local Elections, and elections for the Delegate of the Colonies and the Delegate of Abroad Citizens.
    • b) In elections, each voter shall mark their ballot by ranking their preferred candidates, with “1” signifying their first preference, “2” signifying their second preference, and so forth. Voters may rank as many of the candidates as they wish. Voters may use an “X” to indicate their first preference, but only if they do not give any further preferences.
    • c) At the first count, all the candidates shall be ordered by their number of first preferences.
    • d) At each count, if a candidate has more than 50% of the votes, that candidate wins the election.
    • e) At each count, if no candidate has more than 50% of the votes, the candidate with the fewest number of votes is eliminated. The votes for that candidate will then be re-distributed amongst the other candidates, according to the preferences on the ballot paper which correspond to the number of the next count. When redistributing ballots, if there are no preferences indicated corresponding to the next count, the ballot in question shall be discarded. At the next count, the remaining candidates will be ordered by their new number of votes.
    • f) If, at any stage, two candidates are tied, this will be resolved by tossing a coin.

Referendum held 28th July 2018
Turnout: 23 of 41 eligible voters (56.1%)
FOR: 17 (73.9%)
AGAINST: 6 (26.1%)
and hence proclaimed.
