Legislative Consent Act 2020

An Act to protect the legislative sovereignty of the Senedd and the Kingdom.

SIÂN, drwy Ras Duw Brenhines Morgannwg, At Ein Ffyddlon ac anwylaf aelodau Senedd Morgannwg, Cyfarchion!
Gan ei fod wedi ei basio gan Senedd Morgannwg a chael cysyniad Ei Mawrhydi Awst, deddfir fel a ganlyn—

SIAN, by God’s Grace Queen of Morgannwg, To Our Trusty and well beloved the members of the Parliament of Morgannwg, Greeting!
Having been passed by the Parliament of Morgannwg and having received the assent of Her Most August Majesty, it is enacted as follows—

Article 1. Legislative overreach

  1. A federal law is considered a ‘legislative overreach’ if it is not within one of the legislative competences explicitly listed in Title V, Chapter 6 of the Constitution of the Abeldane Empire.
  2. Following the enactment of a new federal law, the Llywydd is to assess if the new law is a legislative overreach.
  3. A member of the Senedd may also ask the Llywydd to assess if an existing piece of federal legislation is considered a legislative overreach.

Article 2. Legislative consent motion

  1. If the Llywydd deems a federal law to be a legislative overreach, then they are to place a ‘legislative consent motion’ on the agenda of the next Senedd meeting.
  2. A legislative consent motion determines if the law is accepted in the Kingdom; if it passes, the law may be enforced by the Reichsregierung in the Kingdom, and if it fails, it must not.
  3. A legislative consent motion may not be considered more than once within the same Senedd.

Article 3. Coming into force

  1. This Act comes into force immediately following Royal Assent.
