Decree LXXVI Adam I
UPON OUR IMPERIAL MAJESTY'S SOVEREIGN COMMAND,
NOTING that the Empire has been compelled to adopt a significantly more decentralised provincial structure as a result of the coronavirus pandemic and the large-scale dispersal of graduate citizens from South Adammia; FURTHER NOTING that the end of the State of Emergency relating to the coronavirus as of the thirty-first day of July this year means that some of the measures adopted in the course of that period must now be written into law;
BE IT DECREED as follows:
The Ruling Council shall, with the exception of times of emergency, meet at a minimum twice per year in-person: once at the State Opening of Council, which shall be the first Ruling Council meeting after a General Election; and once around the time of Foundation Day. Other in-person sessions of the Council may take place at any time when Parliament is not dissolved. The Ruling Council may meet on other occasions via an online venue only as and when necessary to expedite the efficient business of the Imperial Parliament, such as, for example, immediately prior to the dissolution of Parliament before a General Election, in order to resolve any pending business.
A term of the Imperial Parliament shall begin immediately following a General Election, and shall end when Our Imperial Majesty calls the subsequent General Election. During the period between the calling of a General Election and the conclusion of the said Election, the Parliament shall be dissolved and neither chamber shall meet, except during times of emergency.
Amending the Public Finance Act 2016, Section 1, Subsection d), a government shutdown shall only begin if no Budget or Emergency Appropriation is in effect for a fiscal year three months after that fiscal year begins. Furthermore, a Budget may provisionally allocate public expenditure, but not the raising of revenue, for the first three months of the fiscal year after the year to which the Budget otherwise applies, but these terms may subsequently be overruled by the Budget which then later applies in full to that later fiscal year.
This, the seventy-sixth Imperial Decree of Our Imperial Majesty Adam the First, Emperor of Adammia, Duke of Deira, Earl of Carew, Lord Chancellor, Grand Admiral et cetera, is decreed at Asquith House in the City of Turing in the Colony of Lagentia, on this the twenty-fifth day of August of the two-thousand and twenty-first year of the Common Era and the ninth year of Our reign, and is signed into immediate effect.
