Covid-19 Response and Public Health Safety Act 2021
Article 1: The Emergency Health Alert Level system is to be monitored and in co-operation between the Ministry of Health and the Arstotzkan Disease and Infection Direction Administration.
Article 2: In the event of the Independent Federal Republic of the Arstotzkan Union moves to an EHAL 4 - 5 lockdown, then the following actions need to be taken by the Arstotzkan Federal Government:
- Travel between states and territories is to be restricted, unless required.
- Travel into New Zealand for more than 5 km from a registered territory is to be restricted.
- Social distancing must be enforced in the Unified State of the Arstotzkan Union Proper (only between EHAL 2–5)
Article 3: During EHAL 2 - 4, QR codes must be displayed across the Unified State of the Arstotzkan Union Proper for contact tracing purposes.
Article 4: Social distancing and mask wearing must be enforced during EHAL 3 - 5.
Article 5: A fine not exceeding $500 (ARSD) shall be imposed on those who breach the following Articles of this document:
- Article 2
- Article 3
- Article 4
Article 6: COVID-19 and EHAL Restriction orders are to come from the Arstotzkan Federal Congress and to be passed by the Office of the Presidency (in accordance with the Arstotzkan Statute on Government Systems 2021).
Article 7: A fine not exceeding $15,000 (ARSD) shall be imposed on those who breach the aforementioned article. The individual may be subject to imprisonment if required.
Article 8: In the event of an individual showing confirmed evidence of being infected with COVID-19, they are to take the following precautions (in accordance with orders issued by the Ministry of Health and/or Arstotzkan Disease and Infection Direction Administration):
- Quarantine in their territory
- Restrict all movements outside of their territory. (No exceptions shall be made)
- Follow all COVID-19 orders issued by the Ministry of Health (Arstotzkan Union & New Zealand)
- The territory is to be locked down.
- If said territory is:
- Gollandiya Territory
- Skandinaviya Territory
- Angliya Territory
- Kivi Territory
- Aziya Territory
- Kholmistyy Rayon Territory
- Angliyskiy Territory
- If said territory is:
All Facilities are to be shut down and/or closed until deemed safe by the Ministry of Health (Arstotzkan Union and/or New Zealand)
Article 9: An Emergency Health Alert Level lockdown must not continue after any moment at which New Zealand is not at an Alert Level 3 or 4 lockdown (exemption can be made if an individual tests positive for COVID-19).
Article 10: During an EHAL 3 - 5 Health Situation, the Ministry of Health may have the power to suspend traffic down Federal Highways in the Unified State of the Arstotzkan Union Proper. The Ministry has the power to suspend the Arstotzkan Federal Highway and Transport Authority, if they object to the orders of the Ministry of Health.
Article 11: If an individual is found to be spreading misinformation or any information that is deemed to be dangerous to public health, they will be subject to a fine not exceeding $1,500 (ARSD), face imprisonment of up to 6 months and/or face their citizenship being revoked.
Article 12: The power to ratify an order of lockdown or to enforce any article set forth by this Act must be approved with no less than a 75% (6-3) majority vote in the executive committee of the Office of the Presidency, and must be told to the public (in accordance with Article 40 of the Constitution of the Arstotzkan Union)
