Territory Reform

This Imperial Decree reforms the territory management laws set out in the Fourth Imperial Decree of the Imperator Adammiae I and amends aforementioned Decree to allow for the greater territorial expansion of the Empire of Adammia.

It is henceforth declared that it is not compulsory for territory to be annexed through a Treaty of Annexation. A treaty should be signed if this is deemed convenient by We the occupant of the Office of the Emperor, though we recognise that a treaty is often inconvenient if claimed land is owned by a macronational parish council, district council, etc. Therefore, through Imperial Decree We shall claim land if a Treaty of Annexation is not possible and in this process recognise that the state has less sovereignty over aforementioned land.

This Imperial Decree hereby allows for the creation of subdivisions of provinces, these having ceremonial uses. Though these subdivisions may have Nobility assigned to them by the Monarchy, nobles of these positions shall not have seats on the Ruling Council, so as to maintain the balance of power between the Ministers and the Nobility.

The Adammic Home Province is hereby de-jure renamed to the Adammic Imperial Province in recognition of the near universal de-facto usage of this term.

This, the Twelfth Imperial Decree of the Imperator Adammiae I is signed into immediate effect on today, the tenth day of August of the two-thousand and thirteenth year of the Common Era, day CXIX of his reign.
