Act 39

Counties and Municipalities Act 2017

This Act of Council standardises the levels of territorial subdivisions below the provincial level.

Section 1

  • a) All Provinces of the Empire of Adammia shall be divided into one or more Counties. The landed noble of a County shall hold the style of Lord and the title of Count of (County) if male, or the style of Lady and the title of Countess of (County) if female.
  • b) All Provinces of the Empire shall also be divided into one or more municipalities. A municipality must be classified as a City, a Town, or a Barony.
  • c) In order for a municipality to be classified as a City, it must contain two or more permanent structures. The landed noble of a City shall hold the style of Lord and the title of Lord Mayor of (City) if male, or the style of Lady and the title of Lady Mayor of (City) if female.
  • d) In order for a municipality to be classified as a Town, it must contain one or more permanent structures.
  • e) The landed noble of a Town or a Barony shall hold the style of Lord and the title of Baron of (Town/Barony) if male, or the style of Lady and the title of Baroness of (Town/Barony) if female.
  • f) Municipalities should generally be smaller than Counties, but they may occupy space in multiple Counties.
  • g) Local governments have the power to create Counties and Municipalities within their jurisdiction, but they may be overridden by Act of Council or Imperial Decree. Local governments may also choose to devolve power to Municipalities if they see fit. Power may not be devolved to Counties as they are to be completely ceremonial subdivisions.

Section 2

  • a) Tytannia Major, Tytannia Ulterior and Sapientia are to be classified as Counties. Imperial City, Adamsville and Attenborough are to be classified as Cities. The Lowlands, The Highlands, Tytannia Common, the Jebediah Hills, the Imperial Plains and Forester's Common are to be classified as Baronies. These may be changed at any time by the responsible local governments, in accordance with Section 1 of this Act.
  • b) The titles and styles of the landed nobles of the Counties and Municipalities specified by this Act are to be amended in accordance with this Act.
  • c) In passing this Act, the Ruling Council asks that the local governments divide their Provinces into Counties and Municipalities if they have not already done so.
