Micronational Constitution of the Sovereign Community of Dingustanbul
Preamble
We the people of the Dingus Bungalow, do ordain and establish this following constitution for this new secular transhumanist Sovereign Community of Dingustanbul, loosely based on the NationStates nation of the same name, in order to establish justice and quasi-autonomy, insure domestic tranquility, yadda-yadda-yadda, for the government of ourselves, our posterity and the memedom. This constitution shall be modified over time.
Article 1 - Legislative Branch
Section 1
All legislative powers herein shall be vested in a bicameral General Federative Assembly. This Assembly shall consist of an Atrium and a Ventricle. Why? Because it's the heart of the micronation itself. Batteries not included.
Section 2
The Atrium shall comprise of two members from each chaxato, chosen by the legislature for a little while, depending on the schedule and each sonaxatelor (derived from Sonaxatel) shall have one vote. The people must be 13 and over and a citizen of Dingustanbul to be a sonaxatelor. The Vice President-General of Dingustanbul shall be Head of the Atrium, but shall have no vote for no reason whatsoever.
The Atrium shall have the sole power to try all impeachments. When sitting for that purpose, they'll be on oath or affirmation. When the President-General of Dingustanbul is tried, the Stiobjuchico shall preside; and no person shall be convicted without the concurrence of two thirds of the members present.
Section 3
The Ventricle, on the other hand, shall comprise of members that represent the delegative districts (portions of the chaxato) chosen every leap year by the people, and the electors in each chaxato shall follow the qualifications. People must be 18 and over, a citizen of Dingustanbul for 5 weeks and earlier and also an inhabitant of a chaxato to be a porogaxato (delegate).
The Ventricle shall choose their speaker and has the sole power of impeachment.
The porogaxatos shall be apportioned among the chaxatos which may be included within this micronation, according to their respective numbers and its sizes. The Assembly shall be entitled to choose eleven porogaxatos for the Chaxato of Clearfield, seven of them for Madison and two for Fayette. This is what we call the 7-Eleven-Two (or Eleven-7-Two) model, named after the famous convenience store chain.
The Assembly shall meet at least once in every fiscal quarter, and its two sessions shall occur in the middle of that quarter. Times may vary.
Section 4
The Assembly shall have the power to lay and collect taxes, duties, imposts and excises to pay the debts and provide for the defense and welfare of Dingustanbul; but all duties, imposts and excises shall be uniform throughout this micronation;
- To borrow money on the credit of Dingustanbul,
- To regulate commerce with other micronations,
- To coin money, regulate the value thereof, and of foreign coin,
- To provide for the punishment of counterfeiting the securities and current coin of Dingustanbul,
- To establish micronational postal offices,
- To promote the progress of science, astrology, cosmology and useful arts,
- To provide, maintain and make rules for the government and regulation of the People's Military.
Article 2 - Executive Branch
Section 1
The executive power shall be vested in a President-General of Dingustanbul. He shall hold his office during unlimited half-year terms and together with the Vice President-General, chosen for the same term, be elected as follows;
Each chaxato shall appoint in such manner as the legislature thereof may direct, a number of electors, equal to the whole number of sonaxatelors and porogaxatos to which the chaxato may be entitled in the Assembly but no sonaxatelor or porogaxato, or person holding an office of trust or profit under Dingustanbul, would be appointed an elector. The President-General shall also be agnostic, atheist, etc.
The electors shall meet and vote via Internet straw poll for two persons in real-time. After that, the poll shall be sent via email and/or Discord to the Head of the Atrium. Then, the Head of the Atrium shall, in the presence of the Atrium and Ventricle, count all the votes. The person having the highest number of votes shall be the President-General. People must be 25 and under and a citizen of and/or resident within Dingustanbul at the time of the adoption of this constitution to be eligible to run for the office of President-General.
In case the President-General gets removed from office because of either his death, resignation, or inability to discharge the powers and duties of the said office, the Vice President-General shall take the President-General's place. The Assembly shall provide for the case of removal, death, resignation or inability, declaring what officer shall then act as President-General, and such officer shall act accordingly until a President-General gets elected.
The office of Vice President-General might be vacant due to work, school, et cetera, but when it did, the Speaker of the Ventricle shall take its place. If the Speaker of the Ventricle is unavailable, the Minister for 1990s Nostalgia shall take its place and so on, and so on.
Before he starts to execute the office, he shall take the following oath; "I do solemnly swear that not only I will, to the best for your knowledge, maintain and preserve the micronational constitution, I will faithfully (or "try my best to") execute the office of President-General of Dingustanbul on which I am about to enter, so help me dinguses."
The President-General shall be Supreme Micronational Commander of the People's Military of Dingustanbul, which shall consist of the following branches; a Land Force, an Aerospace Force, a Naval Force and a Medical Corps.
Section 2
From time to time, he shall give to the Assembly the State of the Micronation.
Section 3
According to Wikipedia, "a political party is an organized group of people with broadly common views who come together to contest elections and hold power in the government. The party agrees on some proposed policies and programmes with a view to promoting the collective good or furthering their supporters' interests." This is why this micronation shall have the following political parties;
- Agnostic Secular Transhumanist Party whose ideologies shall be agnosticism and secular transhumanism (more on that later).
- Mackeyist Party of Dingustanbul whose ideologies shall be Mackeyism and centrism.
- Lemon Party (named after the website) whose ideologies shall be fun, dank memes and lemonology (the study of lemons and lemonade).
- Technocratic Party whose ideologies shall be technocracy and science.
These political parties shall be in a coalition called the "Unnamed Political Coalition of Dingustanbul", run by a General Secretary.
Article 3 - Judicial Branch
Section 1
The judicial power of Dingustanbul shall be vested in an Apex Court as the Assembly may from time to time ordain and establish. The Stiobjuchico shall hold his/her office during good behavior. The judicial power shall extend to all cases in law and equity, arising under this constitution, the laws of Dingustanbul, and treaties made, or which shall be made, under their authority;
- To all cases affecting diplomats and other public ministers,
- To all cases of admiralty and maritime jurisdiction,
- To controversies to which Dingustanbul shall be a party,
- To between two or more chaxatos,
- To between a chaxato and residents of another chaxato,
- To citizens of different chaxatos, residents of the same chaxatos claiming lands under grants of different chaxatos,
- To between a chaxato or the citizens thereof and foreign micronations, residents or subjects.
In all cases above, and those in which a chaxato shall be party, the Apex Court shall have original jurisdiction. In all the other cases before mentioned, the Highest Court shall have appellate jurisdiction, both as to law and fact, with such exceptions and under such regulations as the Assembly shall make.
Section 2
The trial of all crimes, except in cases of impeachment, shall be by jury and such trial shall be held in the chaxato where the said crimes have been committed, but when not committed within any chaxato, the trial shall be held at such place or places as the Assembly may, by law, have directed. Treason, against Dingustanbul, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason, unless on the testimony of two witnesses to the same overt act, or on consession in open court. The Assembly shall have power to declare the punishment of treason, but no attainder of treason shall work in the corruption of forfeiture except during the life of the person attainted.
Article 4 - The Micronation in general
Section 1
The name of this micronation shall be "The Sovereign Community of Dingustanbul".
Section 2
New chaxatos may be admitted by the Assembly into this micronation but no new chaxato shall be formed within the jurisdiction of any other chaxato and/or by the junction of two or more chaxatos, without the consent of the legislatures of the chaxato concerned, as well as of the Assembly.
The Assembly shall have the power to dispose of and/or make all needful rules and regulations, respecting the territory or other property belonging to Dingustanbul (and/or Stingy); and nothing in this constitution shall be so construed, as to prejudice any claims of Dingustanbul, or of any particular chaxato, or of the said child whose favorite word is "mine".
Dingustanbul shall guarantee, to every chaxato, a form of government based on the common ownership of the means of production through a market economy, thus keeping the state, money and social classes. This form of government shall be known as "Market communism" or "Mackeyism". The micronation shall protect each of the chaxatos against invasion and, on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic violence.
Section 3
The flag's obverse shall be a poorly-drawn snake which shall represent the micronation itself with the English meaning of the national motto's second half written above in a yellow background which shall also represent the dankest of all memes. The reverse is the same flag but flipped. This flag shall be known as the "Memesden" flag. The flag anthem shall be a shortened version of Tchaikovsky's 1812 (or Just After Six) overture written on piano by the Chuckle Brothers. The anthem shall be 4'33, arranged by Twenty One Pilots. The naval ensign shall be the "Romeo" signal flag. It has no ICS meaning, so it was chosen. The civil flag shall be nothing more than a blank yellow flag. Minimalist, isn't it?
Section 4
The emblem, logo and coat and arms shall be a pinwheel-shaped symbol on an escutcheon which shall represent the micronation's status as an quasi-autonomous unit of the United States. The capital shall be Federative Capital District. The official languages shall be English and Ipaic. The motto shall be "Et sanitas tua gradus super anguis", which means "For your health and no step on snek".
Section 5
The micronation shall be comprised of the chaxatos of Clearfield, Fayette and Madison. Its sole overseas territory shall be the Dingustanbulian Antarctic Territory which shall be located somewhere in the Antarctic Peninsula.
Section 6
The currencies of this micronation shall be the standard North American dollar, as well as the Bitcoin (Taking a page out of Liberland's book, eh?) and this micronation's own currency which will be perraxal which shall be pegged to a Mexican Coke bottle (12 ounces, to be exact). The symbol shall be "¤".
Article 5 - Human Rights
The residents of each chaxato shall be entitled to all privileges and immunities of residents in the several chaxatos, meaning that everyone is equal. Racism, homophobia, transphobia, sexism, ableism, lynching, segregation, discrimination, bigotry, necrophilia and pedophilia SHALL NOT be tolerated and we really SERIOUSLY mean it!
Article 6 - Calendars
Dingustanbul shall retain the Gregorian calendar, but the latter calendar shall be used alongside a Dingustanbulian variation of the Holocene calendar which, just like the original, adds 10,000 years to the current year and its notation system is HE which stands for Human Era. However, the year shall exclusively be preceded by two roman numerals, one that shall represent the current month and one that shall represent the day with a forward slash between them.
Article 7 - Secular Transhumanism
As stated in the preamble (see above), this micronation's main philosophy shall be Secular Transhumanism while maintaining agnosticism. Secular Transhumanism is a philosophy which states that humanity could be anything that they wanna be (like a volcano-surfing robot or an anthropomorphic dinosaur, for example) while having free inquiry, morality and self-fulfillment without ANY religious belief whatsoever. This philosophy shall incorporate science, astronomy as well as cosmology and was created by a guy named Nick Pinkston (https://www.nickpinkston.com/2008/12/secular-transhumanism.html) on December 20th, 2008 (XII/XX 12008 HE). The Big Bang happened billions and billions of years ago and you know it.
Article 8 - Ratification
The ratification of the conventions of the three chaxatos shall be sufficient for this constitution's establishment between the chaxatos, so ratifying the same.
Postamble
