Eridu SAR Treaty

The following is the full text of the treaty that established the State of Eridu as a SAR (Special Autonomous Region) of the Free State of Renasia. It was signed on 16 August 2014.

Article I: Rights and Responsibilities of the Free State of Renasia

Section I.

The Free State of Renasia is the sovereign nation within which the SAR of Eridu exists and operates. Therefore, the Constitution of the Free State of Renasia governs the affairs of Eridu through the government of the Free State of Renasia.

Section II.

All laws passed by the Guntanu'tl apply to Eridu as they would to Renasia Proper or to any of the other SARs.

Section III.

The Free State of Renasia shall be responsible for the enforcement of its laws within Eridu.

Section IV.

The international political relations of Eridu will be one with the international political relations of Renasia.

Article II: Rights and Responsibilities of Eridu

Section I.

Eridu shall have political authority within its own borders. It will have complete jurisdiction over all internal matters except insofar as it is pre-empted by matters of Renasian law passed according to the provisions of the Constitution of the Free State of Renasia.

Section II

Eridu shall have economic authority within its own borders, as well as the power to engage in economic relation with states not currently engaged economically with the Free State under the following conditional subsections:

  • a) These relations not be politically formalized (i.e. no trade agreements, treaties etc)
  • b) These economic relations are not counter to formal political relations between the state in question and the Free State as a whole (i.e. counter to sanctions or to formal hostilities)

Section III.

All citizens of Eridu will be citizens of Renasia, and all citizens of Renasia shall be eligible to apply for citizenship within Eridu provided their surrender any previous regional allegiance.

Section IV.

Eridu will establish a socioeconomic and political order and submit it to the Guntanu'tl of the Free State of Renasia for consideration. If it is found to be consistent with the Constitution and Laws of Renasia it will pass.

Section V.

Eridu may request either general or project-specific funds from the Guntanu'tl. The Guntanu'tl may reject the funding request, approve it either in part or in whole or in the case of project-specific funds form an amended counter-proposal. Where project-specific funds have been appropriated, these funds must be used for the purpose specified in the appropriations request

Article III: Enforcement

Section I.

If either signatory party is claimed to be in violation of this treaty, the other may sue for a redress of any violations under the Supreme Judiciary.

Section II.

If the Supreme Judiciary finds that Eridu has been consistently violating this treaty, the Guntanu'tl may vote to revoke Eridu's status as a Special Autonomous Region. Should the Supreme Judiciary determine that Renasia has been in consistent violation of the treaty, Eridu will have the right to vote to leave Renasia.

Section III.

In the case of a formal trial as outlined above, both parties have the right to request outside observers to ensure a free and fair trial of grievances.

Section IV.

This treaty can be amended or modified at any time by the mutual agreement of the Free State of Renasia and the Special Autonomous Region of Eridu.

Section V.

The treaty will be reaffirmed by both parties every twelve months. A failure to do so will result in free opportunity for the revocation/rejection of Eridu's status as a Special Autonomous Region and the revocation/rejection of Renasia's sovereignty there-over.

Section VI.

If reaffirmation does not occur within twelve months, it may be instated by a vote of the Guntanu'tl at any time provided that:

  • a) The opportunity for revocation/rejection has not been utilised by either signatory party.
  • b) They first gain the assent of Eridu.

Article IV: Affirmation

Section I

By signing below, the State of Eridu agrees to abide by the terms of this treaty, with the understanding that such action places them under Renasian sovereignty.

Section II.

Renasia agrees to abide by their responsibilities, as outlined by the terms of this treaty.
