Decree XIII
This Imperial Decree hereby codifies the Empire's method of dealing with the recognition of entities as sovereign states, and declares recognition of a number of said entities.
Recognition is under international law defined to be acknowledgement by a state of the existence, legitimacy and sovereignty of another state or government of another state. The Empire of Adammia, having declared unopposed its existence on the 13th of April 2013 and having a permanent population, territory, working government and contact with other states, complies with the declarative theory of statehood under the Montevideo Convention of 1933, and thus We the occupant of this Office declare the Empire a sovereign state, giving it authority under international law to grant de-jure recognition to entities.
Recognition may only be granted by the Monarch in their capacity as Head of State; though the Ministry of Foreign Affairs should handle any negotiations, select candidate entities for recognition and advise the Monarch on the process, it ultimately falls to the Monarch to grant recognition. This can be done one of three ways – firstly, by declaring through an Imperial Decree the recognition of another state or government; secondly, by giving consent to an Act of Council that declares recognition of another state or government; thirdly, by signing a treaty with the state or government being recognised when a Treaty of Bilateral/Mutual Recognition is involved. At any point, the Monarch may use any of the above methods to also withdraw recognition of a state or government.
In accordance with the above, this Decree re-affirms the legitimacy of the Treaty of Mutual Recognition and Establishment of Bilateral Diplomatic Relations signed by HIM Emperor Adam I on behalf of the Empire of Adammia and HSM Basileus Justinian I on behalf of the Theodorist Regional Dominion of Burnham and its Land on the 8th of July 2013, which grants diplomatic recognition to the aforementioned TRDB&L. It re-affirms the legitimacy of the Treatise on Formal Relations signed by HIM Emperor Adam I on behalf of the Empire of Adammia and President Joseph Kennedy of behalf of the Ashukov Federation on the 27th of July 2013, which grants diplomatic recognition to Ashukovo. It also re-affirms the legitimacy of the Treaty of Non-Aggression, Friendship and Mutual Recognition signed by HIM Emperor Adam I on behalf of the Empire of Adammia and HI&RM King Quentin of Wyvern and HG Lord Regent Bradley of Dullahan on behalf of the Kingdom of Wyvern on the 5th of August 2013, which grants diplomatic recognition to Wyvern.
This Decree declares that recognition of a micronation shall override recognition of a macronation; in this, the Empire shall recognise that the macronation involved has sovereignty over all the land it claims with the exception of recognised micronations within it. To this end, We hereby recognise the United Kingdom of Great Britain and Northern Ireland as a sovereign state that has limited sovereignty over the land claimed by the Empire of Adammia and any other recognised British micronation. We hereby recognise all Commonwealth Realms: Antigua and Barbuda; the Commonwealth of Australia; the Commonwealth of The Bahamas; Barbados; Belize; Canada; Grenada; Jamaica; New Zealand; the Independent State of Papua New Guinea; the Federation of Saint Christopher and Nevis; Saint Lucia; Saint Vincent and the Grenadines; the Solomon Islands; and Tuvalu. We hereby recognise the Kingdom of Spain and the Hellenic Republic (Greece).
We hereby recognise the Principality of Sealand; the Republic of Molossia; the Free State of Renasia; the Federal Republic of Saint Charlie; the State of Sandus; the Kingdom of Florenia; the Union of Libereco; the Tsardom of Nolland; the Technocratic Empire of Würdigeland; the Empire of Austenasia; the Federated Republics of Eragia; the Commonwealth of Hobartstown and Victoria; the Kingdom of Juclandia; the Empire of New Europe; the Federal Republic of Rukora; the Empyre of Slin; the Diarchy of Volfa; the Principality of Monovia; the Liberoli Republic; and the Eternal Empire of New Winterdown.
This, the Thirteenth Imperial Decree of the Imperator Adammiae I is signed into immediate effect on today, the seventh day of September of the two-thousand and thirteenth year of the Common Era, day CXLVII of his reign.
