Act 24
This Act of Council establishes establishes a Colonial Council to better represent the interests of the Colonies of the Empire of Adammia.
Section 1
- a) The Colonial Council of Adammia (referred to herein as the Colonial Council) is hereby established.
- b) The Colonial Council is a secondary legislature which represents the Colonies of the Empire of Adammia.
- c) Each Colony of Adammia shall have a minimum of one seat and a maximum of three seats on the Colonial Council. By default, each Colony will have one seat, which is occupied by the Colonial Governor of that Colony. This default arrangement can be overridden for a given Colony by laws passed within that Colony.
- d) An individual may not hold more than one seat on the Colonial Council.
Section 2
- a) The Colonial Council shall meet in an online venue presided over by the Lord Chancellor of the State of Adammia. The Lord Chancellor has the power to start and end meetings of the Colonial Council, and the power to enforce the Colonial Council's Standing Orders, which can be adopted by a majority vote of the members of the Colonial Council. The Lord Chancellor is not a voting member of the Colonial Council.
- b) During a meeting of the Colonial Council, a member may propose a bill. If the bill is passed by a majority vote of the members of the Colonial Council, the Delegate of the Colonies shall be forced to propose the bill as an Act of Council at the next meeting of the Ruling Council. The Delegate of the Colonies shall be considered a proxy of the Colonial Council; however, they may still introduce their own Acts independently and retain all the rights given to any voting member of the Ruling Council.
- c) Any bill proposed before the Colonial Council must affect either the entire Empire of Adammia or only the Colonies of the Empire. The Colonial Council cannot pass bills that only affect the Provinces of the Empire.
