This was the final version of the official constitution of the Tsarist Empire of Gishabrun. It was written by HIM Tsar Kuri I and ratified by The Council on the 1st of June, 2010, with its first amendment passed on March 30, 2011, and its 2nd amendment passed on 20 February, 2012.

1: Preamble

In much of the modern world, culture is considered useless or obsolete and often disregarded by national governments, or such governments place some cultures above others, letting the others assimilate into the majority and quietly die out, never to be celebrated as the heritage of a race.

Truth and justice are too commonly sacrificed to allow more power or wealth to those associated with the government, leaving the common citizen behind and unable to reach such privileges as others are given simply by existing.

Whole ecosystems are ruthlessly destroyed to acquire resources that would bring only temporary wealth, but eternal poverty.

Education and intelligence of the people is strictly limited to those of high birth or obscene wealth, destroying the chance of an otherwise lowly man to rise through the ranks by his own effort, intelligence, and merit.

Is this what we must be subject to? Is this the only reality?

Fear not, as there is a state that can and will right these wrongs for all eternity and set the example for other nations, of a truly wonderful and perfect society, and it goes by the name GISHABRUN.

Gishabrunis, let us unite in our common goal and refuse to join the mainstream, refuse to succumb to the evils of corruptness, and refuse to let our dignity disappear before our eyes.

And we shall live in a peaceful and honest manner, unhindered in our beliefs and traditions in this glorious new nation of Gishabrun.

And we shall proclaim to the world:

"Long Live Gishabrun!"

Each in our unique language - so that all may know and understand that we are a sovereign nation in our own right!

2: Rights

Article 1

Every citizen of Gishabrun is entitled to 15 basic liberties and under no circumstance is to be deprived of them (except when it deprives other citizens of the rights listed here).

Article 2

These liberties are:

  1. The right to life and all things necessary to staying alive
  2. The right to speak one’s opinions and be unhindered by the law
  3. The right to practice any religion or belief
  4. The right to acquire and give away or sell property
  5. The right to acquire property or titles by hereditary means
  6. The right to protect one’s property
  7. The right to free education
  8. The right to international travel and immigration
  9. The right to marriage and children
  10. The right to privacy
  11. The right to citizenship if one fits all the necessary requirements
  12. The right to a fair deal in trade
  13. The right to a fair trial in court
  14. The right to suggest changes to laws or to suggest new laws
  15. The right to ownership of pets and household plants (of those that are legal) and the unlimited breeding or cultivation of these animals or plants

4: The Tsar

Article 1

The Tsar is the head of state and the head of government.

Article 2

The Tsar is the highest rank in the Meritocratic Rating System, and is represented in the Elite Duma.

Article 3

The Tsar's title is meritocratically decided by the Gishabruni Rating Committee as being the highest rating in the Empire.

Article 4

The Tsar’s powers include holding a position in the Elite Duma, the power to create and award decorations and orders on behalf of the Empire (these must only be awarded to foreigners) at will, the power to govern Gishabrun’s foreign affairs, and the power to change the date of an Elite Duma election, to a maximum of two (2) months before or after the original date.

5: The Council of Gishabrun

Article 1

The Council of Gishabrun is the national legislature of Gishabrun which makes or revises the laws of the nation, decides upon actions within the Empire and abroad, and also acts as the national court.

Article 2

The Council is comprised of five houses, The Oblastian Assembly, The Clan Council, The House of Heads, the Leagues Chamber, and The Elite Duma. The Oblastian Assembly consists of the Ambassadors of each oblast who are either voted in by the people of the oblast, or appointed by the Tsar if there are no voting citizens. The Clan Council consists of the chiefs of each clan who are automatically given their position, as a chief is the member of a clan with the highest meritocratic rating. The House of Heads consists of the heads of each department in the KIOWAK who are voted in by professors in the department, or are appointed by the Tsar if there are no voting professors. The Leagues Chamber consists of every employee of Compass Industries. The Elite Duma consists of five members; the Consul of the Oblasts (chosen from the Oblastian Assembly by Gishabruni citizens residing in oblasts every 6 months), the High Chief of the Clans (chosen from the Clan Council by Gishabruni citizens every 6 months), the Most High Academe (chosen from the House of Heads by KIOWAK professors every 6 months), the Head of Business (chosen from the Leagues Chamber by the Leagues Chamber every 6 months), and the Tsar of Gishabrun. The Elite Duma can pass anything within the Empire, for example changes of the constitution.

Article 3

  • The Oblastian Assembly has power over Oblastian Matters, and Elections.
  • The Clan Council has power over Culture, National Symbols, and Languages.
  • The House of Heads has power over Academic Research, Education, Land Claims, and Scientific Development.
  • The Leagues Chamber has power over the Economy, Taxation, Currency, and the Bank.
  • The Elite Duma has power Internal Affairs, Foreign Affairs, Media, Citizenship, Meritocratic Ratings (which are given to all citizens based on their contributions to Gishabrun), and the power to amend the Constitution.

6: Federal Subjects

Article 1

Gishabrun will comprise of various federal subjects, namely oblasts, autonomous regions, and krais.

Article 2

All populated subjects will be called oblasts and each oblast will be semi-autonomous and will have a seat in The Oblastian Assembly.

Article 3

Autonomous Regions will be micronations that have joined Gishabrun, while keeping their Autonomous status (meaning that laws passed in Gishabrun proper do not apply in the Autonomous Regions (with the exception of this constitution), unless the government of an Autonomous Region passes said law independently) , which are inhabited and will have a seat in the Chamber of Comrades.

Section 1: Any Autonomous Region that joins Gishabrun must have been in existence as an independent micronation for at least one month.

Article 4

Krais will be federal subjects that are uninhabited and are therefore represented in all contexts and documents by HIM the Tsar. They must be located within five (5) kilometres of an oblast or autonomous region to be officially a part of the empire.

7: Religion and Government

Article 1

In Gishabrun, religion shall be mostly separate from government, except in the case of crime done against a religion or in deciding the fate of a religious institution.

8: Law Enforcement

Article 1

The Maroon Guard will take care of law enforcement, within the existing laws of Gishabrun.

9: Citizenship

Article 1

There are to be three (3) types of Gishabruni citizens; Oblastian Subjects, Autonomous-Regional Subjects, and Overseas Subjects.

Statement 1: Oblastian Subjects are those citizens that reside on the land of a Gishabruni Oblast. They may participate in all oblastian activities, including local politics.

Statement 2: Autonomous-Regional Subjects are those citizens that reside on the land of an Autonomous Region. They may participate in all local activities, as determined by the Autonomous-Regional government in which they reside.

Statement 3: Overseas Subjects are those citizens that reside outside of Gishabruni land, but are nevertheless allowed citizenship under the Territories Act (2012). They may participate in the local activities of the oblast or autonomous region to which they are assigned.

Article 2

To become a citizen, one must reside within the Empire for no less than an average of a month a year, be a citizen of no more than two (2) other micronations, and complete the citizenship application form, or be allowed citizenship under the Territories Act (February 19 2012).

10: Official Languages

Article 1

There is to be only one (1) official language in Gishabrun, and it is that which is spoken fluently by the largest amount of citizens.

Article 2

All official documents, broadcasts and dialogues must be in this language alone, although a clan may request a translation to their language in the case of broadcasts and public activity.

11: Conclusion

Article 1

As a sovereign state, Gishabrun requires that this constitution remain unchanged except when truly necessary or if the Elite Duma agree on it.

Article 2

All the citizens of Gishabrun must know, understand, and respect the constitution and all the laws and principles defined therein.
