Chapter I. Order of the House

Section I. Speaker
The Speaker of the House is the director of the law,

privileges, proceedings and usage in the House. The duty of speaker is one which may be assumed by a representative elected by their peers, appointed by their Imperial Majesty by extraordinary measures, or the Prime Minister, or their Imperial Majesty. The latter two may do so at the express permission of the official Speaker if they should be indisposed at the times requiring their presence.

Section II. Privileges and Usage
The Privilege of the House, that is the ability to speak in

and bear witness to the proceedings of the House shall be held by the Monarch, Prime Minister, Representatives of the towns of Austenasia, and those the Speaker extraordinarily deems worthy to observe, or speak in, the House. The Usage of the House, that is the statements, questions, and actions made by those privileged to the House is deemed proper by the speaker. The Speaker, or those who hold that duty, shall uphold formality of discussion and debate. The use of ad hominem is prohibited, as is informal language determined as such by the speaker. Chapter II. Procedure of the House

Section I. Motions

The process of ordinary motions is to be handled thusly:

I. Representative: Mr./Madam Speaker.

II. Speaker: The House recognizes Mr./Madam Doe.

III. Representative: I move to bring (action) in the House.

IV. Speaker: Do I hear a second?

V. Another Representative: Second

In the case that a second to the motion is not made the Speaker shall state thusly: Motion dies for lack of a Second.

VI. Speaker: Motion made and seconded. Is there a call for debate?

VII. Another Representative: I wish to have the floor for debate.

If there is not a call for debate, the Speaker shall state thusly: Due to the lack of debate on the (motion), the House shall move to a vote.

VIII. The House shall debate the matter until the issues are resolved or the Speaker.

IX. Speaker: I conclude the debate. I now call for a vote on (motion).

X. The House votes on the motion stating, Support, Oppose, or Abstain.

XI. The Speaker shall count the votes and make the announcement thusly: The motion to (action) passes/fails.
