The Alsann Proclamation is the document officially establishing the Alsann Republic. It was first drafted on 10 September, 2022, and was released and authorised on 23 September, 2022, after being signed off by Officer-General del Kersika.

Alsann Proclamation

1. Government

  1. The Alsann Republic, occasionally and formally the Sovereign Republic of Alsann and her Lands, Seas and Skies, shall be known to be independent from the Commonwealth of Australia as of September 9, 2022.
  2. It is the duty of Alsann’s people to defend and uphold the law and sovereignty of the Republic, even when faced with danger and threat.
  3. The Alsann Republic’s head of state will be the Officer-General, Kalan Cameron del Kersika. It may be noted that Kalan Cameron is simply a styled title, and that he may also be know as Officer-General Kalan Cameron or Officer-General del Kersika. He will additionally be the Commander of Kersika, meaning he will be given ultimate control of the greater Alsane military.
  4. Henceforth, the Alsann Republic’s government structure will be known as the Concordia. The union of powers will consist of a Judiciary seen in the Federal Court, a Legislature in the Council of Representatives, and an Executive, the abovementioned Officer-General.
  5. It is by this proclamation that the people of Alsann will be guaranteed all rights of the Universal Declaration of Human Rights, with some emergency-situation exceptions occurring. These specifics will be given in the Alsann Charter.
  6. Alsann will have two major military branches. These are the Kersik Guard and the Federal Military. The Kersik Guard will be directly responsible for protection of the Officer-General, state property and territories and the capital. The Kersik Guard will also be the primary ceremonial army. The Federal Military will be responsible for defence from invasion, guarding members of the Concordia, and if needed performing incursions into other nations.
  7. There will be a singular system for military rankings in Alsann. Each military branch may choose its own names for the five ranking levels. These ranks are Common, Low-rank, Mid-rank, High-rank and Commander. The Commander of Kersika is Commander of the Kersik Guard, and all the Federal Military. All ranks above one’s own will be referred to as an Officer, all below referred to as Secondary, and those of the same rank are peers or colleagues. The correct military salute must also be engaged according to rank when acknowledging.

2. Miscellaneous

  1. The Alsann Republic will have a regulated set of heraldry at independence. Its coat of arms will be the crest of the Eagle, as seen in this Proclamation’s header. The flag of Alsann will be the Alsane Standard, which is a banner with horizontal bands of red above and white below, with the crest of the Eagle in the centre. A flag with vertical bands of red and white, mounted with the crest of the Eagle, will be the Military Standard of Alsann.
  2. Henceforth, multiple roles of rank will be established in Alsann. The Order of Alsann will be granted to those for high service to Alsann, and the Alsane Award for Service for smaller acts of service. The Alsane Foreign Medal is granted to members of foreign nations who provide service or assistance to Alsann, and the Honorary Officer’s Roll will be awarded to those who have considerably defended the nation of Alsann, granting them the title of Officer without Rank. It is the right of these awards’ recipients to display them as an abbreviation (OAS, AAS, AFM, HOR) when listing their full title.
  3. From founding, the Alsann Republic will be composed territorially of two states, three territories and a district. The two states will be those of Aeonia and Flinders. The three territories will be those of the Macleay Federal Territories, the Territory of Shetvik & St Alouarn, and the Alsane Territory of Wattessel. Finally, the capital city of Kersika will be located in the Naverston Capital District.
  4. The wealth of the state is henceforth considered to be also the wealth of the people, and as such there is a reasonable expectation that the public’s wealth will not be misused. Members of the Concordia may be eligible for a small pension depending on their contributions. The wealth of the Officer-General is considered to be his own private wealth, however there is also a reasonable expectation that some of this be used for the public good.
  5. It is to be acknowledged that this Alsann Proclamation is not a final nor complete Declaration of Independence, as that document will illustrate the direct reasons for the Alsann Republic departing from the Commonwealth of Australia. This document will, however, be used as a framework for Alsann’s early operations, and as the formal establishment of Alsann.
