Article 1

Sovereigns The Sovereigns shall be the heads of state of the Kingdom of Northwood-Oregon and her territories.

Secession In the time when a Sovereign passes into death, or otherwise abdicates their throne, orders of the Regency shall come into place during the time of absence. In this time of interregnum, procedures for the election of the next Sovereign shall come into place, with the candidates being those of the Sovereign's children. This election shall take place with all citizens of the Kingdom being eligible to vote, the election would be three weeks post the passing or abdication of the Sovereign, with the next Sovereign being the candidate that had garnered the highest percentage of the votes.

Regency Each sovereign shall appoint their own Council of Regents, the amount of which being decided by them. This Council of Regents shall take the place of their respective Sovereign in times of interregnum. Times of interregnum shall be brief intermissions of a Sovereigns rule, such as times during secession. In times of extended interregnum, be that because of a missing Sovereign or by Sovereign declaration, the Council of Regents shall determine a Lord Regent to serve directly inplace of the sovereign.

Article 2

Royal Deluge The Royal Deluge shall be the upper house of the parliament of the Kingdom, composed of one leader of each member state of the Kingdom, aside from Baronies and land ruled by the Sovereigns. These leaders shall have voting power proportional to the size of their claims in terms of citizenry, with every three non-permanent resident citizens, residing within the general area, earning them an additional vote in parliament. In addition to this, any permanent residents of their claims, aside from those in Baronies, shall earn them a vote as well. The Royal Deluge shall be headed by a Sovereign, acting as the parliamentarian and ensuring proper procedures are maintained. The Royal Deluge shall be in charge of passing all legislation within the Kingdom with a simple majority. Highly consequential pieces of legislation, such as declarations of war, shall require a supermajority.

Preclusionary Committee The Preclusionary Committee shall be the lower house of the parliament of the Kingdom, composed of elected citizens of the Kingdom. The Preclusionary Committee shall receive legislation passed by the Royal Deluge and have three days since receival to initiate a preclusionary debate of the legislation at which time they shall receive no more than a week of debate before the initiation of a preclusionary vote on the legislation. The Preclusionary Committee shall be headed by a Sovereign, acting as the parliamentarian and ensuring proper procedures are maintained. Should the vote fail or should a preclusionary debate never be initiated the legislation shall pass. Should the preclusionary vote pass with a simple majority the legislation shall be blocked and sent back to the Royal Deluge. Preclusionary Committee members shall be elected by a member state basis, aside from baronies and land ruled by the Sovereigns, with each member state getting a committee member who was elected by a popular vote. Should a member state not have any citizens eligible to run they shall waiver the right to have a member of the committee. Members of the Royal Deluge may not be members of the Preclusionary Committee. The Sovereigns shall both hold the right to autonomously veto legislation passed by the Royal Deluge.

Article 3

Judicial The Judicial branch of the Kingdom of Northwood-Oregon shall be composed of two judges nominated by agreement of both the sovereigns and confirmed by the Royal Deluge and a jury. The judges shall be in charge of presiding over court cases within the Kingdom.

Jury The jury shall be composed of no-less than five citizens of the Kingdom of Northwood-Oregon summoned on a case by case basis by the presiding judge. The jury shall rule on the charges brought to them with rulings decided only with the unanimous agreement or disagreement of the jury. Failure to meet a unanimous consensus shall result in a hung jury, causing the case to go to a new jury should the prosecution decide to.

Aegis A prosecuted citizen must not lack an attorney to represent them in court unless they waive the right themselves. A prosecuted citizen must have their court date at the earliest possible time. A prosecuted citizen must have an impartial jury. A prosecuted citizen must have access to knowledge of the evidence against them and who their accusers are. Failure of the state to provide these Aegis rights shall result in the dropping of charges against a prosecuted citizen.

Article 4

Member States Member states of the Kingdom of Northwood-Oregon shall be governed by the Canon Governing Document of the Kingdom and shall have jurisdiction over the establishment of their own local laws and local government structure. Member states of the Kingdom may join the Kingdom with affirmation from both Sovereigns of the Kingdom and affirmative legislation passed by the Royal Deluge. Initial land claims shall be laid out during this process and any future claim changes shall be passed using the same prerequisites.

Baronies Baronies shall be known as the land ruled by a Baron or Baroness. Should a person wish to succeed their own land to the Kingdom, they shall become a Baron or Baroness and their land shall be recognized as under their governance. A Baron or Baroness at that point may remain a citizen of their own barony or become a citizen of another member state of the Kingdom.

Sovereign Land Sovereign land of the Kingdom shall be land directly owned and administered by the Kingdom.

Citizenship Citizenship in the Kingdom of Northwood-Oregon shall be limited to those living in and around land claimed by the Kingdom. Those living outside such areas may be granted honorary citizenship within a member state. Citizenship related disputes shall be settled by a joint decision of the Sovereigns.

Article 5

Kingdom Supremacy Laws and legislation passed by the Royal Deluge shall, in all cases, be followed by the Kingdom’s member states, Baronies, and sovereign land. In the case of contradictory legislation between the Kingdom and its members, the Kingdom’s version of legislation shall take precedent and effect.

Article 6

Military The military of the Kingdom shall be known as the Northwood-Oregonian Armed Forces.

Branches The branches of the Northwood-Oregonian Armed Forces shall be the Northwood-Oregonian Army, Northwood-Oregonian Navy, and the Northwood-Oregonian Air Service.

Administration The administration of the Northwood-Oregonian Armed Forces shall be carried out by both Sovereigns, with agreement needed from both Sovereigns to make any changes to the structure and use of the Armed Forces. The Royal Deluge shall have authority over delegating funds to the military and other supplies.

Article 7

Amendment This document may be amended by a vote of the Royal Deluge and both Sovereigns, each member of the Royal Deluge and the Sovereigns shall hold veto power over the amendments.

Ratification This document shall be passed by an affirmative vote of leaders of each member state of the Kingdom and both Sovereigns. Each leader and Sovereign shall hold a veto power to stop the passage of this document.
